About this file
This file is a Questions and Answers (Q&A) document for a Department of Navy (DoN) Other Transaction Agreement (OTA) solicitation for Industrialized Construction (IC) barracks projects at Marine Corps installations in the Eastern United States, specifically at Camp Lejeune, MCAS Cherry Point, MCRD Parris Island, and MCB Quantico. The document contains 104 Pre-Proposal Information (PPI) questions submitted by potential vendors between October 1-19, 2026, with corresponding Government responses.
The solicitation involves design and construction of 12 barracks buildings across four installations, with a combined scope of approximately 481,160 square feet. The OTA is structured in two phases: Phase 1 requires submission of a 10-page White Paper with evaluation criteria focusing on relevant experience (minimum three completed $50 million IC projects), technical approach demonstrating 20% cost reduction and 30% schedule reduction versus conventional construction, and vendor capability to execute large-scale IC within the Eastern United States. Phase 1 submissions remain valid for one year, with selected vendors potentially placed in a Portal for consideration of additional work. Phase 2 will involve competitive Request for Project Proposals (RPPs) from shortlisted vendors, with specific project details, design standards, site information, utility coordination requirements, bonding capacity assessments, and commissioning specifications to be provided at that stage. Key clarifications address construction type preferences (Type II preferred, alternatives acceptable if meeting UFC requirements), acceptable IC delivery methodologies (volumetric modular, hybrid, Kit of Parts, 3D-printed construction), bonding requirements, data rights/IP assertions, and technical specifications including CMMC Level 2 cybersecurity compliance, force protection criteria, energy performance targets, and compliance with UFC 4-721-10N and WBDG standards. The Government will provide demolition scope details, geotechnical reports, utility investigations, environmental studies, hazardous materials surveys, and Base Exterior Architectural Plans during Phase 2, while furniture, fixtures, and equipment will be procured separately through USACE.

6 10/1/2026 N/A N/A N/A Are these new barracks, or repair by replacement? Projects include demolition and constuction of new barracks
7 10/1/2026 N/A N/A N/A Will 100% performance and payment bonds be required?
In the response to the Phase 1-AOI phase, Evaluation Criteria 3-Vendor Capability, “Vendors should demonstrate a ability to: Obtain bonding for projects of comparable size and complexity, including a brief description of current surety support and approximate per project and aggregate bonding capacity.” The “brief description” does not have to be official documentation from a surety company. Vendors can state their current project and aggregate bonding capacity. Vendors who are selected to proceed to the Phase 2-RPP phase will receive specific bonding requirement submission details.
8 10/2/2026 4 Phase 1 - AOI
White Paper Validity Period (Portal)
The AOI states that White Paper submissions remain valid and eligible for consideration for one year from the AO submission due date and that, during this period, a “portaled vendor” may be invited to Phase 2 if an additional Government requirement within the scope of the AOI becomes available. Please clarify whether all vendors submitting a compliant Phase I White Paper remain eligible for consideration during the one-year validity period, including vendors not initially shortlisted to proceed to Phase 2, or whether the one-year portal eligibility applies only to vendors initially shortlisted/selected following the Phase I evaluatio
Vendors may be placed in the Portal at two points: (1) After evaluation of White Papers, some vendors who are no selected to proceed to the RPP phase (but are determined to be technically acceptable and of interest to the government), may be placed on the Portal; (2) After evaluation of RPP submissions, some vendors who are not selected for OTA award, may be placed on the Portal. Not all vendors (even if determined to be technically acceptable) may be placed on the Portal. Being placed in the Portal does not constitute an award, nor does it guarantee future work.
9 10/13/2026 4 Phase 1 - AOI N/A
Must the White Paper be submitted by the entity expected to become the prime contractor/agreement awardee? May an IC manufacturer submit a White Paper describing an integrated delivery approach with prospective U.S. prime/GC and licensed A/E partners, with final team arrangements established during Phase 2?
For such an approach, may the Phase 1 bonding capability statement be supported by the proposed prime contractor’s surety capacity? Please clarify the level of partner identification or commitment required in Phase
Requirements in AOI must be met; final teaming arrangement can be established during Phase 2.
10 10/13/2026 4 Award Objective N/A The AOI lists 1,320 “rooms” for the 1st Battalion recruit barracks and 330 “rooms” for the 3rd Battalion recruit barracks.
