About this file
This is Amendment 0004 to a federal solicitation for construction services issued by NAVFAC Mid-Atlantic for the Camp Lejeune, North Carolina facility.
The solicitation N40085-26-R-9054, titled "BEQ M400 Area Paint-Flooring Repairs," has been extended with the deadline for receipt of proposals moved to 13 August 2026 at 2:00 p.m. The amendment clarifies three key aspects of the project scope through a Questions and Answers format. First, it confirms that Attachment "BEQ M400 Area Carpet and Paint Specs" serves as the controlling document for all finish selections, including paint colors and sheens, LVT color and pattern, and epoxy resinous flooring system specifications. Second, it specifies that any existing carpet in sleeping rooms will be replaced with LVT flooring, while carpet in common areas will be replaced with epoxy flooring, establishing the full scope of flooring replacement across the facility. Third, it addresses testing requirements for concrete substrates, confirming that moisture, alkalinity, and bond testing standards applicable to each flooring type remain in effect as specified in the construction sections. All other terms and conditions of the original solicitation remain unchanged. Offerors must acknowledge receipt of this amendment with their proposal submissions to avoid rejection.

CONTINUATION SHEET
1. QUESTION: Please identify the controlling document for finish selections to be used for bidding and installation, including paint colors/sheens, LVT color/pattern, epoxy resinous flooring system/color, and any carpet selections if applicable. The Scope of Work references attached product specifications and finish specifications, and Section 09 65 00 requires color, pattern, and texture as indicated on the drawings or in the Project Scope of Work, while Section 09 68 00 states that color, texture, and pattern are to be in accordance with the drawings. Please confirm which attachment or drawing sheet is the governing finish schedule where multiple attachments may exist.
ANSWER: Attachment “BEQ M400 Area Carpet and Paint Specs” has been provided.
2. QUESTION: Please confirm whether moisture, alkalinity, and bond testing of existing concrete substrates is required as part of this project for all flooring replacement areas, and if so, which standard governs each flooring type and whether testing reports are required prior to installation. Section 09 65 00 references ASTM F1869 and ASTM F2170 and lists 'Moisture, Alkalinity and Bond Tests' as a required submittal item, while Section 09 68 00 requires moisture and alkalinity tests in accordance with CRI 104/105 for carpeting. The Scope of Work describes LVT and epoxy resinous flooring replacement but does not identify where carpeting, if any, remains in scope.
ANSWER: Any carpet in sleeping rooms will be replaced with LVT and any carpet in common areas will be replaced with Epoxy.
3. All other terms and conditions remain unchanged.
