About this file

This document is Amendment 0003 for the Naval Facilities Engineering Systems Command (NAVFAC) Scuff and Refresh project at Marine Corps Air Station Cherry Point, NC. The amendment updates the solicitation for project 7402794, which involves site preparation for F-35 Scuff and Refresh and FRCE V-22 TAMS Interim Relocatable Facilities (IRF). Key changes include answering pre-award Request for Information (RFI) submissions, updating liquidated damages, and revising supplementary instructions to offerors. The proposal due date has been extended to 08 July 2025 at 16:00 PM local time, with the contract divided into three completion dates: Phase 1 (250 days after award) focuses on concrete slab and utility stub-ups, Phase 2 (555 days after award) covers remaining contract work excluding specific items, and Phase 3 (120 days after a 30-day remobilization notice) includes mechanical fence, security fence, turnstile, and interior floor coating.

The Price Proposal Form includes multiple Contract Line Item Numbers (CLINs) with detailed pricing requirements. CLIN 0001 covers site preparation for the F-35 Scuff and Refresh IRF, including work within and outside the facility's 5-foot line, unit prices for contaminated groundwater and soils. CLIN 0002 similarly covers site preparation for the FRCE V-22 TAMS IRF. CLIN 0003 is an optional item to delete concrete sealer within paint booths and add a 5-part epoxy hangar floor coating. Pricing will be evaluated based on the total sum of CLINs 0001, 0002, and 0003, with the government reserving the right to award CLINs 0001 and 0002 and potentially exercise the option for CLIN 0003 at the time of award.

Amendment 0004 7402794 Scuff and Refresh

RFI Responses:

1. Detail D4 on sheet C‐503 shows concrete pavement section with 6” drainage separation layer below 4” unbound drainage layer. The plans or specifications do not seem to identify the material of these two layers, please provide material types of these two layers.

Response:

Please refer to revised NAVFAC Drawing No. 12925713.

2. Per phasing notes there is a portion of work in our scope that will be performed after the

Government furnished and installed building is completed.

What is the duration of the GFGI building and equipment package?

Delete the information provided under Contract Completion Date in the RFP and under

Phasing Notes on drawing GP101 (updated drawing provided), and replace with the following:

Contract Completion Date: There are three completion dates associated with the subject project. Work for Phase 1 & 2, associated with contract completion dates (CCD) 1 & 2, may be completed concurrently, but the Phase 1 work associated with CCD #1 must be completed by the initial CCD. After completion of Phase 2, the contractor MAY demob prior to starting Phase

3 depending on completion of the IRF. Once Phase 3 work is ready to begin, the contractor will be given 30 days notice prior to remobilizing and 120 days to complete the Phase 3 work.

CCD #1, or Phase 1, is 250 days after contract award. It includes CLIN 0001AA and CLIN 0002 and any other related effort to construct the concrete slab and complete utility stub‐ups, to include any permitting, plans, coordination, etc.

CCD #2 is 555 days after contract award. It includes all remaining contract work including, fencing, other civil efforts, etc. with the exception of the mechanical fence, security fence, turnstile, and interior floor coating.

CCD# 3 is 120 days after the 30 day “remob” notification. It includes the mechanical fence, security fence, turnstile, and interior floor coating.

Please note that FAR 52.236‐8 Other Contracts (Apr 1984) is applicable to this task order and is included in the basic contract award. It states:

The Government may undertake or award other contracts for additional work at or near the site of the work under this contract. The Contractor shall fully cooperate with the other contractors and with Government employees and shall carefully adapt scheduling and performing the work under this contract to accommodate the additional work, heeding any direction that may be provided by the Contracting Officer. The Contractor shall not commit or permit any act that will interfere with the performance of work by any other contractor or by Government employees.

Upon completion of the work in Phase 1, another contractor will also occupy the same site and will commence assembly of the Interim Relocatable Facilities.

As a result of the above, Liquidate Damages are updated as follows:

Liquidated Damages: Phase 1 ‐ $3,169 per Calendar Day; Phase 2 ‐ $862 per Calendar Day; and

Phase 3 ‐ $395 per Calendar Day

3. Will this be required by the Government Spec section 32 13 14.14 concrete paving for small airfield projects.

1.3.2 Other Staff Submit for approval, the qualifications and resumes for the following staff:

a. Petrographer: Bachelor of Science degree in geology or petrography, trained in petrographic examination of concrete aggregate according to ASTM C294 and ASTM C295/C295M and trained in identification of the specific deleterious materials and tests identified in this specification. Detail the education, training and experience related to the project‐specific test methods and deleterious materials in the SECTION 32 13 14.14 Page 6

SITE PREP FOR F‐35 SCUFF AND REFRESH IRF & V‐22 TAMS IRF WO# 7402794/7493600

Petrographer Resume and submit at least 20 days before petrographic and deleterious materials examination is to commence. b. Licensed Surveyor: Perform all survey work under the supervision of a Licensed Surveyor. c. Concrete Batch Plant Operator: National Ready

Submit proposals in accordance with RFP, Specifications, Drawings and all amendments.