Please confirm whether these quantities represent personnel/bed spaces, individual rooms, or open bays, and whether a target occupancy per bay is available.
See Revised AOI posted to SAM on 10/23/2026
11 10/13/2026 4 NAVFAC's OTA Process N/A
Will the DoN-provided IC room design standards and reference layouts for Marine Corps 2+0 accommodation and recru open-bay barracks be available before the White Paper deadline, or during Phase 2?
Please also confirm the applicability of FC 4-721-10N, Change 2 dated 24 April 2026, and identify any additional project-specific criteria available for Phase 1
Yes, details will be provided in RPP.
12 10/13/2026 3 Evaluation Criteria N/A
The AOI requires demonstration of at least 20% reduction in design and construction costs and 30% reduction in design and build timelines.
A robust, like-for-like comparison would require developing both conventional and IC alternatives for the same project, using equivalent scope, performance requirements, site conditions and delivery assumptions.
Please clarify whether Phase 1 vendors are expected to prepare separate project-specific cost estimates and schedules for both alternatives, and identify the level of detail required.
Where such a comparison cannot reasonably be developed from the information available at Phase 1, would a technical narrative explaining the cost and schedule reduction mechanisms, supported by comparable-project data and clearly stated assumptions, be acceptable, with the detailed project-specific comparison developed during Phase 2?
Please identify the minimum quantitative evidence and comparison methodology expected for Phase 1 evaluation, and any Government baseline information available to support this assessment.
Multiple and detailed estimates are not required; submit per AOI.
13 10/13/2026 N/A N/A N/A Would shipments of IC components manufactured outside the United States be subject to a U.S.-flag ocean transportation requirement under this AOI? If so, please identify the applicable requirement and whether it must be reflected in Phase 1 logistics and schedule assumptions.
If foreign-manufactured IC modules or assemblies are approved for use during Phase 2, their ocean transportation will be subject to the Preference for United States vessels in transporting supplies by sea under 10 USC §2631, unless the requirement is properly waived in accordance with 10 USC §2631(b).
14 10/13/2026 3 Evaluation Criteria

31 10/15/2026 N/A N/A N/A
The AOI expressly seeks advanced manufacturing and industrialized construction solutions capable of reducing overall design and construction costs by at least 20% and design/build timelines by at least 30%, while recognizing alternative commercial building methods demonstrating equivalent or superior performance.
Given the federal government's broader efforts to encourage innovative construction technologies, does NAVFAC recognize that requiring three individually completed $50 million projects may inadvertently create a barrier to entry for established, new commercially proven technologies capable of substantially exceeding these objectives?
For example, industrialized construction systems within excess of $40 million in commercial deployments over five years, encompassing hundreds of thousands of square feet supporting major national sporting, entertainment, and other high-profile events, may offer potential cost reductions of as much as 50% and delivery-time reductions of as much as 90%.
Would NAVFAC consider an alternative qualification pathway recognizing new & innovative demonstrated commercial performance, manufacturing capacity, and technical capability, particularly where an experienced construction partner satisfies the large-project execution and bonding requirements?
Multiple and detailed estimates are not required; submit per AOI.
32 10/15/2026 N/A N/A N/A
Would NAVFAC recognize extensive, successful deployments supporting major national sporting events, international entertainment productions, and national political conventions as evidence of manufacturing capacity, accelerated delivery, operational reliability, and repeatable construction performance, notwithstanding the individual dollar value of those deployments?
Vendors are responsible for determining their most relevant experience for submission.
33 10/15/2026 N/A N/A N/A The AOI states that relevant experience may be demonstrated by the proposed team. Can a qualified general contractor satisfy the large-project experience, financial, and bonding requirements while a specialized industrialized construction manufacturer demonstrates its technical capabilities through its own commercial deployment history?
Yes
34 10/15/2026 N/A N/A N/A
If NAVFAC retains the existing qualifications for permanent barracks construction, would it consider a separate acquisitio of rapidly deployable, reusable facilities to support interim military housing and construction operations before and during permanent barracks delivery? Especially if barracks can be done and functional < 12 months?
Could such facilities be procured directly by NAVFAC or furnished through selected prime contractors for personnel accommodations, administrative offices, and construction support, with the ability to relocate and reuse them across successive projects and installations?
That is outside the scope of this AOI.
