About this file

This document is Amendment 0005 to Solicitation N40085-26-R-9017, issued by NAVFAC Mid-Atlantic on April 10, 2026, for roof repairs on seven barracks buildings (HP215, HP225, HP235, HP245, HP275, HP285, HP295) at Camp Lejeune, North Carolina. The amendment provides responses to six Requests for Information (RFIs) submitted by prospective contractors. The proposal submission deadline remains April 16, 2026, at 3:00 PM, and contractors must acknowledge receipt of this amendment with their proposals or risk rejection.

Key clarifications provided in the RFI responses include: (1) the contract completion timeline has been extended from 360 days to 720 days after award to accommodate the seven-building scope; (2) the Government will not stagger award dates for the concurrent 21 barracks projects; (3) lightning protection systems must be removed and reinstalled as required for the new roofing installation; (4) roof sheathing specifications are 19/32" OSB for both building groups; and (6) contractors must install 6"×6"×1/4" tubular steel downspouts on six buildings (HP215, HP225, HP235, HP245, HP275, HP285) to channel rainwater away from the building rather than routing it internally through attic piping. All work involves demolition of existing roofs and installation of new standing seam metal roofs. All other terms and conditions of the original solicitation remain unchanged.

CONTINUATION SHEET

1. QUESTION: The RFP dated 2/23/2026 has listed 7 barracks that need new roofs to include demo of the existing roofs and installing new standing seam metal roofs. The Contract completion date is shown as 360 days after award. There are typically 60 days needed after the award to hold the Preconstruction conference, issue all Purchase Orders and get Admin and Technical submittals in, and approved to allow procurement of materials needed to start work. This only leaves 300 calendar days to complete all 7 buildings to include punch out and final inspections. 300/7 = 42.8 calendar days per building. Actual workdays estimating 5 workdays a week leave only 30 workdays to complete all scopes on each building to avoid completing late and incurring LDs. Our Experience with the 3 story barracks with this scope of work will require a minimum of 3 to 4 months per building taking consideration for inclement weather and other mitigating factors. Will the Government consider increasing the time allowed to do all 7 buildings to a minimum of 720 days?

ANSWER: Yes, completion in 720 days is acceptable.

2. QUESTION: There are 21 total barracks projects out for bid at the same time this project is bid. Is it possible that the bid due dates can be spaced out over the fiscal year so that all 21 buildings are not awarded at the same time? If that is not an option, can the government consider delaying the award of each project with a 4 to 6 week delay between each project award? This will help with the assignment of manpower required for each scope of work.

This will also help with the internal load placed on Government personnel to get all projects awarded and started.

ANSWER: No

3. QUESTION: Note 2 under General Requirements on 275, 285, 295 “Remove existing Lightening Protection If Applicable”. There are no notes to reinstall the existing lightening protection. Is the intent to leave the Lightening protection off the building? Is the intent to reinstall the existing lightening protection? Is the intent to install new lightening protection? If new lightening protection is required, please provide design requirements.

ANSWER: The intent will be to remove the lightening protection as required to install the new roofing system as required. The lightening protection system will be re-installed upon the installation of the new roof system.

4. QUESTION: Note 9 under General Requirements for Building 275, 285, 295 states “Install panel clips as per the manufactures recommendation for a 150 mph Wind in accordance with the Uniform Building Code for North Carolina”. Panel clip spacing based on the Wind Uplift Calculations takes into consideration the pull-out strength of the roof deck substrate. Does the Government know if the plywood roof decks are 5/8” plywood or ¾” plywood?

ANSWER: All Roof sheathing is 19/32” OSB for HP275, HP285, HP295. (See attached existing typical roof detail)

5. QUESTION: Note 10 under General Requirements for Building 215, 225, 235, 245 states “Install panel clips as per the manufactures recommendation for a 150 mph Wind in accordance with the Uniform Building Code for North Carolina”. Panel clip spacing based on the Wind Uplift Calculations takes into consideration the pull-out strength of the roof deck substrate. Does the Government know if the plywood roof decks are 5/8” plywood or ¾” plywood?

ANSWER: All Roof sheathing is 19/32” OSB for HP215, HP225, HP235, HP245. (See attached existing typical roof detail)

6. QUESTION: During our site visit we noticed some differences regarding the downspouts on the 7 different buildings. Building HP-215, 224, 235, 245, 275, and 285 show the downspouts dropping out of the bottom of the gutters, running down the parapet wall about 2 feet and turning back into and through the existing parapet wall piping the rainwater back into the building into pvc piping installed in the attic. Our experience over the last 10 to 15 years has included provisions in the contract drawings to provide 6”x6”x1/4” Steel Downspouts to channel the water out of the building down and tying into a rain leader below grade. The Tubular Steel provides protection of the downspout from potential damages that could crush or bend the typical light gauge aluminum downspouts.

There is currently no work included in this projects scope of work to do anything with the existing gutters and downspout’s other than to clean them. Does the government want to leave the downspouts turning back into the attic space or are 6X6 tubular steel downspouts needed on these 6 buildings?

ANSWER: Please proceed with the install of the requested 6x6 tubular steel downspouts on these 6 buildings. The detail mention for typical Tubular Steel DS will suffice. (HP215, HP225, HP235, HP245, HP275, HP285).

7. All other terms and conditions remain unchanged.