4. Detail D4 on C503 calls for a “4 inch Unbound Drainage Layer” Spec 32 11 23.23 differs from detail and references mixing Portland cement/asphalt with the drainage layer which contradicts a bound and unbound layer. Please clarify base course material requirements..

See revised NAVFAC Drawing No. 12925713 in forthcoming Amendment 2. Note that text callout has been updated to remove “unbound” requirement.

5. Spec does not clarify requirements for the “6 inch drainage separation layer” please specify suitable materials for the separation layer.

Response:

See revised NAVFAC Drawing No. 12925713 in forthcoming Amendment 2. Note that text callout has been updated to more closely match the relevant specification section.

6. Price Proposal Form CLIN 0002 – Refers to work to be done on the 7493600 FRCE V‐22 TAMS side of the project. The wording in the proposal form for CLIN 0002AC, AD, and AE refer to F‐35 Scuff & Refresh. Please clarify. Is this an intended double up from CLIN 0001?

Please note there is only two ways to properly answer RFI: Either provide a revised NAVFAC Drawing No. 12798688 with revision date in footer, or Submit proposals in accordance with RFP, Specifications, Drawings and all amendments. Also a continuation sheet must be provided.

7. Plan Seet S102 – Note 1 – There are no sizes or details about these Cast‐In Anchor Bolts. Will these be supplied to us by the building manufacturer?

Response:

Contractor must provide and install the cast in anchor bolts. Design, sizes and details will be provided by the building manufacturer. Refer to Amendment 1, NAVFAC Drawing Nos. 12925744 and 12925745.

8. Plan Sheet CU101 & CU211 ‐ CU211 Fire Water Profile sheet shows a 10” Ductile Iron Fire line. On sheet CU101 on the east side of the building there is a note (8) Provide 6” DIP Fire Main. Is this an error in labeling? Please advise.

Fire service and main shall be 10” DIP. See revised NAVFAC Drawing Nos. 12925700, 12925702, and 12925706 in forthcoming Amendment 2.

9. Plan Sheet CU211 Fire Water Profile Shows a 6” lateral at Sta 14+60.95. (10” x 6” Tee) This line is shown but not labeled on CU101. I believe this is the sprinkler service but on Sheet FX001 the detail is labeled as 10” sprinkler service run‐in. Is this a 10” line or a 6” line as the profile sheet suggests?

Fire service shall be 10” DIP. See revised NAVFAC Drawing Nos. 12925700, 12925702, and 12925706 in forthcoming Amendment 2.

10. Plan Sheet CU102 Note (6) at approximately Sta. 17+00, 10” Cap End and thrust blocking, what is this? It’s labeled in the middle of the run, and nothing is shown on the profile sheet on CU211. Also, note (6) refers to detail A1/C‐509. This is a gate valve detail. Is there a gate valve at this location?

Key Note 6, the label, and corresponding requirements have been deleted. See revised NAVFAC Drawing No. 12925703 in forthcoming Amendment 2

11. Profile sheet CU211 shows the 10” Ductile Fire Line passing through the 30” RCP and a 15” RCP between Sta. 17+00 and 17+50. Please advise.

Water line utility crossing conflicts have been corrected. See revised NAVFAC Drawing No.

12925706 in forthcoming Amendment 2

12. Will we be able to cut off service temporarily while the connection is being made to these existing water lines?

Response: [GOVERNMENT PLEASE RESPOND—note: our design shows a wet tap but we acknowledge this is more challenging with like sized mains and is easier for contractor to perform shutdowns if possible]

13. On the addendum 2 sheet C‐503 Detail D4 the labeling of the 4” Unbound Drainage Layer is in conflict with the spec 32 11 23.23 that is being called out. The spec 32 11 23.23 says that the aggregate should be bound by a bituminous or cementitious material. The spec and labeling are confusing. What is it that going to be expected from the contractor? A 4” Unbound Layer of #57? A 4” Open Grade Asphalt Mix? Or a 4” Pervious Concrete Layer?

