About this file

This is a Questions and Answers (Q&A) document containing 29 questions and government responses regarding solicitation N4008525R2612 for operations and maintenance work at Sites 1 and 4. Key details include:

The government confirmed that the contract duration will be 12 months with the Contract Task Order remaining open for 24 months, with option years at the Navy's discretion. The proposal due date will not be extended as requested. The scope includes O&M of the Site 1 SVE (Soil Vapor Extraction) system and Site 4 biosparge system, but not the decommissioned steam injection system. Contractors must provide their own Health and Safety Plan/Accident Prevention Plan and work plan for daily operations and sampling. Monthly utility costs are estimated at $6,000 for Task 4f and $160 for Task 4g (Security/Fire Alarm). The contractor will be required to refer to the Revised Final O&M Plan from November 2023 for SVE system details and sampling requirements. There will be a 2-4 week transition period between the incumbent and new contractor, potentially impacted by a possible government shutdown on March 14, 2025.
