Title: MCI East Barracks Industrialized Construction Projects for Barracks via Other Transaction Authority (10 USC 2808a)
Submissions Due: 1400 EDT on 29 October 2026
Submit to Government Points of Contact:
Brittany Cristelli, 757-341-1978, brittany.n.cristelli.civ@us.navy.mil Philip Cole, 757-341-1970, philip.j.cole.civ@us.navy.mil
Statement of Need:
The Department of the Navy (DON) is modernizing its aging infrastructure, which continues to degrade due to poor environmental conditions, structural deficiencies, and outdated building systems. The goal is to improve warfighter quality of life, ensuring the warfighter’s living and learning environments match the standard of excellence expected on the battlefield. Current military construction processes alone cannot meet the speed or scalability required to achieve the DON’s goal to modernize more than $6B of its barracks portfolio while aligning with operational tempo and strategic readiness goals.
To address these challenges, the DON seeks to procure new barracks constructed using advanced manufacturing and Industrialized Construction (IC) methods that are capable of delivering high-quality, energy-efficient, and resilient facilities. The use of IC must accelerate delivery timelines and reduce both construction and lifecycle costs while delivering increased quality, durability, resilience, and lifecycle performance using a scalable and repeatable modular design and construction methodology.
This AOI is in reference to “OTA 2: MCI East Barracks (Total ~1,723,259 SF, 12 Buildings)” mentioned in the NAVFAC Special Notice posted to SAM.gov on 1 July 26, which can be found here: https://sam.gov/workspace/contract/opp/01f4c64f2229452f8b0d4760b977f43f/view
Desired Solution Objectives:
The DON is seeking commercial vendors with solutions that directly address the challenges listed above while achieving the following objectives:
• Utilize barracks room IC design standards provided by DoN to define advanced manufacturing and IC methodologies (such as volumetric modular, hybrid, and/or Kit of
Parts) to deliver high-performing, durable barracks.
• Provide barracks that meet or exceed traditional DoD Unified Facility Criteria (UFC) and
Whole Building Design Guide (WBDG) standards. Alternative commercial building methods may be considered where proven equivalency or superiority is demonstrated in durability, longevity, life/safety requirements, and force protection.
• Integrate design, manufacturing, assembly, and onsite construction activities into a streamlined and coordinated project delivery approach.
• Maintain disciplined schedule and cost control across all project phases to support accelerated delivery objectives by:
• Significantly reducing design and build timelines compared to traditional mailto:brittany.n.cristelli.civ@us.navy.mil mailto:philip.j.cole.civ@us.navy.mil https://sam.gov/workspace/contract/opp/01f4c64f2229452f8b0d4760b977f43f/view commercial construction.
• Providing greater cost predictability and budget certainty through early vendor engagement, integrated solution development, and standardized and repeatable construction methodologies.
• Reducing design and construction costs compared to traditional commercial construction methods.
• Utilize Modular Open Systems Approach architecture with open, standardized interfaces to accelerate maintenance and reduce lifecycle costs.
Vendor White Paper Submission Requirements:

Evaluation Criteria
1. Relevant Experience: Vendors must provide verified examples of past relevant experience utilizing advanced manufacturing and IC methodologies (specifically volumetric modular, hybrid, or Kit of Parts).
• Verified examples must include descriptions of designing and building a minimum of three (3) completed IC commercial projects within the 10 years preceding this AOI posting date, each project totaling at least $50,000,000.
Examples can include a project with multiple buildings at a location. Relevant experience may be demonstrated by the proposed team, and it should reflect the specific role (GC, A/E, IC manufacturer, IC-set/stitch, onsite non-IC construction) each key participant performed. Preference will be given for examples demonstrating an ability to concurrently manage multiple large-scale construction projects with an aggregate value exceeding $150,000,000 and/or building types - barracks, hotels, dorms.
2. Technical Approach: Vendors must detail their integrated advanced manufacturing and IC process and approach—from concept development through design, manufacturing, assembly, and construction. Submissions must propose a comprehensive IC approach encompassing adaptable designs, advanced manufacturing techniques, and scalable building methodologies. Vendors must demonstrate effective cost and schedule control across all project phases (design, manufacturing, transportation, assembly, construction, integration and commissioning, performance, and sustainment) by providing detailed estimates for scalability and deliverability. Specifically, the proposed approach must ensure:
• Improved Cost Predictability: Demonstrate the ability to achieve greater budget certainty through early vendor engagement, integrated solution development, standardized manufacturing processes, and repeatable IC methodologies.
