About this file
This is an Addendum to a federal design contract for replacing the fire alarm system at Building 529, Naval Air Station Oceana, Virginia Beach, Virginia, issued on 11 August 2026.
The addendum modifies submittal requirements across multiple design phases. For Design Development (35%), Pre-Final Design, Interim Final Design, and Final Design phases, contractors must submit specified deliverables including basis of design calculations, half-size drawings, outline and final specifications, duct smoke detector reports, design/construction schedules, QC reviews, project management summaries, and electronic PDF files via DoD SAFE file transfer. The Final Design phase requires two hardcopies each of half-size drawings and specifications, plus all native CAD files in AutoCAD 2018 format and native SPECSINTACT specification files submitted on DVD and via DoD SAFE transfer. Project Close-Out deliverables include as-built drawings, project specifications, duct smoke detector reports, record of materials, warranty documentation, equipment inventory forms, and operation and maintenance information.
The addendum significantly expands engineering requirements by changing D30 HVAC from "Not Applicable" to applicable, requiring a comprehensive Duct Smoke Detectors Investigation & Report sealed by a registered professional engineer (mechanical or fire protection). This report must document all air handling units serving Building 529, including comprehensive unit listings, location plans, manufacturer specifications, capacity/airflow data, photographs, field notes, control systems, existing detector locations, and code analysis regarding duct-mounted smoke detector requirements. Additionally, the D4010 Fire Alarm and Detection Systems section is revised to require a combined mass notification/fire alarm system with manual pull stations, sprinkler monitoring, strobe/speaker notifications, carbon monoxide detection, remote annunciators, Class B circuits, connection to a Monaco BT-X transceiver provided under separate contract for regional dispatch center reporting, Federal Signal Mass Notification Transceiver integration, and specific transmitter zones for sprinkler water flow, smoke detectors, manual stations, supervisory conditions, and carbon monoxide alarms.

Duct Smoke Detectors Investigation & Report
DOR must submit a report of all air handling units serving Building 529. The primary objective of the report is to determine the requirement for duct smoke detectors in Building 529 according to relevant codes and standards. This report is separate from and will not affect the other fire alarm work in this contract. Final
