7514700 Roof Repairs Buildings 147 and 148 - Pre-Bid RFIs
1. What are the imposed loads on columns in buildings for both the lower roof members and the clerestory roof members?
A: Structural loads to be considered are listed on drawing S001, and may be used to determine imposed loading on columns which will need to be determined as part of the delegated shoring design.
2. Drawing Number G005 under structural repair work area sequence/repairs/phasing requirements states: A: Building 148 storage Bay A work to be done after hours so as to minimize impact to current occupants. Will the government have personnel on site all of the hours the contractor is working?
A: Evening/night work is not required. The specification shall be revised accordingly by amendment.
3. Also stated is to limit work in Bay A West to 2 days. The ceiling in the training room as well as other items will need to be removed to allow for structural repairs to take place. Structural shoring and beam replacement as well as replacing existing structural steel will take much more time. The lighting would have to be reinstalled as well after the structural repairs are complete.
Can the contractor be given 14 days to complete the work in Storage Bay A West?
A: Yes the project schedule should indicate time requirements for each task.
4. Will the contractor be given a laydown area on site in order to receive and properly store the new material required for the project?
A: Yes, The lay down Material is the grass area across from Building 147.
5. The roofing materials will require a good sized area.
A: Yes, The lay down Material is the grass area across from Building 147.
6. Will the contractor be given any area inside Building 148 to store new structural lumber?
A: There are some areas within Building 148 to store lumber. For Building 148, Bays A-D, there will be limited space for lumber inside the building but should be enough space for enough lumber to work one bay at a time. For Bays E & F, you will need to work with the occupants of those bays.
7. Any area in Storage Bay E or F. Will the government provide storage space for shelves and pallets are to be relocated during the course of this project?
A: There will be space to store the shelving, but it may not be in the immediate adjacent bay.
Storage will need to be flexible as construction works through each phase. Storage for the shelving will be available either inside the building or in proximity via government provided sea vans.
8. On Drawing Number S502-2, Detail Number 4, it is showing angle iron clips attached to the existing high and low truss mounted steel beams. The clips are 3”x3”x1/4x3” @ 4’0” O.C. to be bolted to the existing rafter. Detail Numbers 5 & 6, Cross Section A. Are these clips already attached to the existing W12 or are they to be added?
A: Clips are existing. Any missing clips should be replaced per the design drawings.
9. Do these clips only apply to the beams to be reworked for the required structural repairs?
A: Clips are existing. Any missing clips should be replaced per the design drawings.
10. Do all of the existing retrofit steel beams have these clips as shown on Drawing Number S-502-3, Detail #5 and #6.
A: Clips are typical for all retrofit steel beams.
11. Note 8 on Drawing A001 says to seal all joints in the roof deck and pipe and conduit penetrations.
Does this note apply only to Buildings 148 and does this reference all to all joints apply to the wood deck (T&G deck boards)?
A: It applies only to 148 and does not apply to T&G deck boards but only to penetrations.
12. Note 6 on Drawing A201-1, Note Number 6 says to remove and repaint entire beam with epoxy paint. We understand this to mean the complete beam inside and outside the building, even if no repair work was required to the beam (All 4 elevations. Is this correct and does it apply to
Building 147 only?
A: Yes and yes. Owner will select color.
13. Drawing Number A201-1 is referencing the exterior and interior spandrel beam repairs. Can the exterior concrete spandrel beam repairs be done at any time if properly coordinated with the using service?
A: Yes. Exterior repair work will still cause a disturbance inside the building do to noise and dust.
Coordinate with the using service.
14. This work is weather driven and may not work with the interior work to be done in phases. (Bldg
147 only)
A: The building is an operating warehouse and therefore schedule coordination is vital between the contractor and the warehouse operator.
15. Drawing Number 201-1 Details 1 & 2, are showing wall material on the raised roof area between column line C&D and H&J. What type of material is it and can the contractor be provided a detail of the wall section prior to bid. This area will be affected by the column replacement work. (High bay Building 147)
A: I believe that area is occupied with windows but I don’t think they will be affected by column replacement.
16. Drawing C501 Detail 4, Key Note 2, directs the contractor to clean and fill the cracks in the masonry. Are the cracks on the control joints and exterior just in this one location or are there cracks on the entire building that are to be cleaned and filled?
A: Just in this one location.
17. Notes on Drawings, S501-1 and S501-2 are the same. Can the government clarify that the referenced repair schedules detail the exact work that needs to be done on each item, not repair every component in the detailed drawings on S501-1 and S501-2. For example, on Drawing
S601-1. Item 6-08, the only repair would be to add 1 bolt at the bottom of the bolster.
