About this file

This is an Amendment to Solicitation/Modification of Contract (Standard Form 30, Amendment 0003) for a parking lot repair project issued by NAVPAC Mid-Atlantic, effective August 7, 2026. The contract ID is N40085-26-R-9066, with project number 26-0436, and the solicitation number is N40085-26-R-9066. The amendment was dated July 20, 2026, and modifies the original solicitation for FY26 Multiple Location BQ Parking Lot Repairs and Amendment 0003 Answer Requests for Information and Site Visit Sign-in Sheet.

The amendment addresses ten questions and answers regarding project execution and technical specifications. Key clarifications include: contractors must phase approximately 50% of each parking lot during work; parking areas must be re-striped upon completion to match existing layouts exactly; temporary directional arrows and stop bars will be installed with thermoplastic paint per manufacturer recommendations; contractors are responsible for documenting the parking lot layout prior to repairs; a heavy pneumatic-tired roller is required for proof rolling (dump trucks are not acceptable); recycled asphalt pavement (RAP) content is limited to a maximum of 15% regardless of mix design approval; and no utilities require adjustment. No pricing form will be issued, and milling is required only around boundaries (6 inches wide by 1.5 inches deep edge mill and 1-inch butt joint at tie-in locations), with the parking lot middle receiving asphalt overlay without milling. The proposal deadline remains August 19, 2026, at 2:00 PM EST, and acknowledgment of the amendment is required upon proposal submission.