35 10/15/2026 N/A N/A N/A The AOI identifies volumetric modular, hybrid, and Kit of Parts methodologies. Would NAVFAC consider factorymanufactured systems transported in compact configurations and expanded or assembled on site, provided the completed buildings satisfy applicable performance requirements?
Yes, provided it meets the requirements to be set forth in Phase 2.
36 10/15/2026 N/A N/A N/A Would NAVFAC consider permanently installed, multi-story barracks constructed using expandable o reconfigurable industrialized building systems that meet applicable UFC and WBDG requirements for durability, longevity, structural performance, life safety, and force protection
See response to PPI #35.
37 10/15/2026 N/A N/A N/A May a qualified prime contractor incorporate specialized industrialized construction manufacturers or multiple complementary construction technologies within a single barracks project, including manufacturers supplying complete residential, administrative, or common-area facilities?
See response to PPI #35.
38 10/15/2026 N/A N/A N/A Will NAVFAC consider white papers addressing individual buildings, installation-specific groups of buildings, or particular barracks configurations, rather than requiring vendors to demonstrate the ability to deliver all 12 buildings? Yes, but preference is installation level (or greater) solutions.
39 10/15/2026 N/A N/A N/A Will NAVFAC provide the referenced DON barracks room industrialized construction design standard representative floor plans, room configurations, occupancy requirements, and applicable technical criteria before the October 29 white-paper deadline?
Design standards will be issued during Phase 2.
40 10/15/2026 N/A N/A N/A What baseline will NAVFAC use to measure the required 20% cost reduction and 30% schedule reduction? Wil comparisons encompass design, manufacturing, transportation, site preparation, assembly, utilities, commissioning, and readiness for occupancy?
Multiple and detailed estimates are not required; submit per AOI.
41 10/15/2026 N/A N/A N/A Has NAVFAC identified anticipated personnel displacement, interim housing requirements, or construction phasing acros the four installations? If so, would NAVFAC consider government-owned relocatable facilities that can be redeployed as successive permanent barracks projects commence and conclude
Redeployment of government owned relocatable facilities is outside the scope of this OTA.
42 10/15/2026 N/A N/A N/A The Vendor Capability criteria reference execution of large-scale industrialized construction within the Southwestern United States, while the identified installations are in the eastern United States. Is this reference intentional, or should the requirement apply to the listed project locations?
See response to PPI #1.
43 10/16/2026 3 Evaluation Criteria
Vendor Capability
On Page 3, the Vendor Capability section requires demonstration of capability in “Southwestern United States.” Was this requirement supposed to read “Southeastern United States” since all of the projects are located in the southeast? See response to PPI #1.
44 10/16/2026 N/A N/A N/A Is Type II construction required as it was in a similar projects? Type II is preferred; alternatives that meet UFC requirements will be considered for further cost reduction that meet durability and life cycle requirements
45 10/18/2026 N/A N/A N/A
For the Phase 1 White Paper, should scalability, deliverability and resource-capacity information demonstrate the ability to execute the entire revised project portfolio concurrently?
Alternatively, may vendors present an integrated approach applicable to the listed building types, supported by representative building or building-group examples, while clearly stating the proposed capacity and phasing for projects subsequently assigned during Phase 2?
Alternative approach may be submitted but vendors meeting full AOI criteria may be considered more advantageou to the Government.
46 10/18/2026 N/A N/A N/A
Please confirm whether QU2702 / B5001 OCS and QU2703 / B5002 OCS involve new or replacement construction, o renovation of existing buildings.
Please also clarify whether the listed floor areas describe the proposed facilities or the existing buildings. This distinction will help us identify the appropriate application of our industrialized construction approac
Projects include demolition and constuction of new barracks.
47 10/19/2026 2 Evaluation Criteria N/A
Please consider lowering the minimum single project relevancy threshold to $25M from $50M in Evaluation Criterion # This is a new delivery concept for government barracks construction $50M places the magnitude for past experience introduces restrictive limits on valid competition and eliminates firms with directly relevant experience under the current threshold.
See Revised AOI posted to SAM on 10/23/2026
48 10/19/2026 2 Evaluation Criteria N/A
Evaluation Criteria 1 – “provide examples of minimum 3 completed IC projects…..”. If an IC project has completed its factory modular manufacturing and onsite installation, but is not yet substantially complete onsite, can this be considered “complete” and included as an example? Or does it need to be substantially complete onsite to be included in the examples?