A: S501-1 and S501-2 details illustrate the overall existing construction of the building. Repair schedules identify specific items/components to be addressed.
18. The same clarification would be needed for Drawing S101-3.
A: See response to Question 17.
19. On drawings 401-1 and 401-2, where roof and deck damage indicated les than full span , should full span replacement be considered?
A: As long as full tongue and groove engagement are achieved; partial spans can be used. If the patch cannot support the live and dead loads, then full span should be utilized.
20. Spec Section 01 20 00, Paragraph 1.3 indicates that an Earned Value Report and Cost-Loaded
Schedule is required for this project. However, Spec Section 01 32 16.00 (SMALL PROJECT
CONSTRUCTION PROGRESS SCHEDULES) only requires for the contractor to provide a
Non-Cost Loaded, Network Analysis schedule submitted in Primavera P6 format. Please be aware that building and updating a Cost-Loaded Schedule during the contract performance period will add thousands of dollars of unnecessary cost to the project. Also, requiring a cost loaded schedule would limit the Contractor’s ability to invoice the Government for materials delivered to the project site prior to the start of work. In addition, an Earned Value Report can only be generated after the applicable Cost Loaded Schedule is built using Primavera P6 software. Can the reference to a contractor-provided Cost-Loaded Schedule be deleted by Amendment? Can the requirement for the Earned Value Report be changed to a Schedule of Values by Amendment?
A: Yes, the reference to a cost loaded schedule will be deleted by amendment. The requirement for earned value report shall be changed to a schedule of values by amendment.
21. The project drawings do not call for the removal and replacement of the existing metal wall panels on the Monitor wall penthouses. When the primary roof system is replaced the roof height will be taller than the existing, in addition when the roof of the penthouse is replaced, the perimeter edge blocking and Nailers will be replaced also. This would require the wall panel to be removed- stored, and re installed. The panels are in rough shape as is and will all need to be cut to allow for proper flashing height of the new roof system. In addition, there is no thermal property, or controls for air leakage. Increasing R value of the roof components will reduce energy leak at roof level only, Is the intent to re install the existing metal panels?
A: Loosening the fasteners in the bottom portion of the panel will facilitate installation of the roof system. Some length trimming of the panel may be required but panels are to be reused and no additional insulation will be added to the walls.
Suggestion:
Remove existing wall panels, Install a 2” insulated metal wall panel with the exterior color to match new 3 ply roof system metal package. The IMWP panel would prevent air leakage, and is a class 1 fire rated wall assembly. A 2” wall panel would get the Most R value at this location, and would not change the thickness of the wall- as the current wall panel system is 2” panel with striations/ exposed fasteners.
Other option, Install a rigid insulation board apx 1” a ½” coverboard, a SA Hight temp underlayment, and new metal wall panels. This is a more cost effective method, but not as durable, and will not achieve the same R value as a IMWP.
In any scenario, accounting for the R value of the wall, and air leakage.
22. There are several beams/ columns that call for replacement inside of both 147 and 148. Attached to the beams/columns there are cable trays, , Cameras, routers etc.
Who is responsible for removing Communication lines?
A: The Owner will relocate those items. The Owner will need adequate time to process this request. We also ask that we meet within 14 calendar days of award to verify what interferences that will be required to move so that we can begin this process as soon as possible. Note: for 148, Bays E & F, the KTR will need to work with the occupants of those bays
23. Removing routers/ cameras, could also be an issue, who is responsible for moving cameras etc?
A: The Owner will relocate those items. The Owner will need adequate time to process this request. We also ask that we meet within 14 calendar days of award to verify what interferences that will be required to move so that we can begin this process as soon as possible. Note: for 148, Bays E & F, the KTR will need to work with the occupants of those bays
24. If contractor removes, How do we handle shut downs of communications, camera systems etc?
A: NA, The Owner will handle.
25. Drawing notes on pages G004,005 call for disassembly of government storage shelving, and storage while structural work is taking place. The drawing also calls out the need to phase so that work is not affecting more than 1 bay at a time.
When we remove any 1 bays shelving, Can we store in adjacent bay?
A: There will be space to store the shelving, but it may not be in the immediate adjacent bay.
Storage will need to be flexible as construction works through each phase. Storage for the
26. Should we plan on removing from building? If we store in a adjacent bay this may result in occupying 2 bays rather than 1, If we remove from the building interior there is a higher risk of damage, or missing parts etc. Please clarify where we can store the shelving.
