About this file
This is a Pre-Proposal Inquiry Submission Form (Q&A document) for Solicitation N40085-26-R-0237, Project 26B078, which addresses HVAC unit replacement at four federal buildings (808, 810, 845, and 1083).
The project requires replacement of HVAC systems across multiple buildings with integration into an existing base-wide WebCTRL/ALC Building Automation System (BAS). Building 1083's existing Siemens DDC controls will be replaced and integrated with the WebCTRL/ALC system. All four buildings must connect to the base-wide WebCTRL/ALC system. For Building 845, work includes replacement of a rooftop HVAC unit, equipment pad extension, demolition of an existing wooden fence and gates (to be replaced with concrete-filled 48-inch steel pipe bollards), and removal of fuel piping back to an abandoned underground tank that will remain in place. Building 1083 requires replacement of a DOAS unit on a mechanical mezzanine and coordination with NAVFAC Construction Manager for logistical access. Buildings 808 and 810 must be scheduled consecutively to facilitate use-swapping, while the other two buildings may be worked on concurrently. Work does not require temporary HVAC, temporary heating/cooling, after-hours work, or weekend work. The same individual may serve as Superintendent, SSHO, and QC Manager. No asbestos is anticipated, though suspected lead paint should be tested via TCLIP. Existing roof curbs and structural supports may require modifications, and existing unit dimensions may not match contract documents. Curb adapters are acceptable if the replacement unit does not exceed existing unit weight. Pre-demolition airflow readings are required only at equipment and primary duct connections. Third-party inspections and permitting are not anticipated.

Number Page Section Paragraph
Please identify the maximum permitted duration of HVAC, heating, ventilation, electrical, and compressed-air interruptions at each building. Confirm whether temporary HVAC, ventilation, heating, electrical service, or compressed air must be provided during any equipment replacement or utility cutover. If required, provide the areas served, operating hours, and required indoor conditions.
Temporary HVAC are not needed. Coordinate activities with ongoing user operations.
Please confirm whether the four buildings may be worked on concurrently or whether the Government requires a particular sequence or completion priority. Identify any seasonal restrictions, mission-related blackout periods, or dates when outages and equipment replacement will not be permitted.
Building 808 and 810 shall be scheduled consecutively to facilitate the swapping of uses.
The other two buildings can be worked on concurrently.
Section 01 45 00 requires the QC Manager to maintain a physical presence and perform only QC duties. Please confirm whether the minimum acceptable staffing arrangement is one dedicated QC Manager plus one individual serving jointly as Superintendent and SSHO, provided that individual meets both qualification requirements. Also confirm whether additional management personnel are required when work occurs simultaneously at separate buildings.
The same individual may serve all three roles. No additional management personnel are required when work occurs simultaneously at separate buildings
Buildings 845 and 1083 require BACnet integration into existing DDC systems. Please identify the existing DDC system manufacturer, front-end platform, controls service contractor, communication protocol, network location, and available controller capacity at each building. Confirm whether the contractor must use an installation-authorized controls vendor and provide available points lists, graphics standards, network addresses, and system access requirements.
The existing DDC platform/manufacturer of Building 1083 is Siemens and to be replaced. All the four buildings are required to integrate with the existing base-wide WebCTRL/ALC BAS system, Section 23 05 93 requires TAB of “indicated existing systems” and a Record of Existing Facility Conditions. Please identify, by building, the equipment, duct systems, air terminals, and operating conditions that must be measured before demolition.
Confirm whether complete pre-demolition airflow readings are required at every existing terminal or only at the equipment and primary duct connections.
Pre-demolition airflow readings are required only at the equipment and primary duct connections
Please provide available roof-system information for Buildings 808 and 810, including roof assembly, insulation thickness, deck construction, installation date, warranty status, warranty manufacturer, and original roofing contractor. Confirm whether an approved or manufacturer-authorized roofing contractor must perform the curb, flashing, and modified-bitumen repairs to preserve the existing warranty.
That information is unknown
Please confirm whether the existing roof openings and supporting structure are adequate for the scheduled replacement units.
Identify whether curb adapters are acceptable or whether complete curb replacement and structural modification are required.
Provide available structural or roof-framing as-built information and confirm who is responsible for engineering any required framing modifications.
See construction documents
Please clarify the division of responsibility between the contractor, Government, and Dominion Energy for the Building 810 service modification, including service disconnect/reconnection, meter base and meter, conductors ahead of the service point, utility engineering, inspections, scheduled outages, and utility charges. Confirm whether any Dominion Energy charges other than contractor-requested after-hours work must be included in the proposal.
Refer to power riser notes 14 and 15 on E-501 for Building 810.
