What type of cooling tower water treatment system is desired? Refer to RFP Part 3 paragraph D3040 DISTRIBUTION SYSTEMS, paragraph Chemical Treatment
(Closed Loop Evaporative Cooler Evaporation) and RFP Part 4 D3040 DISTRIBUTION SYSTEMS paragraph 8. Chemical Treatment. Provide a water treatment system shall be capable of automatically feeding chemicals and bleeding the system to prevent corrosion, scale, and biological formations. Automatic chemical feed systems shall automatically feed chemicals into the condenser water based on varying system conditions. Refer to UFGS 23 81 47 and UFGS 23 64 25 for additional information.
Page 37 and 232 of the RFP mention that a temporary 10-ton
HVAC unit needs to be provided to Building 232, for the server room. What is the preferred method of connecting and/or providing the temp unit? Where in the building is this room located?
Refer to "Attachment (D) - NASO Building 232 - ESPC" for clarification of telecommunications server room location in Building 232. The temporary HVAC system design and specification must be addressed in the design documents. Previous construction projects have provided a temporary server room exterior door with penetrations for supply and return ductwork from a temporary HVAC system to serve the server room space.
For Temp Unit, RFP (p 233) mentions that we may need a temporary generator. Estimated kW of this generator? Size / site / noise restrictions? What type of fuel?
The size of the generator must be addressed as a part of and supporting the temporary HVAC system. Emergency Generator requirements are located under Part 4, D5090 OTHER
ELECTRICAL SERVICES, item #4, Emergency Generator, in addition to the emission-generating equipment requirements of The Navy Region Mid-Atlantic Environemental Checklist, as approved by the Contracting Officer. Site will be at the rear of Build 232 as approved by the Contracting Officer based on the space needed for the temporary system. This must all be presented in the design development documents for approval.
Please provide more information on the RFP requirement: “Provide primary condenser water loop modifications to provide manual isolation of the geothermal well field system from the primary condensers water loop…” Does this mean add a valve at the well field? And/or a branch / bypass? (p.34)
Page 33/34 of the RFP is Part 3 paragrah 1.0 PROJECT DESCRIPTION, which is a general description of the project. Refer to RFP Part 3 D3040 DISTRIBUTION SYSTEMS and concept diagram provided in Part 6 ATTACHMENTS for additional information
RFP P. 34 mentions that new pump and Evap Cooler ties into
Building 230 Trane Tracer control system. But also requires modification of Bld 137 Johnson Metasys system. Which system will be the “primary” control system that drives the ‘brains’ of the geothermal system and its supplement coolers, pumps, and boiler?
(and then please verify that the ‘other’ controls systems is just for basic feedback and alarms?)
Building 137 Johnson Controls DDC system is existing to remain. Refer to Amendment revising this paragraph.
What is the size of the Water Line that needs to be relocated? RFP Part 6 reference documents includes drawing C-101 (from the Building 230 Generator project) indicates "4" W (PER RECORDS)"
What is the project schedule? __weeks to DD. ___ weeks to Pre-
Final. ____weeks to Interim Final. ____ weeks to Final
This is a design build (DB) project and Prime Contractor is responsible for the complete project management, including developing and managing the scheduling of events during both the design and construction phases to complete this project on/or before the contract completion date. The designer of record (DoR) is a sub-contractor to be managed by the Prime Contractor. Refer to RFP
Part 2 which includes the required design submissions and the Government review periods.
Can the foundation work for new concreate pad be shown/specified on the mechanical drawings? Or is a structural engineer is required?
Per FC 1-300-09N (paragraph 2-5) and the RFP Part 2 (page 18) "Each drawing must only be signed, sealed, and dated by the Registered Architect or the Professional Engineer who is registered to practice in the particular field involved for work depicted on that drawing, serves as the Designer of Record (DOR) for that work. " If the mechanical DoR provides the structural design and supporting calculations for the closed circuit evaporative cooler equipment pad and supporting steel then the details can be shown on the mechanical drawings that the DoR seals and signs; otherwise a structural engineer and separate structural drawings must be provided.
Can the architectural painting and sealant scope be presented on the mechanical drawings or are architectural drawings and specs required?
Per FC 1-300-09N (paragraph 2-5) and the RFP Part 2 (page 18) "Each drawing must only be signed, sealed, and dated by the Registered Architect or the Professional Engineer who is registered to practice in the particular field involved for work depicted on that drawing, serves as the Designer of
Record (DOR) for that work." Per RFP Part 2, paragraph 01 33 10.05 DESIGN SUBMITTAL
PROCEDURES paragraph 1.3.e "ON DRAWING SPECIFICTIONS WILL NOT BE ACCEPTED"
Will an engineer have to prepare calculations to confirm the selection for the cooler or be specified has what is proposed in the
RFP on page 41?
The minimum performance requirements for the Closed Circuit Evaporative Cooler are provided in the RFP. Heat load analysis of the buildings for the minimum capacity of the Closed Circuit
Evaporative Cooler is not required.
Will government provide CADD files for the area of work? CADD files will not be provided.
Argus CJW JV 3, LLC 12/23/24 2 Part 3 5
Part 1 Section 1 Project Description indicates that a new Closed
Circuit Cooler should be integrated into the Existing Building 230
Trane Tracer System and to modify the existing Trane System at
B230 as well as the Existing Johnson Control System at B-137 to integrate these systems to provide control and sequencing of both systems for stable condenser water temperature. It is our understanding that at best this would require a Gateway (aka
Bridge) from Trane to accomplish. The support and on-going operation of such devices is inherently difficult. This also is generally not allowed by the UFC. We would first suggest that the
Metasys System which currently controls the condenser water system other than the pumps for the WSHP loop at B-230 control the new Cooler System. In lieu of that we suggest that the call for heat injection from the boiler at B-137 be accomplished by hard wired Outputs from the Trane System to the Metasys System at B-
137, with Metasys Providing a Boiler System Status output to the
Trane system.
Building 137 Johnson Controls Metasys DDC system is existing to remain. Refer to Amendment revising the RFP.

REPORT SUMMARY
Repairs to Geothermal/Condenser Water System Buildings 232, 230, and 137
This project contained several hydronic systems. One primary geothermal loop that is assisted by a cooling tower. The primary loop supplied three secondary loops. Each secondary loop is a separate building that consists of multiple water source heat pumps.
Building 232 consists of two secondary loop pumps, P-7, P-8, and six water source heat pumps. All equipment has been balanced to meet AABC standards and design tolerances. The heat pumps had no ports installed on balancing valves found. Measurements were taken across the heat exchanger for each heat pump to prove water flow. See notations throughout the report.
Building 230 consists of two primary pumps P-1, P-2, two secondary pumps P-3, P-4, two heating water pumps P-5, P-6, and 42 water source heat pumps. All equipment has been balanced to meet AABC standards and design tolerances. Several of the heat pumps did not have ports installed, measurements were taken across the heat exchanger for these heat pumps to prove water flow. Some of the heat pumps had no way to prove flow (ports not provided or replaced with plugs). See notations throughout the report.
Building 137 consists of two secondary pumps P-9, P-10, two heating water pumps P-11, P-12, and 35 water source heat pumps found in the building. Some of the heat pumps were not able to be accessed due to security reasons. All equipment has been balanced to meet AABC standards and design tolerances. Several of the heat pumps that have ports were too corroded for us to be able to hook our hoses to. When we tried to do so resulted in a leak. Some of the heat pumps had no way to prove flow (ports not provided or replaced with plugs). See notations throughout the report.