A: There will be space to store the shelving, but it may not be in the immediate adjacent bay.
Storage will need to be flexible as construction works through each phase. Storage for the
27. Drawing section A001 Note 15 states: Seal all joints in the roof slabs, and around all pipes and conduit penetrations. The current wood deck is not sealed, there is Tongue and groove wood decking. Clarification needed on “ seal all joints”
Is the intent to caulk all the slabs and penetrations? This is not considered standard. We would suggest adding a layer of SA High temp roof underlayment directly to roof deck, seal all penetrations with a approved compatible caulking. Added layer of membrane on roof deck reduces risk of water intrusion during construction.
A: Same as question number 11. This note means that added material should be fitted accurately and tightly to minimize gaps. No special caulking procedure is implied or required.
28. Please see Specification and Submittal Register. Submittal register and Spec Section 06 10 00 1.8, requires a qualifications submittal be submitted for experience specifically with both structural timber and split ring connection construction and repairs. Please advise if this qualifications submittal and specific experience with split ring connection construction/repairs is necessary and required.
A: Yes, qualifications submittal is required and specific experience with split rings and heavy timber construction is critical to the success of the repairs. Errors and mistakes in split ring installation may result in significant additional cost or delays.
29. Spec Sec 01 35 26, Para 1.7.1.1 states that the SSHO must meet the requirements of EM 385-1-1
Section 01.A.17. This is the requirements section for the 2014 EM 385-1-1. Is this correct? If not, please provide additional information.
A: Yes this is correct.
30. Spec Sec 01 35 26, Para 1.7.1.2.1 states that the Confined Space requirements for Competent
Person is to meet the requirements of EM 385-1-1, Appendix “Q”. This is the requirements section for the 2014 EM 385-1-1. Is this correct?
31. Spec Sec 01 35 26, Para 1.7.1.2.2 states that the Competent Person for Scaffolding meet EM 385-
1-1, Section 22.B.02. This is the requirements section for the 2014 EM 385-1-1. Is this correct?
32. Spec Sec 01 35 26, Para 1.7.1.2.3 states that the Competent Person for Fall Protection meet requirements of EM 385-1-1, Section 21.C.04 and 21.B.03. These are the requirements of the
2014 EM 385-1-1. Is this correct?
33. Contract Dwg. Pg. C101 shows contractor to install a drain line to an existing drop inlet located in the parking lot area of Building 148. Drop-Inlet grate elevation @22.13, new line invert elevation (IE) @ 20.41 and a Sump elevation @ 19.91. During the site visit, this Drop-Inlet was found to be filled with dirt, fines, ect. to approximately 21.00 elevation. Will the government removing, i.e. cleaning out, the dirt/fines or will it be the contractors responsibility?
A: Contractor’s responsibility.
34. If responsibility lies with the contractor, to what extent, i.e. downstream from the drop-inlet, will the contractor be responsible for and can the Government provide storm water line detail’s for this line?
A: Clean enough to complete the work. The Government will be responsible for the downstream portion of the line.
35. On sheet S101-1, Key Notes #1 Replace high bay column assembly. There are 19 locations where this is noted on the drawing.
A: Concur.
36. On sheet S101-3, Replacement schedule refers us to detail S501-1 details 3 and 5. Details 3 and 5
I only see one note that states to replace existing toothed corbel with new corbel, there are other items called out but not replacement notes.
A: S501-3 details illustrate the overall existing construction of the building. Repair schedules identify specific items/components to be addressed..
37. In the summary of work page 4, 1.2.1.2 Structural Related Repairs, A .Building DDCN-00147,1a.
states the following: Replace High Bay Column Assemblies in Bays A,B,C and D. A high bay assembly shall include timber column, new corbel assembly, all knee brace assemblies, as well as all associated connection component and hardware. What are we to replace at these locations?
A: The locations of High Bay Column Assemblies scheduled for replacement are identified on
Sheet S101-2. A High Bay Column Assembly for this building consist of a timber column, new corbel assembly, all knee brace assemblies, as well as all associated connection components and hardware.
38. We have been unable to locate a cast iron downspout boot that accommodates the existing configuration at the loading dock of Building 148. All available vertical cast iron boots incorporate a 2-inch offset, which would prevent proper seating into the existing pipe at the loading dock. One of our vendors can fabricate a steel boot that matches the existing configuration, but this would not comply with the specifications requiring cast iron. Please advise on how to proceed.
A: All downspout cast iron boots on the loading docks are to be replaced. The reworked downspout at the corner of the building that is being repaired and does not require a boot since it is outside of the loading dock traffic area.
