About this file

This document is a Questions and Answers (Q&A) record for RFP N4008526R0202, issued by the Naval Facilities Engineering Command (NAVFAC) for the replacement of the fire alarm system in Building 529 at Naval Air Station (NAS) Oceana. The PPI (Presolicitation) cut-off date was July 27, 2026, with 84 questions and government responses recorded in Addendum 0003.

The project scope requires design and installation of a new combined Fire Alarm/Mass Notification System meeting UFC 3-600-01 criteria, replacement of electrical Panel EM with associated feeder work, sprinkler system monitoring, carbon monoxide detection in the mechanical room, duct smoke detection per NFPA 90A, and voice evacuation/mass notification speakers throughout the facility. The new system must include a Monaco BT-X transceiver for radio fire alarm reporting to the Regional Dispatch Center at Naval Station Norfolk, a Federal Signal Mass Notification Transceiver, remote annunciator at the building entrance, and mass notification local operating console at the lobby desk. Key requirements include EMT conduit for all fire alarm circuits (EMC permitted up to 6 feet maximum), post-installation intelligibility testing in every occupied space, two 20-amp dedicated fire alarm branch circuits with No. 10 copper conductors from replacement Panel EM, removal of existing conventional fire alarm system only after new system testing and government acceptance, and coordination with Heritage Contracting for Regional Dispatch Center programming. The contractor must maintain building operations throughout the 540-day contract period with fire alarm continuity required. Asbestos and hazardous material abatement are not included in the base bid. Drawing packages, including AutoCAD floor plans and reference documents, are available upon request from the Contracting Officer. A bar chart schedule is acceptable; cost-loaded schedules are not required.