Submissions shall include supporting data from comparable projects, including estimated versus actual cost performance.
• Reduced Project Costs: Demonstrate the ability to reduce overall design and construction costs by 20% or more compared to traditional commercial construction delivery methods while maintaining quality, durability, resiliency, and lifecycle performance.
• Accelerated Project Delivery: Demonstrate the ability to reduce overall design and build timelines by 30% or more, with the proposed structures capable of being designed, reviewed, and approved within a 9-12 month timeframe.
Submission shall describe the proposed approach for accelerating project delivery relative to traditional commercial construction delivery methods and include supporting schedule data from comparable projects where available.
3. Vendor Capability: Vendors must demonstrate the organizational and operational capability to execute large scale IC within the Southwestern United States and to manage and execute multiple concurrent projects. Specifically, vendors should demonstrate an ability to:
• Manage the comprehensive design, manufacturing, logistics, construction, and commissioning of IC buildings.
• Work directly with stakeholders to define and refine detailed project requirements that align with overarching mission objectives.
• Submit detailed technical and cost proposals and successfully negotiate formal agreements for the design, manufacturing, and construction phases.
• Manage a quality control framework where the vendor maintains strict responsibility for all Quality Control functions, while facilitating seamless collaboration with DON personnel, who retain responsibility for Quality
Assurance.
• Obtain bonding for projects of comparable size and complexity, including a brief description of current surety support and approximate per project and aggregate bonding capacity. The “brief description” does not have to be official documentation from a surety company. Vendors can state their current project and aggregate bonding capacity. Vendors who are selected to proceed to the
Request for Project Proposal (RPP) phase will receive specific bonding requirement submission details.

NAVFAC’s OTA Process for Construction Projects under 10 U.S.C. § 2808a:
Phase 1 - AOI
• AOI Posting & Notification: The Government publicly issues an AOI outlining the core mission need, facility requirements, and project objectives.
• White Paper Submission: Interested vendors submit a concise, ten (10) page White
Paper detailing their qualifications and unique technical concept, proposed delivery approach, and relevant vendor history/viability.
• Initial Evaluation & Short-listing: The Government evaluates the White Papers based on Relevant Experience, Technical Approach, and Vendor Capability and short-lists vendors to proceed to the Request for Project Proposal (RPP) phase.
• White Paper Validity Period (Portal): AOI White Paper submissions remain valid and eligible for consideration for 1 year from the AOI submission due date with an option to extend to 2 years solely within the Government’s discretion. During this 1-year validity period, if an additional Government requirement within the scope of this AOI and resources become available, a portaled vendor may be invited to Phase 2 to receive an
RPP. If 1 year passes without a Government notification to formally move into Phase 2 or notification of extension, the vendor will no longer be eligible for an award under this
AOI.
Phase 2 - RPP
• RPP Submission: Vendors short-listed from Phase I - AOI will be sent an RPP with additional details of the Government’s requirements and are invited to submit a comprehensive full proposal that includes an expanded technical approach, detailed price and schedule estimates (rough order of magnitude), as well as data rights/IP assertions.
• RPP Evaluation & Pitch Sessions: The Government evaluates the full proposals for best-value. During this step, vendors may be invited to conduct an interactive “pitch” session.
• Negotiation of Agreement: The Government negotiates an agreement with the selected vendor(s) that have been determined to have proposed the most beneficial option to the
Government. During this process, vendors may propose their own terms and conditions, including service or license agreements, for consideration during negotiations. The
Government will assess and may adopt these proposed terms and conditions if they are determined beneficial to the Government and compliant with applicable law, regulations and policy.
Follow-on Production:
Vendors are advised that any Other Transaction (OT) agreement awarded in response to this AOI may result in the award of a follow-on production OT agreement or contract without the use of further competitive procedures. The follow-on production OT agreement or contract may be issued and available for use by other Department of Defense (DoD) organizations and, as a result, the magnitude of the follow-on production OT agreement or contract could be significantly larger than that of the original transaction. As such, any OT will include the following statement relative to the potential for follow-on production:
"In accordance with 10 U.S.C. § 2808a, and upon a determination that the participants in this transaction successfully completed a complete and usable facility or a complete and usable improvement to a facility, this competitively awarded OT agreement may result in the award of a follow-on production OTA or contract without further competition.”
Requests for Information (RFI):
Questions from vendors must be submitted via email to the Government points of contact by 1400 EDT on 19 October 2026. Responses to the questions that are submitted prior to this date/time will be posted on SAM.gov via amendment. Identifying information from the requester will be removed when responses are posted.