The pricing for each of these options dramatically differ from each other and I just want to make sure we quote what is expected.

The term “unbound” has been deleted from the detail. Please see revised NAVFAC Dwg No.

12925713, issued as part of Amendment 03.

14. I also want to confirm that on the same detail the 6” Drainage Separation Layer, now specified as 32 11 33.13, is actually a 6” layer of Cement Soil Stabilization?

Response:

Please see revised NAVFAC Dwg No. 12925713, issued as part of Amendment 03. The detail has been modified to better align with the specification language.

15. “Spec Section 32 12 16.16 “Road Mix Asphalt Paving” nor details B‐4 and C‐4 on Sheet CS503 spell out what mix type this contract is calling for.

Please see revised NAVFAC Dwg No. 12925713 which adds NCDOT specific HMA mix references.

16. The thicknesses indicated in the details do not conform with current NCDOT specifications.

Please see revised NAVFAC Dwg No. 12925713, issued as part of Amendment 03, which has been revised to better align with the NCDOT 2022 Asphalt Quality Management System (QMS) publication for typical thicknesses.

17. Spec Section 21 12 16.16, 2.2.4 “Aggregate Gradation” says to refer to the attached NCDOT

Table 610‐2 Aggregate Gradation Chart, which is not attached.

The attachment is now included at the end of 32 12 16.16 as part of Amendment 03.

18. Please indicate what asphalt mix type(s) is anticipated to be used on this project.

Please see revised NAVFAC Dwg No. 12925713, issued as part of Amendment 03, which adds NCDOT specific HMA mix references.

INSTALLATION.

2. SLOPE SURFACE SHALL BE SMOOTH BEFORE PLACEMENT FOR PROPER SOIL CONTACT.

3. DESIGN VELOCITIES EXCEEDING 2 FEET/SECOND REQUIRE TEMPORARY BLANKETS, MATS OR SIMILAR LINERS

TO PROTECT SEED AND SOIL UNTIL VEGETATION BECOMES ESTABLISHED.

4. TERMINAL ANCHOR TRENCHES ARE REQUIRED AT RECP ENDS AND INTERMITTENT CHECK SLOTS MUST BE

CONSTRUCTED ACROSS CHANNELS AT 25 FOOT INTERVALS.

5. TERMINAL ANCHOR TRENCHES SHOULD BE A MINIMUM OF 12 INCHES IN DEPTH AND 6 INCHES IN WIDTH.

INTERMITTENT CHECK SLOTS SHOULD BE 6 INCHES DEEP AND 6 INCHES WIDE.

6. FOR INSTALLATION ON A SLOPE, PLACE RECP 2-3 FEET OVER THE TOP OF THE SLOPE AND INTO AN EXCAVATED

END TRENCH MEASURING APPROXIMATELY 12 INCHES DEEP BY 6 INCHES WIDE. PIN THE RECP AT 1 FOOT INTERVALS ALONG THE BOTTOM OF THE TRENCH, BACKFILL AND COMPACT. UNROLL THE RECP DOWN THE SLOPE MAINTAINING DIRECT CONTACT BETWEEN THE SOIL AND RECP. SECURE USING STAPLES OR PINS IN A 3

FOOT CENTER-TO-CENTER PATTERN.

7. 11 GAUGE, AT LEAST 6 INCH BY 1 INCH STAPLES OR 12 INCH MINIMUM LENGTH WOODEN STAKES ARE

RECOMMENDED FOR ANCHORING.

13. FOR SLOPES LESS THAN 3H:1V, ROLLS MAY BE PLACED IN HORIZONTAL STRIPS.

MAINTENANCE:

1. INSPECT ROLLED EROSION CONTROL

PRODUCTS AT LEAST WEEKLY AND AFTER EACH

RAINFALL OF 1.0 INCH OR GREATER; REPAIR

IMMEDIATELY.

2. GOOD CONTACT WITH THE GROUND MUST BE

MAINTAINED, AND EROSION MUST NOT OCCUR

BENEATH THE RECP.

3. ANY AREAS OF THE RECP THAT ARE DAMAGED

OR NOT IN CLOSE CONTACT WITH THE GROUND

SHALL BE REPAIRED AND STAPLED.

4. IF EROSION OCCURS DUE TO POORLY

CONTROLLED DRAINAGE, THE PROBLEM SHALL

BE FIXED AND THE ERODED AREA PROTECTED.
