About this file
This document is Amendment #0004 to NAVFAC Specification 7190530 for the Upgrade of Life Health Safety Systems in Hangar 250 at Marine Corps Air Station (MCAS) Cherry Point, North Carolina. The amendment was issued on September 24, 2026, by FEAD Cherry Point (Code N40085) and is administered at PSC Box 8006, Cherry Point, NC 28533. The amendment confirms that the proposal due date of September 24, 2026, at 3:00 p.m. local time remains unchanged and is being issued to provide responses to Preaward Inquiries (PPI). All other contract terms and conditions remain unchanged. Contractors must acknowledge receipt of this amendment with their proposal submission; failure to do so may result in rejection. If a proposal was previously submitted, acknowledgment must be made by telegram or letter prior to the proposal opening time, stating whether the proposed price remains unchanged, decreases, or increases.
The document includes a Preaward Inquiry Form containing 18 questions and government responses addressing clarifications on drawings, specifications, phasing requirements, personnel qualifications, fire alarm system scope, plumbing fixture designations, finish schedules, sprinkler head removal procedures, and fire protection system inspection scheduling. Key clarifications include confirmation that matchline references on fire alarm drawings are mislabeled, that existing as-builts will not be provided by the government, that the contractor must coordinate with the owner on project phasing and outages, and that a single qualified superintendent may serve as both site safety/health officer and quality control manager. The amendment also addresses tile salvage responsibility, electrical junction box and HVAC grille removal, third-party firestopping inspection requirements, and fire protection maintenance in sealed stairwell areas.

Sheet A-610 finish schedule uses finish designations that are not fully defined in the visible legend, including "CT" at Men Restroom 126 wall/ceiling fields and "APC-1" at ceiling fields for Rooms 120A and 167A. The visible Interior Finish Legend defines CT-1 through CT-7 and ACT-1/ACG-1, but not a standalone "CT" or "APC-1." Please identify the intended finish system(s) for these tags.
Provide complete finish tag definitions for CT and APC-1, or revise the finish schedule to use the correct legend tags.
APC-1 is intended to be ACT-1, as indicated in the Interior Finish Legend.
The “CT” designation within the wall finish descriptions in the Finish Schedule is further defined by the note in the Comments section directing the Contractor to refer to the “Typical Toilet Tile Pattern” elevation located adjacent to the Finish Schedule. This elevation identifies the locations and extents of CT-2 through CT- 8, along with CB-1, on the restroom walls. Refer to the Typical Toilet Tile Pattern for the specific tile types and installation locations.

Please clarify the extent to which the Contractor may rely on the contract drawings for existing fire alarm/mass notification device counts, locations, and existing system conditions for bidding purposes. The specification states the existing interior fire alarm system was manufactured by Johnson Controls and the drawings require field verification of device locations prior to rough-in, but the reviewed documents do not state whether any owner-furnished as-builts, panel databases, or device inventories will be provided. Please confirm what existing-condition information, if any, will be furnished to the successful contractor and what level of field verification is expected before pricing.
State whether existing as-builts, point lists, panel programming records, or prior test reports will be furnished, and confirm the intended bid assumption for existing-condition verification.
Contract drawings and specifictions are for reference only. Govt. to provide the existing as-builts, point lists, panel programming records or prior test reports.

Drawing sheet FA103 keynote 1 states that existing paint booth notification devices are powered by a releasing system auxiliary power supply and directs the Contractor to provide new building system power to power the paint booth devices.
Please clarify the exact scope of work at the paint booth, including whether the existing releasing system remains in service, whether its existing power supply is to be abandoned or retained, what equipment is to furnish the new power, and whether any interface, supervision, or programming changes to the releasing system are required as part of this project.
Provide a one-line or narrative clarifying the intended final arrangement for the paint booth notification devices, including which panel/power supply serves them after completion and what existing releasing-system components remain, are modified, or are removed.
FIO - The paint booth devices are currently connected to a non-operational releasing system.
Disconnect them from the existing system and power them from a new building fire alarm power supply. The existing releasing system is to remain.

Please provide the required phasing, allowable outage durations, and owner-coordination procedure for fire alarm and mass notification cutovers in the occupied Hangar 250 facility.
The specifications require fire alarm interruptions to be treated as utility cutovers and require all utility cutovers after normal working hours unless directed otherwise, but the documents reviewed do not state the maximum allowable fire alarm impairment duration, required temporary protection/fire watch, or whether partial-area cutovers are mandatory. Please clarify the required sequence for maintaining life-safety coverage during demolition, tie-in, testing, and final cutover.
Define permitted outage windows, required impairment controls, whether temporary notification/detection or fire watch is required, and the required cutover sequence by area or system.
FIO - It is the contractor’s responsibility to coordinate with the owner regarding project phasing and required outages.

Note 11 states to salvage wall tile and save for installation.
From past experiance it has never worked out where every piece of tile have survived that process, and then to replace what has broken causes an issue as it is exttremely hard to match existing. Any tile damaged or broken as a result of the Work shall be replaced by the Contractor with new tile matching the existing tile in size, color, finish, texture, and appearance. If an exact match is not available, the Contractor shall submit a proposed replacement tile that closely matches the existing tile for review and approval by the Owner and Architect prior to installation.

In reference to RFI Question 12 in Amendment 3, please clarify the intent of the response, as it appears to be contradictory. The answer directs the contractor to remove the sprinkler heads prior to closing off the spaces; however, it also states that fire protection must be maintained within those areas after the sprinkler heads have been removed.
Please provide additional guidance on how fire protection is to be maintained in the affected spaces once the existing sprinkler heads have been removed.
As there is no access for maintenance, sprinkler heads are not required inside the space under the stairs that is closed off.
Ensure fire protection is maintained for the space outside the staircase.
