QUESTION #18:

The government's answer to Question

#14 addressing the insulation covering the Auxiliary Machinery Compartment is insufficient. The amount of labor and material the government directed to be added to the work item will not cover the cost to remove and install all insulation in the compartment. The insulation was not removed on the prior barge contract. The contractor recommends that the government change the requirement for the

Auxiliart MAchinery Space to be a detergent cleaning of the insulation and top coat painting.

Answer to Question #18:

Protective Coatings (SSPC)

PARA. NO: 3.3

QUESTION #19:

Question #15 deals with the preparation method to be used in the four compartments below the deck level. The government's response to

Question #15 is, "Paragraph 3.3.1 needs to read; Power tool clean interior compartments located in 1.2 per

2.4". The only direction of the level of power tool cleaning is in paragraph 3.3 where it directs the contractor to complete 009-32, Table 3, Linee 9, Columns A, B and E. This is power tool cleaning to bare metal and painting. Is this the level of paint removal that the government is intending to complete? The contractor recommends completing power tool cleaning to SSPC SP-3 to remove all loose and flaking paint, feather in all spots, spot prime and overcoat the bilges without removing all the paint.
