QUESTION
1 BSNC/SVI 03/05/25 RFP-10 Project Desc. 1
The RFP Projects: 1718416 states that the existing copper phone line infrastructure is to remain in place, and the new Direct Digital Controls (DDC) dedicated IP network is to utilize this copper communications cabling infrastructure. However, the current network technology has migrated away from Digital Subscriber Line Access Multiplexer (DSLAM) and from copper phone line infrastructure. There are manufacturer's willing to produce a limited custom order to support the obsolete technology, but on-going support of these products cannot be guaranteed.
This project must utilize the existing copper communications cabling infrastructure.
Per RFP Part 2, 01 11 00 SUMMARY OF
WORK, paragraph, 1.6 Warranty "Warrant all materials and work for not less than one year after final acceptance of the work"
2 BSNC/SVI 03/05/25 RFP-11 Project Desc. 1
Will any alternates that leverage newer technology be accepted? Particularly alternates that negate the need for additional communications utility infrastructure investment, such as 5GHz unlicensed wireless network that can support 20mbps per building?
Existing copper infrastructure is existing to remain.
Wireless systems are not acceptable.
3 BSNC/SVI 03/05/25 RFP-12 Project Desc. 1
Since no power connected to LRS Switch, (Bad Board) communication between buildings is down
That is correct. During the pre-proposal site visit, it was noted that the DSLAM power has been disconnected at both power supplies.
Based on this equipment outage, DDC system communications are not currently provided between buildings.
4 BSNC/SVI 03/05/25 RFP-13 Project Desc. 1
Who will reasonable for Comms be tested between buildings? Testing of the copper telecommunications wiring system between the buildings are not a requirement of this RFP.
5 BSNC/SVI 03/05/25 RFP-14 Project Desc. 1
What are the Security entry for each building? Will Escorts be required. Escorts are required for Buildings 501, 127, 127N, 127S, 430 and 448.
During construction, unless otherwise noted, the access to all buildings must be coordinated with the Activity through the
FEAD Construction Manager (CM) and
Engineer Technician (ET).
6 BSNC/SVI 03/05/25 RFP-15 Project Desc. 1
What role does Trane play? TRANE is the end-user under the Energy
Savings Performance Contract (ESPC) at
NAS Oceana, Dam Neck Annex.
RFP Part 3 states NOTE: This RFP does not require TRANE DDC systems and services under the current Energy Savings
Performance Contract (ESPC) or DDC systems and services (Johnson Controls
International or Automatic Logic Corporation) as approved by the NAS Oceana Class
Justification and Approval (CJ&A) for
Facilities Rated Control Systems (FRCS).

Section-4 of the RFP-1718416, stated that all materials provided must comply with the Buy American Act. I issue here is there are no network electronic manufacturer's that comply with the Buy American
Act. There are some that comply with the Trade Agreement Act, and have been installed at other NAVY facilities. Will this project be given a waiver on the Buy American Act, and if so will TAA compliant products be accepted?
Please refer to FAR Clauses 52.225-11 and
52.225-12 in the General Contractor contract regarding the Buy American Act and Trade
Agreements.
A waiver will not be provided outside of those two clauses.

1 MIG GOV 03/04/25
Part 2, 01 33 10.05 20, para 1.3.a, states that “Scanning of the existing record drawings to create contract drawings for this project is unacceptable.” There are 22 buildings, is the expectation that we need overall floor plan and enlarged plans for each building? If so, are CAD files of each facility available?
Drawings and/or sketches must be provided by the DoR to define the work.
Provide enlarged plans and/or elevations as necessary by existing conditions to define the work.
"Typical" enlarged plans and/or elevations may be used for similar modem installations.
Asset Management CADD files will be provided with Amendment 1 for contractor use in preparing construction documents.
2 MIG GOV 03/04/25
Part 2, 01 33 10.05 20, para 1.3.m, the deliverable tables indicate “Hazmat report” for each submittal. Do we need to perform a
Hazmat survey? If so, what is the scope of the survey?
Hazmat survey is not required, 3 MIG GOV 03/04/25
Part 3, D5020, requires demolishing power to DDC components and providing power to new DDC components from nearest electrical panel within the same space. The photos seem to show many of the existing modems plugging into duplex receptacles.
Is the intent to remove the branch circuit supplying those receptacles back to the existing panelboard and then provide a new circuit from the existing panelboard to a new receptacle to supply the new DDC equipment? If so, the RFP is written as if there is a panelboard within the same space as the DDC equipment for each of the 22 buildings. Is that the case?
The existing RAD ASMi-52L 2/4-wire modems the have integral 4-port switches with a cord and plug to a duplex receptacle.
Refer to the photographs of each existing modem in the RFP package Part 6.
Refer to Amendment 1 for additional information.
4 MIG GOV 03/04/25
Are there firmware/software compatibility requirements for integration with the existing
Trane DDC systems?
No. The Trane DDC systems are not impacted by this work.
In terms of the existing DDC system, disconnect existing Ethernet cables from the existing modem/switch and connect to the modem/Ethernet switch provided by this scope of work.
TRANE DDC firmware/software is existing to remain.
Refer to the RFP for additional information.
5 MIG GOV 03/04/25
Are the existing copper lines already tested for performance (e.g., attenuation, crosstalk) to ensure they can support 2 Mbps over 2 miles? If not, is testing/validation required pre-installation?
Existing copper lines have not been tested for performance.
The RFP references to "2 MBPS over 2 miles" as a minimum based on the performance indicated by the existing modem system manufacturer data.
Pre-installation testing is not required.
6 MIG GOV 03/04/25
Clarify whether the contractor is responsible for programming/commissioning the Trane
DDC systems or only the modem network.
The existing TRANE DDC systems are existing to remain.
Programing/commissioning of the existing DDC system is not required.
Refer to the RFP for additional information.
7 MIG GOV 03/04/25
The modem in Building 527 serves the
Trane DDC server. Are there specific redundancy or uptime requirements for this location
The existing 2/4-wwire modems are used in the 4-wire configuration for
Building 527 relative to support of the DDC server, the rest of the buildings are operated in the 2-wire configuration.
As noted during the pre-proposal site visit, the existing DSLAM at Building 501 is currently down, both power supplies unplugged.
Sequencing should be Buildings 501 and Building 527 first to support initial system install startup/testing and then the rest of the buildings to simplify startup testing .
Sequence should be definable points in contractor's construction schedule.
8 MIG GOV 03/04/25
Confirming that the Superintendent can triple-hat all three supervision roles for the prime contractor (Superintendent, SSHO, QC Manager)

It has been bought to our attention by two vendors that the ASMi-52L modem by Rad is no longer available/discontinued. What is an alternate modem that will be acceptable by the Govt? Can a modem equal to the existing Rad one be quoted and provided?
Data sheets for the existing RAD LRS-24
Rack Mounted Modem System (Building 501) and the 2/4-wire SHDSL Modems (all other buildings) were provided in Part 6 of this RFP for contractor information in regards to the original system performance (over copper) as minimum acceptable performance for the contractor/DoR selection of equipment that is currently available.
This RFP does not require replacement by the same manufacturer as the existing equipment that is over 15 years old.
The new equipment must meet or exceed the performance of the original RAD equipment over the existing copper communications system and as indicated in this RFP.