Projects must be 100% complete.
49 10/19/2026 1 Desired Solutions N/A
Meaning of "Modular Open Systems Approach." The Desired Solution Objectives call for "Modular Open Systems Approach architecture with open, standardized interfaces to accelerate maintenance and reduce lifecycle costs." The same objective appears in AOIs N6247326R0072 (Camp Pendleton) and N6247027R0003 (Navy CDCs) and in the July 1, 2026 NAVFAC Special Notice, where it reads "to accelerate future upgrades." None of these documents define the term. Does NAVFAC intend the meaning in 10 U.S.C. § 4401, under which modular system interfaces are verified to comply, where available and suitable, with widely supported and consensus-based standards? If not, how will the objective be defined and evaluated, and which wording ("maintenance" or "future upgrades") governs?
Special Inspections are to be in accordance with the IBC and applicable UFC's. See UFC 1-200-01 paragraph 1-4.3 Off Site and Modular Construction Requirements for relevant QA/QC and SI requirements.
50 10/19/2026 N/A N/A N/A
Which interfaces are meant to be open. The responses to RFIs 46–49 under N6247326R0072 describe a Government-provided standard room layout while allowing vendor-proprietary module geometries and factory methods. For this AOI, is the intent that the Government select a design, obtain rights to it, and make it available for other manufacturers to build? If so, does "open, standardized interfaces" refer to that Government-owned design, or also to standardized connections that any qualified manufacturer could build to, such as module-to-module structural connections, MEP and utility connections, and envelope joints? Will the Government-provided IC design standard define or reference interface requirements?
Vendors will provide comments on RPP "Statement of Work" to ensure design and construction terms are agreeable and executeable. NAVFAC will incorporate vendor feedback into finalized RPP SOW.
51 10/19/2026 N/A N/A N/A
Evaluation of voluntary consensus standards. Consistent with 10 U.S.C. § 4401 and OMB Circular A-119 (which directs agencies to use voluntary consensus standards in lieu of government-unique standards where practical), will a Technical Approach that demonstrates conformance to existing voluntary consensus standards be evaluated favorably against the open-interface objective, compared with vendor-unique interface specifications? Relevant published standards include the ANSI-approved ICC/MBI 1200 (planning, design, fabrication and assembly), 1205 (inspection and regulatory compliance) and 1210 (mechanical, electrical and plumbing systems), whose second editions are now in public review. Complementary interface standards are in development by the Center for Offsite Construction with the International Code Council under ANSI-accredited procedures: the modular interface standard, CfOC/ICC 1220 (Standard on Configurations and Connections for Off-Site Construction; see https://centerforoffsiteconstruction.org/modular-consensus-committees/), and the panelized interface standard, CfOC/ICC 1230 (Standard on Configurations and Connections for Panelized Off-Site Construction; see https://centerforoffsiteconstruction.org/panel-interface-consensus/).
Vendors will provide comments on RPP "Statement of Work" to ensure design and construction terms are agreeable and executeable. NAVFAC will incorporate vendor feedback into finalized RPP SOW.
52 10/19/2026 N/A N/A N/A
Government participation in consensus standards. OMB Circular A-119 also encourages agency participation in voluntary consensus standards bodies. Would DON or NAVFAC consider participating, as a government or user-interest member, in the open ANSI consensus committees developing modular and panelized interface standards? For example, the Panelized Interface Consensus Committee for CfOC/ICC 1230, the panelized interface standard, is currently accepting applications for members (https://centerforoffsiteconstruction.org/picc-apply).
Not in the scope of the AOI.
53 10/19/2026 4 NAVFAC's OTA Process N/A
Data rights in interfaces. Phase 2 asks for "data rights/IP assertions." If the Government intends to obtain rights in selected design so that other manufacturers can build it, will those rights extend to the interface and connection specifications, not only to design or BIM models, sufficient for another manufacturer to supply compatible modules or components? If a vendor proposes a proprietary connection or interface system, will its specification need to be published or licensed to the Government? (For comparison, the Space Force's 10 U.S.C. § 2808a Master CSO, USSF-CSO-FY26- 2808A, describes its data-rights criterion as rights allowing the Government to "operate, maintain, and potentially replicat the construction.)
Submit data rights/IP assertions per AOI.
54 10/19/2026 N/A AOI Desired
