Attachment C Conditions Assessment Report
The Conditions Assessment Report identifies cracking in the brick masonry at the intersection of the exterior corridor framing and masonry end towers and attributes the distress to thermal expansion and contraction of the exterior corridor framing. During our review of the referenced condition, we noted that the cracking pattern appears similar to examples discussed in Brick Industry Association Technical Notes 18 and 18A regarding masonry expansion at building corners where control joints are not provided. Based on the available photographs, it is not clear whether vertical control joints are present in the affected brick masonry.
The proposed repair approach may vary depending on the root cause of the cracking. If the distress is primarily related to masonry expansion and inadequate movement accommodation, repairs limited to structural connection modifications may not fully address the underlying condition or prevent future cracking.
Please clarify the following:
1. Has the existing masonry been confirmed to contain control joints in the vicinity of the observed cracking?
2. Has the absence or spacing of masonry control
1. Vertical brick control joints are present on the building but typically are not located in the vicinity of the cracking. Location of these joints are indicated on the existing drawings provided in Attachment A.
2. The spacing/location of existing brick joints has not been evaluated as a potential contributing factor. The damage to the brick is localized at the connection points to the existing corridors.
3. Installation of new control joints in the vicinity of the cracking may be considered by the DB contractor as part of the repair strategy.
joints been evaluated as a potential contributing factor?
3. If control joints are not present, should installation of new control joints be considered as part of the permanent repair strategy in addition to repair of existing cracked masonry?

39 c Part 3- Ch 6 D304001
Galvanized ductwork handling the outside air intake to the DOAS units will corrode. Should 316L stainless steel or applied coating be utilized to meet the 3,000 hour salt spray test required?
Provide corrosion protection as required by RFP and UFC's. Use of stainless steel for outside air intake ductwork is acceptable.
40 25 Part 3 - Ch 4 4.4.1
Does the district chilled water system utilize a glycol mixture? If so, which type of glycol is used and what is the ratio of the mixture and does this pose an environmental impacts?
Per the 1998 as-built drawings for B- 550, the central plant provides chilled water (no glycol) to the building.
The existing district chilled water supply/return service to Building 550 do not appear on the Conceptual Site Layout Plan CS101. The existing design documents included in Attachment E show the chilled water piping conflicting with the proposed elevator location. Please confirm that the existing chilled water piping exists south of Building 2 and will require relocation to avoid the proposed elevator.
Refer to the 1998 As-built drawings for the approximate routing of the underground chilled and hot water piping from the Admin building (building 4) to/from the three barrack buildings. Contractor to field verify the exact locations and routing of the existing chilled water and hot water piping and modify routing as required to achieve a complete and proper installation of all systems and structures.
Concept Life Sheet GI001 requires a wet-pipe sprinkler system with heat tracing for freeze protection. Is the DB contractor permitted to offer alternative measures to heat tracing for freeze protection?
Yes, alternative measures for freeze protection may be offered as long as they are in accordance with UFC and NFPA requirements.
Concept Life Safety Sheet GI001 requires a Class I standpipe at the stairs. Since the stairs are exposed to the exterior, is it acceptable to provide a Class I manual, dry standpipe with a dedicated FDC? Will the government require a nitrogen generator for the standpipe's supervisory air?
Yes, the standpipe will be Class I manual dry with a dedicated FDC. Dry pipe systems must utilize nitrogen complying with UFC 3-600-01 requirements.
Per the FC 4-721-10N section 4-3.1.2 venting is required in the closets but the room requirements in Part 3 - Chapter 5 - Closet of the RFP does not require venting. Please confirm that venting is not required as part of this design-build.
Provide continuous ventilation in all dwelling unit closets (including ABA) in accordance with FC 4-721-10N.
45 CS-101
Keynotes 7 and 8
It appears that the proposed communication and electrical services exceed the maximum degrees for bends as proposed. Please confirm that Quazite boxes may be used at bends to accommodate. If another structure type is preferred, please advise.
The routing of electrical and communications utilities depicted on the civil site utility plan is provided for conceptual purposes only and does not represent the final design. The Contractor shall furnish and install all required underground structures, including manholes and handholes, in accordance with UFC 3-550-01 and the applicable UFGS specifications.
46 379 Sitework Scope
Please clarify the areas that are currently flooding and need correction. Are they limited to the interior courtyards?

The east end of the parking lot south of B550 can be used for trailer / construction staging. Provide per requirements of Section 01 50 00, 1.3 Construction Site Plan.
50 CS-101
Is a ramp required from the building to the BBQ/Gazebo area adjacent to the marsh to meet ABA guidance?
Yes, on the conceptual drawings there are two elevated ramps with handrails leading down from the barracks area to the patio area containing the gazebos and the amenities. The ramps are identified as key note #6 on sheet CS401.
CD-
Can the government please provide a complete topo of the site with all inverts/grade elevations?
Topo and utility surveys are included in Part 6, Attachment X.
NAVFAC please confirm if the UFCs intended for this pursuit are ones understood to be coming out on July 1, or if in an effort to avoid the risk of conflicting requirements during the bid, should we use the ones that were in place at the time of the solicitation that everything in the RFP-as-issued was based upon?
Part 3 – PROJECT PROGRAM, CHAPTER 1.0 PROJECT DESCRIPTION,
1.2 Applicable Codes and Standards
