About this file

This is a Questions and Answers (Q&A) document for a Design-Build federal construction project to replace HVAC equipment in Building 501 at Dam Neck Annex. The solicitation number is N4008526R0145 with a PPI cutoff date of 06-MAY-2026, and the contract duration is 480 days from award.

The project scope includes replacement of roof-top packaged units, ductless split-system condensing units, air-handling units, ducted systems, exhaust fans, natural gas piping, and electrical connections throughout the facility. Key requirements include: Level 2 Quality Control/Site Safety and Health Officer (QC/SSHO) personnel; a single individual may serve as Superintendent, SSHO, and QC Manager simultaneously; submission of QC and site-specific action plans; and 5-7 years of superintendent experience with similar projects. Working hours are 0700-1530 per IDIQ front-end specifications. The project mandates new roof curbs and supports for all roof-mounted equipment, with the roofing manufacturer being GAF under parallel FY26 project eProjects 1819725 (completion date 04/01/2027). Building 501, particularly NCTAMS areas (Rooms 112-117), must remain operational during construction with temporary fans provided during sequenced equipment replacement. Off-site equipment storage is eligible for 80% payment reimbursement when stored in bonded, insured facilities in original manufacturer materials. The existing Fire Alarm Panel is manufactured by Fire Control Instruments (7100 series, part number 9000-0447). No third-party or special inspections, permitting, or DDC controls integration are required. Escort availability is limited to one morning and one afternoon escort per day, and photography requires SOCOM/NCTAMS approval due to security restrictions.

Please confirm whether the use of manufacturer-approved curb adapters is acceptable in lieu of furnishing and installing new equipment curbs for the proposed HVAC equipment. The intent of this request is to accelerate the project schedule, avoid unnecessary roof disruption, eliminate additional roofing demolition / modifications / reinstallation costs

Reusing the existing roof-curbs with curb adapters is not acceptable. Roof-top package units, ductless split system condensing units, piping/conduit roof penetration assemblies and exhaust fans provided by this project must include roof curbs and roof supports.

Refer to the RFP for additional information. 1

Is DDC Controls a requirement of this project? If so, which DDC group is currently in Bldg. 501?

Controls shall remain as stand-alone. This project does not convert the facility to direct digital controls (DDC) with any BAS interface. Refer to the RFP for additional information.

Please confirm the intent is to reutilize the existing natural gas piping on the roof to the greatest extent possible, including existing pipe supports.

The existing natural gas piping system viewed during the pre-proposal site visit will be replaced by FY26 project - eProjects 1819725 REPLACE ROOF MEMBRANE. The piping that will be replaced by that project will be the "existing" natural gas piping system relative to this project.

Refer to RFP Part 3 section D3010 which includes:

"Natural gas system is existing to remain, demolish existing and provide natural gas branch piping to all packaged roof-top units provided by this project.

Provide all natural gas accessories (pressure reducers/regulator, unions, valves, etc.) to provide a complete and operational system."

Please confirm whether payment for offsite stored materials/equipment will be allowed. The project-specific requirements state payments will not be made for materials stored offsite, while the IDIQ front-end specifications allow payment for qualifying offsite stored materials.

Off-site storage of equipment is eligible for partial payment subject to Government Inspection and Approval. Equipment must be stored in a Bonded and Insured facility and kept in its original manufacturer shipping materials. Payment for off-site storage of equipment will be issued at 80% of the total equipment cost. Labor costs are excluded (0% payout). Covered equipment includes packaged HVAC units, exhaust fans, ducted and ductless split-system air-handling units and associated condensing units.

NOTE: The manufacturer warranties officially begin on the project's BOD date or Substantial Completion as defined by the Contracting Officer.
