Amendment 0001 Summary
This Standard Form 30 (SF 30) Amendment 0001 to solicitation N40085-26-R-0099 was issued on June 16, 2026, by NAVFAC Mid Atlantic Contracting Core for a Design-Build, Repair of MCIS/Student Housing Building B550 at Naval Air Station Oceana, Virginia Beach, Virginia. The amendment incorporates seven key modifications: provision of Attachment J (Site Visit Log), revised Attachment F (Price Proposal Form Rev 1), updated time for completion, updated liquidated damages, revised submittal requirements for the technical solution evaluation factor, provision of Attachment E (Design-Build RFP in three volumes), and responses to 33 pre-proposal inquiries (PPIs).
The project timeline has been extended from the original 563 calendar days to 683 calendar days from date of award, including 15 calendar days for submission and approval of bonds and insurance, addressing contractor concerns about compressed schedules. The liquidated damages rate has been revised to $12,417.45 per calendar day of delay, reduced from the previously proposed $32,164.16 per day. The amended submittal requirements specify that the project schedule must demonstrate the offeror's ability to achieve or improve upon the 683-day completion date and identify interim completion times and major milestones. PPI responses address technical clarifications regarding brick salvage specifications, stairwell replacement scope, masonry dimensions, fire rating assemblies, electrical equipment demolition and relocation, mechanical equipment pads and louver configurations, structural capacity upgrades, energy performance targets (20.70% minimum savings), ASHRAE 90.1-2019 compliance including submetering requirements, HVAC system specifications including DOAS dehumidification, and other design and construction details. Offerors must acknowledge receipt of the amendment prior to the deadline or risk offer rejection.

1 3 General
Requirements
Time for
Completion
Our firm is very interested in proposing on this project however we are concerned about the amount of risk regarding the aggressive project duration of 563 calendar days. 563 calendar days does not provide a reasonable time for both design and construction to be executed. Will the Government please consider adding 365 calendar days to the period of performance?
Please see Amendment 0001.
2 3 General
Requirements
Time for
Completion
Based on delivering similar NAVFAC design-build barracks renovation projects in the
Norfolk area, the timeline outlined appears significantly compressed. Typically, the design phase alone requires approximately
10–12 months when accounting for government reviews and approval cycles.
Construction for projects of this scope usually ranges from 18–21 months, followed by an additional 3–4 months for government commissioning. Please revise schedule to accommodate Design, Construction, and
Commissioning periods as described above.
Please see Amendment 0001.

7 Section 11 Sheet S-11
Section 11 on Sheet S-11 shows dimensions of 4" , 2", and 8" for the thickness of the wall indicating an overall thickness of 14". But assuming there's a difference between actual and nomimal masonry dimensions, and since the brick and CMU actual thicknesses are likely 3/8" (each) less, we're trying to determine whether the wall thickness is actually 13 1/4" thick, or is the airspace 2
3/4" thick? So the wall could be more accurately reviewed for Energy Compliance purposes and evaluation of required insulation needed to bid.
Bid per Record As-Built
Drawings.
Sheet
S-12
Existing Berth interior demising walls are called out as 8" CMU on Sheet S-12 of the existing drawings. The Proposed Drawings
Sheet tag the Code requirement for the walls around the Berths to be 1/2 Hour fire Barriers.
Please confirm the AHJ is planning agrees the existing assembly is acceptable for meeting the currently stated requirement. (Same with the 1-Hour requirement around Unit
Mechanical Rooms.)
Yes, the existing assembly (8"
CMU) is acceptable to meet the minimum fire resistance rating requirements.
Sheet
A14 Detail B
We have had projects where DoD Agency requested compliance with a DoD UFC requirement (after Award) to have 2" airspace in a masonry cavity, even on an existing conditions cavity wall that wasn't built that way originally. Detail B on Sheet A14 indicates the existing condition is R-7.5 rigid insulation meaning the remaining airspace is approximately 1/2". That's not only less than our prior Agency experience / preference / requirement for 2", it's less than the Industry
Standard that UFCs reference, with language accepting 1" minimum. But based on the existing conditions being less than 1", please confirm this RFP has no intent to vary the conditions between the exterior wall cmu backup and the traditional brick veneer.
Confirmed, that is the intent for existing-to-remain walls. New walls to meet current code requirements.
RFP

existing CMU making up the majority of the demising condition will be accepted as being compliant with the absence of any programmed acoustical requirements.
Please confirm that we shall conform to the retrofit standards in Chapter 3 of UFC 4-010-
01 (ATFP)
Comply with UFC 4-010-01 per contract documents.
Sheet E-3 (1975) says all Bedroom outlets are wired from conduit in the walls. Do we think that's reusable? Is the RFP's intent that the new outlets all remain in the existing locations?
All existing electrical equipment and associated infrastructure must be demolished per Part 3 - Ch. 6
D50 Electrical. AE2 is responsible for locating all new devices in accordance with the RFP, UFC and NEC. Additionally, AE2 is responsible for coordinating new device locations with the FF&E package
Sheet E-3 (1975) says the Utility Corr outlets were originally exposed. Is that acceptable in this SOW?
All existing electrical equipment and associated infrastructure must be demolished per Part 3 - Ch. 6
D50 Electrical. Any new receptacles required to be installed in the Utility corridor can be surface mounted.
Determine if the sloped brick "roof" of the existing Elev Mach Room will need insulation added.
Refer to PART 3 - CHAPTER 3 -
Section 3.2.1 Building Footprint which notes elevator shaft and associated machine room will be demolished.
Determine if the terne-coated stainless-steel flashing at top of Elev Machine room sloped roof needs to be replaced.
Refer to PART 3 - CHAPTER 3 -
Section 3.2.1 Building Footprint which notes elevator shaft and associated machine room will be demolished.
Are there existing Mech units that need pad demo and patching to price and new equipment pads to add?
All existing mechanical equipment must be demolished per Part 3
Chapter 6 D30 HVAC. AE2 is responsible for the new equipment selections and layouts, as such, the existing equipment pads may not be suitable for the new design and may require demolition and design of new suitable equipment pads.
Additionally, Per Part 3 Chapter 2 paragraph 2.3.2 RESILIENCY, ground level base mounted equipment must be provided with raised equipment pads as a flood damage mitigation effort; as such, the existing equipment pads may require demolition for coordination of the new required equipment pads.
Do new Mech Units have different louver requirements meaning we have some masonry demo, patch, and make new masonry costs to price?
Refer to PART 3 - Chapter 6
Engineering Systems
Requirements, D304008 INDOOR
AIR HANDLING UNITS for applicable details. Outdoor air intakes must be reconfigured for compliance with UFC 4-010-01.

