Amendment 0002 to Design-Build RFP for MCIS/Student Housing

This is Amendment 0002 to a design-build Request for Proposal (RFP) for repair and renovation of MCIS/Student Housing Building B550 at Naval Air Station Oceana, Virginia Beach, Virginia. The amendment, issued by NAVFAC Mid Atlantic Contracting Core on July 7, 2026, extends the proposal due date from July 9, 2026 to July 16, 2026 by 2:00 PM EDT and incorporates revised technical specifications, drawings, and pricing templates. Offerors must acknowledge receipt of this amendment by completing items 8 and 15 on the form, acknowledging on each copy of their offer, or sending separate written confirmation that references the solicitation number (N40085-26-R-0099) and amendment number prior to the submission deadline.

The amendment includes substantial revisions to design and administrative requirements. Key changes include adding 20 completion photos of professional quality, eliminating references to Concept Design Workshops in favor of FF&E Requirements meetings, establishing a minimum one-day in-person Design Presentation/Development meeting followed by a virtual follow-up two weeks later, and requiring partnering sessions every six to nine months throughout project duration. Technical modifications address design submittal procedures, elimination of physical media requirements (CD-ROM/DVD), updated space program specifications reducing barracks occupancy to 346 total occupants (172 double-occupancy Navy 2+0 units and 2 single-occupancy ABA units), and revisions to brick veneer removal and steel connection retrofit requirements at exterior corridor-tower connection points. The amendment also clarifies contractor compliance with all UFC (Unified Facilities Criteria) codes effective upon the RFP issuance date and addresses pre-proposal inquiries regarding occupancy targets, post-award deliverables timing, and UFC version requirements.

PPI

Page Section Para. Question Response

Barracks Program Remarks notes "Targeting 400

Occupants total" but that's in excess of the 346 enlisted personnel described as what the facility was designed for in 1978, without a mechanism in this RFP to add beds. Please confirm this RFP does not have a goal to increase occupants.

Please see Continuation Sheet provided with Amendment 0002. The target of 400 occupants have been removed from Attachment H1

Program Requirements, and have been updated in PART 3 - CHAPTER

Section 1.3.4 Barracks as follows

"There are 172 double occupancy

(Navy 2+0) units and two (2) single occupancy ABA units, for a total of

346 occupants.

34 Contracting

A review of the solicitation indicates a performance period of 563 calendar days and

Liquidated Damages (LDs) set at $32,164.16 per calendar day. As a design-build contract the duration does not appear realistic (considering that

The Liquidated Damages have been revised. Please see Amendment 0001.

the multiple required design phases and reviews will reduce the overall duration). Further the daily liquidated damages rate appears disproportionately high for the nature of this requirement.

Comprehensive renovations of existing facilities carry an inherently high risk of latent, unforeseen site conditions. These unknown variables frequently disrupt critical path schedules despite a contractor's best efforts. An excessive LD rate significantly inflates the financial risk profile of this project. To mitigate this risk, bidders will be forced to include substantial cost contingencies in their proposals, ultimately increasing the final price to the Government. In the interest of ensuring robust competition, minimizing unnecessary contingency pricing, and maintaining a fair risk-sharing partnership, we respectfully request that the Navy consider extending the schedule and reducing the daily liquidated damages.

35 Architecture

While reviewing the updated WBDG.org website we noted an obscure link to the Digital UFC library. Following this link all of the UFC's have a new version dated June 05 & 06 of this year with a note that they will go into effect 1 July 2026.

Browsing these UFC's we note some substantial changes but there is not anything available that list the changes that were made to each section. Please verify if these new versions of the UFC's will be required for use on this project and if a summary document will be made available outlining the changes that have been made.

Please see Continuation Sheet provided with Amendment 0002. The following text has been updated to

PART 3 - CHAPTER 1, Section 1.2
