About this file

This is Amendment 0003 to Solicitation N4008526R0202 for the replacement of the fire alarm system at Building 529, Naval Air Station (NAS) Oceana, Virginia Beach, Virginia. The amendment, issued August 13, 2026, with an effective date of August 13, 2026, extends the receipt of proposal due date to August 27, 2026, at 2:00 PM EDT. The amendment issues Pre-Proposal Inquiry (PPI) responses addressing 84 offeror questions and includes Addendum 0001, which modifies submittal requirements and expands the scope to include HVAC-related duct smoke detector investigation and reporting. The contracting activity is NAVFAC Mid-Atlantic, PWD Oceana, Facilities Engineering & Acquisition Division, located in Virginia Beach, Virginia.

The contract requires design and installation of a new combined fire alarm and mass notification system throughout Building 529, including removal of the existing circa-1950s fire alarm system, provision of manual pull stations, sprinkler system monitoring, strobes, and speakers. Key deliverables include carbon monoxide detection; a remote annunciator; connection to a Monaco BT-X transceiver (provided under separate contract) for regional dispatch center reporting; and a Federal Signal Mass Notification Transceiver for base-wide integration. The design must comply with UFC 3-600-01 and NFPA standards. The contract duration is 540 days, with the building remaining occupied during construction. Addendum 0001 specifies submission requirements across multiple design phases (Design Development at 35%, Pre-Final, Interim Final, Final Design, and Project Close-Out) with detailed deliverable charts identifying required documents for government ROICC/DM review. The PPI responses clarify system specifications, existing conditions (conventional fire alarm system with phone line DACT reporting), responsibility for third-party contractor coordination (Heritage Contracting for programming), and address outstanding questions regarding conduit reuse, architectural restoration scope, fire watch requirements, and equipment scheduling.
