About this file

This Executable Scope document details a power upgrade project for CVN-78 Class Ships at Pier 11 in Naval Station Norfolk, Virginia. The project, managed by PWD Norfolk's Facilities Engineering and Acquisition Division, requires a contractor to upgrade shore power infrastructure, including demolition of existing concrete fill in conduits, installing a government-furnished SF6 switch, performing electrical manhole work, and completing complex cable splicing and routing tasks. Key technical requirements include cutting and re-routing the Navy North (NN) #7 circuit, installing a 3-way SF6 switch labeled "SWCH 348", conducting NETA MTS testing, and providing cable tags in manholes.

The project is scheduled for completion by June 17, 2025, with work to be performed during regular government working hours, Monday through Friday. The contractor must submit various documents for approval, including shop drawings, manufacturer's product data, test reports, work schedules, and safety plans like an Accident Prevention Plan and Hazardous Energy Control Plan. The project emphasizes safety compliance with U.S. Army Corps of Engineers Safety Health Requirements and requires the contractor to dispose of all demolished materials off-base and maintain a clean job site daily. The total project is tracked under eProjects No. 1768677 and Maximo SR Number 22644033, with primary contacts including Hien Lam (Project POC) and Calvin J. Morton, P.E. (Project Manager).
