About this file

This is Amendment 0002 to Solicitation N4008526B0010 for Site Prep Ultrasonic Degreaser at Building B133, Marine Corps Air Station Cherry Point, NC, issued by FEAD Cherry Point on May 26, 2026. The amendment provides government responses to six pre-proposal inquiries (PPIs) submitted on April 13, 2026, and updates the proposal due date to June 8, 2026 at 12:00 P.M. Offerors must acknowledge receipt of this amendment prior to proposal submission.

The government responses address technical clarifications across multiple specification sections and drawings. Key clarifications include: Schedule 40 black carbon steel pipe is preferred for the chilled water system over Type L copper; a cast-in-place concrete vault is acceptable as an alternative to precast, subject to professional engineer stamping and compliance with 10,000 lb wheel load and buoyancy design criteria; the existing roofing system is Soprema Modified bitumen; clear distances for equipment installation are 90 inches with stairs and 120 inches without stairs; building ceiling height is 294 inches; FRP grating is required for both the elevated platform walking surface and stair treads using 1.5-inch thick I-Bar grating (I-4015 series) with 100 PSF minimum load capacity, mechanically fastened; handrails and top rails must be minimum 1-1/2 inch nominal diameter steel pipe per OSHA 29 CFR 1926; the concrete vault must be watertight to prevent groundwater infiltration and solvent exfiltration, with watertight design delegated to the manufacturer subject to government approval; and stair railings should be identified as Keynote #5 rather than #4. The amendment includes structural floor plan drawings, concrete vault and slab-on-grade section details, and photographs showing the building access path and stair grating configuration.

SECTION PARAGRAPH

1 4/13/2026

23 64 26 Chilled, Chilled-hot and condenser water piping system

2.2 Steel Piping

Steel piping it states water piping shall be steel pipe or copper tubing. Provide steel piping with an ANSI/ASME Class 125 service rating, which for 150 degrees F, the pressure rating is 175 psig. This section further discusses typical installation methods related to steel pipe.

Will type "L" copper pipe and fittings be an acceptable material to install for the chilled water system or is sch. 40 black carbon steel pipe preferred?

sch. 40 black carbon steel pipe is preferred. (RV)

2 4/13/2026

The precast vault is estimated to exceed 9 tons, which would require a specially designed lifting and handling system for safe installation. Its installation would also restrict the existing vehicle traffic lane within Building 133. Given the size and weight of the proposed precast vault, please advise whether a cast-in-place alternative would be acceptable in lieu of a precast unit. A cast-in-place vault could be constructed with appropriate waterstop at the wall-to-slab interface to ensure proper sealing. (See Sheet 2)

Yes, a cast-in-place vault is an acceptable alternative to a precast unit. The design must be stamped by a registered Professional Engineer and submitted. The design must meet all performance criteria, including the 10,000 lb wheel load, and buoyancy resistance (assuming water table at finished floor elevation). Assume equipment operating load of 8000 lbs.(WP).

3 4/13/2026 Drawing Sheet 2 (G- 002)

Note 10

What roofing manufacturer is currently installed on Building 133?

Who was the roofing contractor that installed the existing roofing system?

The roofing system is a Soprema Modified bitumen. The platform and roof penetration are both existing. The roof penetration should follow the roof manufacturer’s requirements in order to make a weathertight seal.

4 4/13/2026

During the site visit, it was observed that the path used to enter and exit the building through the roll-up door narrows at the location of the existing vapor degreaser and an adjacent building column. Can the Government provide the measured clear distance between these two fixed structures to assist in determining the method for installing the precast vault and vapor degreaser? Can photographs of this area be provided for clarification?

The stairs can be taken off if needed when moving items through the path.

Distance with stairs: 90 inches Distance without stairs: 120 inches

Pictures provided on Sheet 3.

5 4/13/2026 Please confirm the overall building height. Height to ceiling: 294 inches

Basket Provided with Ultrasonic Cleaning System.” The keynote arrows appear to reference the stair railing.

Please confirm whether this is correct.

If not, should the stair railing instead be identified under Keynote #5?

Stairs should be identified as Keynote #5.

Block 14. DESCEIPTION OF AMENDMENT (cont.)

A. This amendment provides responses to the following PPI(s):

7 4/13/2026

06 73 01 Fiberglass Reinforced Plastic Grating

The Submittal Register lists FRP Garting and Clips/Anchorage.

Please confirm whether grating is required only at the stair treads, or if the elevated platform walking surface is also intended to be grating.

Grating is required for both the elevated platform walking surface and the stair treads, refer to A-101 Note #4 (RV).

8 4/13/2026

06 73 01 Fiberglass Reinforced Plastic Grating

The specifications reference performance criteria and testing requirements but do not appear to identify a specific grating thickness, bar depth, or panel configuration.

Please confirm the grating size is required for this project.

Provide 1.5-inch thick I-Bar grating (I-4015 series) as specified in Keynote #4 on Drawing S-101. The grating must meet or exceed 100PSF load requirement (RV).

9 4/13/2026

06 73 01 Fiberglass Reinforced Plastic Grating

Please confirm that grating is to be mechanically fastened (bolted/clipped), and that welded grating is not required.

Grating shall be mechanically fastened using clips and fasteners per the manufacturer's recommendations, as stated in Keynote#4 on Drawing S-101 (RV).

10 4/13/2026

05 12 00 Structural Steel and 05 51 00 Metal Stairs

Addresses steel fabrication but do not appear to identify a standard pipe size for handrails or supporting members below the platform.

Please confirm whether a standard 1.25 inch diameter steel pipe is intended for railings and/or platform support members?

No, a 1.25-inch diameter is not acceptable for handrails/guardrails. Per specification section 05 51 00 paragraph 2.4.11, steel pipe must conform to Grade B Schedule 40. To comply with applicable safety codes (OSHA 29 CFR 1926) handrails and top rails must be a minimum of 1-1/2 inch nominal diameter. Platform support members must be as shown on structural drawings (RV).

11 4/13/2026 Drawing Sheet S-502

Pg. 7 Detail A-

Design Load Requirements-Note 1 indicates that the concrete vault is to be “heavy duty traffic load rated” Please provide the minimum and maximum design load criteria (e.g., vehicle type, wheel load, axle load, H-rating , or other governing standard) that the vault walls and bottom slab are required to withstand.

Delegated vault design must account for lateral earth pressure from a minimum 10,000 lb concentrated wheel load (forklift) and support the operating weight of the equipment (8000 lbs).

Design must also account for Buouancy to resist flotation assuming groundwater table reaches the finished floor elevation (RV).

12 4/13/2026 Drawing Sheet S-502

Pg. 7 Detail A-

Watertight Requirement-Please confirm whether the concrete vault is required to be watertight.

Yes, the concrete vault is required to be watertight, design must prevent groundwater infiltration and solvent exfiltration (RV).

13 4/13/2026 Drawing Sheet S-502

Pg. 7 Detail A-

Watertight Coating or System-If a watertight condition is required: Please clarify whether a specific coating, liner, membrane, or treatment is required by the Government to achieve watertightness, or if watertightness may be achieved by manufacturer’s standard design, subject to Government approval.

A specific, prescriptive watertight coating or system is not mandated by contract and rather delegated to manufacturer design responsibility.

Submittal must prove the system's ability to resist hydrostatic pressure with groundwater table at the finished floor elevation (RV).