Part 2/
Chapter 2 2.6.3
Please clarify if the wall construction at the new inset wall need to match the exterior wall construction (CMU backup+Brick) or other type of construction is permitted (i.e. CFMS backup wall + exterior finish).
See Part 6.0/B201001 Exterior
Closure at sleeping rooms for description.
Are the existing building structural precast plank and other shop drawings available for the D/B team's use?
All existing drawings have been included in the RFP.
Please clarify if it is the intent to strip the roof of existing 2" concrete topping for the installation of new roofing? Please note existing topping is structural.
The 2" topping is not intended to be removed.
Per the conceptual plans, the Unit "F" area as shown on exiting 1978 architectural drawings, some spaces will be converted to storage spaces and some will remain as lounges. Per the original structural drawings these spaces are designed for a superimposed load of
70psf. Please clarify if it is Government's intent to upgrade these areas to comply with current applicable RFP code live load requirements (i.e. lounge-100psf & storage-
125psf).
Converted areas shall be evaluated and must meet live load capacities of new room use.
26 3 General
Requirements
Liquidated
Damages
The Liquidated Damages (LDs) for this project are very high at $32,164.16/day. With the current project duration already extremely quick at 563 days, these LD rates are very concerning. The building is currently not occupied and since there would be no impact to the end users, these LDs seem unnecessarily high. Please (a) consider reducing the LD’s to $5,000 per day and (b) provide the calculation used by the
Government to arrive at a Liquidated
Damages rate of $32,164.16/day.
The Liquidated Damages have been revised. Please see
Amendment 0001.
27 Schedule
Per General Requirements Cover Letter; Time for Completion. The period of performance for the project is 563 days. While this might be adequate time for construction phase it does not appear to allow for the design and design review process (Concept, DD, Prefinal
& Final per section 01 33 10.05 20) with minimum 3-4 week review periods between.
We respectfully ask NAVFAC to reconsider the period of performance requirement that establishes a consistent expectation for all bidders that is in alignment with the additional reviews required due to project location and type of work performed.
Please see Amendment 0001.
28 Electrical
ASHRAE 90.1, 2019 requires the submetering of exterior and interior lighting, receptacles, and HVAC loads. Please confirm that requirement will be part of this project?
Confirmed. The project will comply with the electrical energy monitoring requirements of
ASHRAE 90.1-2019 and the applicable contract requirements.
29 Mechanical General Requirements, Factor 1 – Technical
Solution, states that a “whole building energy
30% energy reduction is the goal in accordance with UFC-1-200-02.
approach” shall be provided to meet
ASHRAE 90.1 requirements and achieve a minimum of 30% energy reduction below the baseline.
However, the RFP Division 01 (Section 01 33
29 - NAVFAC HPSB Checklist Goals) identifies a required energy savings of 20.70% and confirms this percentage in RFP
Attachment V. Please confirm that the design minimum energy savings target is
20.70%, in lieu of the 30% reduction noted under Factor 1.
A concept level energy model was performed as part of the RFP development and included for reference. AE2 is required to perform a subsequent energy model as required by the RFP and
UFC with the intent and goal to meet the requirements set forth in
UFC-1-200-02.
30 Mechanical
Confirm if there is a minimum positive pressure requirement for the living units?
Additionally, is there a minimum air terminal outlet/inlet CFM requirement?
Minimum airflow rates for DOAS systems are set forth in UFC 3-
410-01 Heating, Ventilating, and
Air Conditioning Systems.
Minimum exhaust and ventilation rates must comply with ASHRAE
62.1. Minimum ventilation rates
must be further verified through the latent load analysis to verify sufficient ventilation air flow at a sufficiently low dew-point temperature is provided to handle the required latent loads. Dwelling units must be positively pressurized to minimize infiltration.
31 Mechanical
RFP Part 3 - Chapter 4 - Section 4.4.1 states
"DOAS supply air must be cooled to a sufficiently low dew-point temperature".
Please confirm preferred low dew-point (DP)
(i.e. 55°F DP, 49°F DP, etc).
DOAS supply air dew point temperature must be determined through the calculation process performed by AE2 during the detailed design development.
32 Mechanical
Confirm if unconditioned make-up air is acceptable for dryers via an insulated dryer plenum.
No. Unconditioned outside air used for make-up air is a potential source of additional corrosion, therefore is not acceptable.
33 Mechanical
RFP Part 5 - Room Requirements - 3.4
Housekeeping - D30 states to provide heating and exhaust. Please confirm transfer air from an adjacent conditioned space is acceptable in lieu of a dedicated unit heater.
No. Please bid per the RFP.
