Pre-Proposal Inquiry Submission Form Summary
This document is a Pre-Proposal Inquiry (PPI) Response Form for federal solicitation N40085-26-R-0174 regarding a Wastewater Treatment Plant Clarifier #2 Replacement project. The form documents 28 questions submitted by potential contractors between June 4-9, 2026, with corresponding government responses clarifying project scope, specifications, and requirements.
Project Scope and Key Requirements: The project involves replacement of select interior components and complete internal repairs of existing interior components within Clarifier #2, with the existing concrete structure remaining in place. Work includes demolition of older/failing items, metal surface cleaning via sandblasting with particle containment (excluding silica sand per EM 385-1-1), blasting and painting of select components, and select electrical work. Interior basin cleaning involves power washing to remove sludge remnants and residue. The contractor must provide a cost-loaded schedule, and a new NEMA 4X control panel is required as part of the project. A control panel integration is required, but no integration program is needed. Contractors are responsible for identifying replacement part numbers and specifications from the equipment manufacturer per the "Manufacturers Replacement Parts" note on Sheet CS101. No specialty coatings are required for concrete surfaces. The QC Manager and Site Safety and Health Officer cannot serve in a combined role; minimum two separate oversight personnel are required. BAA, BABA, TAA, and USMCA compliant materials are acceptable. The original PPI submission deadline was extended to Tuesday, June 16, 2026, to accommodate a delayed site visit.
