About this file
This document is a Pre-Proposal Inquiry (PPI) Submission Form and response compilation for federal solicitation N40085-26-R-0174, concerning the Wastewater Treatment Plant Clarifier #2 Replacement project. The PPI responses clarify contract requirements and scope for prospective bidders.
The project scope involves replacing older and failing components within Clarifier #2, including the drive unit, scum box assembly, effluent drop box, rotating scum trough, seals, and associated electrical controls. The existing concrete structure remains in place; complete structural replacement is not required. Material specifications are standardized to match recent Clarifier #1 repairs: 304 stainless steel fasteners, A36 steel for scum and effluent boxes, cast iron drive pedestals, A53 Grade B pipe for rotating scum trough, and neoprene seals. The original clarifier manufacturer is EIMCO, with replacement drive unit basis of design specified as the Rebuild-it Services Group (RSG) BM12 Drive Unit rated at 0.1 RPM maximum rake drive and 5,000 lb-ft torque. The motor specifications are 1/2 HP, 230/460V, three-phase with primary reducer. A new NEMA 4X control panel is required, utilizing RGS (rigid galvanized steel) conduit, with 4-20mA torque monitoring output and two 120 VAC output relays for alarms. A cost-loaded schedule is required. Interior basin cleaning shall consist of power washing to remove sludge remnants and residue. Metal surface cleaning is specified as sandblasting with particle containment using non-silica abrasive media. Exterior coating consists of a three-part system: Tnemec Series 161 Fascure Epoxy prime and intermediate coats with U-POL Raptor Polyurethane final coat. No specialty coatings or paint are required for the concrete structure. Informal partnering is required with sessions held at mutually agreed locations. Bid due date was extended to June 16, 2026, with PPI submission deadline extended to the same date. BAA, BABA, TAA, and USMCA compliant materials are acceptable. No division 26 or 46 specifications were provided, and no integration program between control panels is required.

Keynote #3 and #4 on ED101 both refer to and point out a dotted line that runs from the Note #2 non-fusded disconnet and the undergroun to the MCCI in control room. Is any underground removal and or replacement of any conduit or wire underground required, if so please provide all requirements and drawings? On ES101 the same run only appears to be from above ground to the non-fused disconnect. Please advise.
No.

The response to PPI 12 (dated 06/04/26) states: “This is a new control panel. The existing control panel interior is for reference.” However, the provided photos do not contain sufficient detail to support the design of a new control panel.
o Please clarify the requirements for the new control panel.
o Will submittals and/or as-built drawings for the existing control panel be made available for reference?
The new control panel shall be like the existing control panel on clarifier #1.
36 07/01/26
No control wiring or piping was observed during the site visit at Clarifier #2.
o Will control wiring be required to run from the main building and be extended to the new control panel?
No.
37 07/01/26
If control wiring is required, please provide details and requirements, including:
o Conduit pathway o Wiring specifications o Termination location within the main building
N/A
38 07/01/26
If sufficient information cannot be provided to address
Questions 7-9 (35-37) above, would an additional site visit be permitted?
o This would allow contractors to obtain detailed photos and information from the interior of the existing Clarifier #1 control panel (unit would need to be LOTO’d for a short duration).
o It would also allow for field verification and documentation of proposed conduit pathways and control wiring requirements.
o Note: Control wiring and conduit pathways were not included in the original SOW and could not be fully evaluated during the initial site visit.
Please see the response for PPI #30.
39 07/01/26
Keynote 3 on drawing ED101 requires clarification.
o Please confirm whether demolition of existing conduit is limited from the disconnect to the “LB” located at the edge of the railing/steps to Clarifier #2 only, with existing wiring retained for reuse in the new control panel (CP).
Yes.
