About this file

This Statement of Work details the Looney Plaza Resurfacing project for Naval Station Newport in Rhode Island. The project involves demolishing and removing an existing brick paver and quartz tile system (totaling 10,200 square feet) between Buildings 440 and 1372, and installing a new concrete plaza that meets Low Impact Development (LID) requirements. The base bid includes removing existing materials, fine grading the soil, installing a drainage system, adding a 6-inch crushed stone bedding layer, placing reinforced concrete, and creating control joints. An optional additional scope includes applying a decorative water-based concrete stain.

The primary project objectives are to create a safe mustering and training area for naval students by eliminating trip hazards and uneven surfaces. The new plaza will also serve as a fire lane capable of supporting an 82,000-pound fire truck. Environmental considerations are significant, including compliance with Navy LID policies, stormwater management requirements, and working within an Environmental Restoration site with potential contamination. The project must be conducted to minimize disruptions to naval operations, with a recommended construction period during the summer recess from 10 May to 20 July.

1.0 PROJECT DESCRIPTION

Looney Plaza is located between Buildings 440 (Perry Hall) and 1372 (Ripley Hall). This exterior plaza has an upper level and a lower level. The work area for this project will be on the lowest level, with the areas including a permeable brick paver system (7,200 SF) with various bands of quartz tile (3,000 SF total.

This project will consist of the demolition and removal of the existing brick paver and quartz tile system and the installation of a new concrete plaza in its place. The requirements set by LID must be met by the design of the new plaza.

The BASE BID for this project includes:

1. Remove the quartz and brick paver system (made of loose laid 4” x 8” bricks 2” thick, with infill of pea stone on rubber spacers), completely, in the work area.

2. Dispose of all materials appropriately.

3. Fine grade and mechanically compact the soil underneath the existing plaza to restore original design grades (grades should be so that water drains to the northwest).

4. Provide an adequate LID system, including drainage, filtration and a retention basin. The location of the LID system is to be determined.

5. Install a minimum 6-inch lift of crushed stone as a bedding layer for the plaza. Slope stone to match underlying soil.

6. Install galvanized welded-wire fabric, 6x6 minimum, 8-guage minimum, and secured to galvanized metal chairs so that the mesh will fall within the middle third of the 6-inch final layer.

7. Install minimum 6-inch thick concrete, fiber reinforced, 5000 psi minimum. Agitate and level

PART 3 STATEMENT OF WORK / PROJECT PROGRAM - Page 2 throughout, sloping to drain to match existing. Finish shall have slight non-slip surface.

8. Cut in control joints, in a pattern at 5 feet by 5 feet.

9. The new Looney Plaza shall also serve as a fire lane. If requirements for fire lane conflict with items 5, 6 or 7 in this section, fire lane requirements shall take precedence. At a minimum, the plaza must be able to adequately support the largest piece of apparatus operated by Naval Station Newport, an 82,000 pound Pierce mid-mount ladder truck.

OPTION 1 includes:

1. Provide color and pattern on concrete surface (Attachment 2), using a water based stain after completion of concrete curing, and finish coat to complete and protect the color-pattern process. Colors shall be selected to match the surrounding environment. Contractor shall provide samples of concrete colored with water based stain for each color prior to use on Looney Plaza. A specification for concrete stain is attached to this RFP as Attachment 1.

Follow all manufacturer installation requirements for stain.

2.0 PROJECT OBJECTIVES

The objective of this project is to provide NAPS with a safe area for their students to muster and train. The current plaza presents numerous trip hazards with its loose bricks, fracturing quartz tile and uneven grades. By replacing the bricks and tiles with a continuous concrete slab, all trip hazards and uneven surfaces will be eliminated. The new concrete surface will be much more durable than the old one and should last for many years. All work shall be conducted in a way to minimize impacts to NAPS operations. Contractors shall coordinate activities with NAPS and NAVFAC personnel to ensure minimal disruptions. For informational purposes, NAPS does not have students in session during their summer recess, 10 MAY to 20 JULY.

2.1 APPLICABLE CODES AND STANDARDS

Not Used

2.2 SUSTAINABLE DESIGN

Design and construct project per sustainability requirements identified in Section 01 33 29, Sustainability Requirements and Reporting. Additional specific sustainability requirements are found in this document.

2.3 STORMWATER MANAGMENT - LOW IMPACT DEVELOPMENT

(LID)

Provide a design that incorporates low impact development strategies complying with UFC 3-210-10, Low Impact Development. For Navy and Marine Corps projects, comply with Navy LID Policy (commonly referred to as the Penn Memo). The Navy LID policy sets a goal of no net increase in stormwater and sediment or nutrient loading from major renovation projects and construction projects. Major renovation projects are defined as having a storm water component and exceeding $5 million and major construction projects are defined as exceeding $750,000.

If the project footprint exceeds 5000 SF (464.5 SM) and does not maintain the predevelopment hydrology to the maximum extent technically feasible (METF), these constraints must be

PART 3 STATEMENT OF WORK / PROJECT PROGRAM - Page 3 documented on the NAVFAC LID Data Card (NLDC) and approved by the Government's civil reviewer. The NLDC can be found at:

http://www.wbdg.org/pdfs/NAVFAC_LID_Data_Card_v2.0.pdf . If LID is not implemented to the METF as defined in UFC 3-210-10, Low Impact Development, a waiver must be obtained from the Regional Engineer. Coordinate waiver review and approval with civil Technical Discipline Coordinator (TDC). LID Waiver Form can be found at:

http://www.wbdg.org/docs/NAVFAC_LID_Waiver_Form_v3.doc .

These policies are in addition to State or Local storm water management program permit requirements. The DOR must balance all applicable requirements, Federal, State, Local and the above stated policies, and acquire required regulatory permits when managing stormwater generated.

The Federal Consistency Determination and Appendix A checklist must be submitted to the Rhode Island Coastal Resources Management Council (RICRMC) and the RICRMC must determine that the proposed project is consistent to the maximum extent practicable with the state approved plan. This documentation must be in place PRIOR to the start of any construction. The use of this property will not change. The DOR will be responsible for submitting all documents to RICRMC. The Government must first review and approve all documents before submission.
