About this file
This is an Amendment of Solicitation/Modification of Contract (Standard Form 30) issued by NAVPAC Mid-Atlantic as Amendment 0005, effective 05/21/26, for solicitation N40085-26-R-9032 relating to project 25-0452 (Steel Tower Road Culvert Repair). The amendment was issued by the Resident Officer in Charge of Construction at Camp Lejeune, NC on 04/28/26.
The amendment consists of a Questions and Answers document addressing five contractor inquiries regarding the culvert repair project scope and specifications. Key clarifications provided include: (1) contractors must field verify all streambed measurements and install pipe at a minimum 0.5% to maximum 3% slope between upstream and downstream; (2) pipe inverts shall be placed no more than 6 inches below streambed elevation (clarifying the original 1-foot requirement); (3) rip rap may be substituted for sod to stabilize 3:1 slopes per the Seeding Schedule; (4) existing concrete at approach embankments must be demolished in its entirety; and (5) #57 stone may be used to bed proposed pipes up to the spring line, with ABC stone placed from spring line to finish grade. The time and date for receipt of proposals remains unchanged, and contractors must acknowledge receipt of this amendment when submitting proposals or risk rejection.

CONTINUATION SHEET
1. Question: We request that the Government provide the stream bed elevation from which the pipe invert is to be determined. The existing elevation of the stream bed varies
Answer: Exact streambed elevation was not measured. Per SOW, the contractor shall field verify all measurements (Page 2, General Notes). Contractor must install pipe at a minimum .5% / maximum 3% between upstream to downstream.
2. Question: Page 2 of drawings, Repair Note 1 states that final inverts of pipe must be 1’ below elevation of stream bed. Given the overall design for the culvert repair, this note appears to be in error. Placing the invert of the proposed pipe 1’ below the stream bed would promote sediment migration downstream and other undesirable effects. Is placing the invert of the proposed culverts 1’ below the elevation of the stream bed the Government’s intent?
Answer: Yes, do not exceed 6’’ below streambed.
3. Question: Can rip rap be used to stabilize the proposed 3:1 slopes in lieu of sod as per the Seeding Schedule located on page 3 of the Drawings?
Answer: Yes.
4. Question: How far back should the existing concrete be demolished at each approach embankment?
Answer: Remove concrete in its entirety.
5. Question: Can #57 stone be used to bed the proposed pipes up to the spring line in lieu of ABC with ABC being placed from spring line to finish grade?
Answer: Yes
