Amendment 2, 01/08/2025
1. RFP Part 3, D5010 ELECTRICAL SERVICE AND DISTRIBUTION: Delete the second paragraph “In the
Electrical Room, verify that existing Panel ‘B’ …. unit Safety Disconnect Switch.” in its entirety and replace with the following:
“In the Electrical Room, verify that existing Panel ‘B’, located surface mount on the southeast wall near the double doors, can accept circuit breaker(s) required to power the closed circuit evaporative cooler system. Verify that this mechanical unit will require only a single power connection and install it in Panel 'B'. If the power requirement of the closed circuit evaporative cooler exceeds the breaker frame size capability of this existing panel, then power to the closed circuit evaporative cooler control panel may be provided by two circuits. Coordinate the existing panel limitation with the Mechanical DoR in the design and selection of the closed circuit evaporative cooler and control panel. Panel ‘B’ is 225 Amp, Main Lug Only, 208Y/120 Volt, 3-phase, 4-wire, Eaton Manufacturer, Serial #SRM0674350-001. Panel ‘B’ is fed from existing MDP, third section of floor mount interior substation and on generator backup. Coordinate Panel ‘B’ power outages with Air Operations Airfield Manager, Mr. James ‘Gramps’ McDowell, Office 757-433-2318, due to source of power for tower beacon light in Panel ‘B’, positions 7,9, in addition to other entities requiring power outage coordination and notification. Route the closed circuit evaporative cooler circuit(s) directly outside of the Electrical Room and underground to the unit Safety Disconnect Switch(es).”

RFP, Part 3, D5010 indicates to supply the new equipment from panelboard B.
Panelboard B cannot accommodate a
125A circuit breaker and also does not appear to have an adequate SCCR rating based on available fault current.
The MDP in the same electrical room appears to have space for a 125A breaker. Would the government allow contractors to use the MDP to supply the new equipment. If not, could you please provide an alternate existing panelboard that can supply the new equipment.
This project is executed as a Design Build
(DB) Request for Proposal (RFP) where the
Prime Contractor's Designer of Record
(DoR) provides the design for approval.
The electrical design will support the finalized mechanical design requirements.
The 125A circuit breaker size is an estimation and should not have been specifically noted in the RFP. If the actual mechanical equipment load is 125A or greater or the actual SCCR rating is calculated to be insufficient, then possibly an alternate power source will need to be provided for approval, whether that is the
MDP or another existing power source.
Part 3, D3030 COOLING GENERATING
SYSTEMS, paragraph "CLOSED CIRCUIT
EVAPORATIVE COOLER CONTROL
PANEL” specifies the minimum requirements for the control panel. It is preferred to provide the closed circuit evaporative cooler and control panel system utilizing a single point power connection, but the mechanical design may provide the control panel with two electrical feeders if necessary to support the breaker size limitation of the existing electrical
