About this file

This is a Statement of Scope for a federal construction contract (Contract #26-0433, Project #26M088CN) dated June 24, 2026, for paint and flooring repairs at five Bachelor Enlisted Quarters (BEQ) buildings at Marine Corps Base Camp Lejeune. The contract covers Buildings M430, M435, M446, M447, and M448, all located on Company B Street at Camp Johnson.

The scope requires contractors to provide all materials, labor, equipment, and supervision for comprehensive interior and exterior paint repairs and flooring system replacements. Paint work includes surface preparation (crack and hole repair, mold/mildew treatment), application of appropriate primers and finish coats based on surface type (latex KILZ 2 primer, eggshell/satin finish for interior walls, semi-gloss for trim and doors, Loxon masonry coating for exterior masonry, high-gloss for high-bay areas, and mildew-resistant semi-gloss for bathrooms). Flooring work requires removal of existing systems and installation of new Luxury Vinyl Tile (LVT) in sleeping rooms with Ardex floor sealer and replacement of Epoxy Resinous Flooring in shared/common spaces, lounges, stairs, and stairwells. All flooring surfaces must be cleaned of previous adhesives, and all flooring transition strips and rubber cove base must be replaced. Special scheduling constraints limit available work areas to approximately one-quarter of each building at any given time, requiring contractor coordination with designated Points of Contact: Jeffrey Perry (910-581-7228) for Buildings M430 and M435, and James Tandy (951-775-7362) for Buildings M446, M447, and M448. Lead paint handling is limited to scraping and encapsulation only, with submission of a hazardous materials plan required. Contractors must submit manufacturer product specifications and technical data for all materials prior to installation.
