2.3 Site Availability and Abandoned Vehicle Movement

• The official Government representatives for this project are designated below. All vehicular movement and debris removal will be coordinated through PMO and the area noted BEQ POC.

• Expected legal timelines: We must strictly adhere to the 90-day tagging window (in some cases we can get that down to 72 hours). Moving too fast without proper documentation can open the installation to liability.

• Base PMO Procedure:

o Site Survey - Map the parking lot, identify all suspect vehicles, and record

VINs/license plates. PMO can emplace a traffic reading board for mass awareness.

o Base Records Check - Run plates/VINs through the base registration database to identify owners.

o Tagging & Notification - Apply DD Form 2501 (Abandoned Vehicle Notice) warning of impoundment within 72 hours.

o Command Outreach - Contact owners' units directly if they are active duty on base or deployed.

o Towing - Coordinate towing to clear remaining unclaimed vehicles.

• Deployed Service Members: This is our biggest risk. If a vehicle belongs to a deployed Marine/Sailor, we cannot simply impound and dispose of it without coordinating with their Command due to Servicemembers Civil Relief Act (SCRA) protections.

• Base PMO POC: Master Sergeant Thomas W. Jackson - Operations Chief - Provost Marshal’s Office - Headquarters and Support Battalion - MCI East, MCB Camp Lejeune - Email: thomas.w.jackson@usmc.mil - Office: 910-450-2190 - Work Cell:

910-381-9066

• Expect a 90-day turn-around upon the contact to the BEQ POC and Base PMO for removal.
