About this file

This document is a Questions and Answers (Q&A) file for a federal contract opportunity related to groundwater monitoring and injection work. The Q&A addresses six key questions about project requirements, including work restrictions, injection volumes, monitoring well sampling, waste management, and data validation.

Key details include: Weekend work is not recommended for RFP purposes, though it may be possible with coordination; injection work should mirror Event 1 and include Areas A, B, and C; Area C monitoring wells should be sampled during post-injection events; non-hazardous investigation-derived waste should be removed within 90 days; the contract closeout report will be a Construction Completion Report containing waste manifests and project details; and Stage 2B data validation is acceptable for pre- and post-injection groundwater monitoring.

Page Section Para.

1 7 2.4.1/2.4.2 1/1

The PWS states: "2.4.1 The Contractor project manager shall notify the NTR in writing or by phone when each fieldwork task is about to commence.

2.4.2 Work Restrictions shall be adhered to by all Contractor personnel."

Are there restrictions on work hours per day? Can field work be planned for the weekends in addition to weekdays? For example, could all the injection work be completd in a 7-10 day mobilization of subcontractors working each day?

Weekend work would have to be co-ordinated with both the installation environmental department and the NUWC personnel, but it may be possible and can be considered prior to fieldwork. However, for RFP purposes, please assume that injection actions will not take place on the weekend.

2 6 & 7 2.4 2

There are different approaches for the injection volumes/methods from Event 1 to Event 2 in Appendix A of the Dec 2020 CCR. Can you specify which event should mirrored as part of this Task? (i.e.: volumes of substrate to be injected in each Area and if one or two injection events are required). The PWS states injections in Areas A, B, and C; however, only Areas A and B had injections in Event 2.

This should mirror Event 1. Assume areas A,B,C will all require injections.

3 6 & 7 2.4 2 If Event 2 is to be mirrored, do the contractors need to sample Area C monitoring wells during the post-injection 1 and 3 month events?

Event 1 should be mirrored - yes Area C monitoring wells should be sampled

4 7 WE-6 1

What is the maximum allowable time for non-hazardous IDW from low flow groundwater sampling can be store at the proposed IDW storage location?

Waste should be removed as possible, preferably within 90 days.

5 9 2.8.2 1 Can you confirm what is required for the contract closeout report that includes the waste manifests? It is not defined in the PWS

The contract closeout report would be the Construction Completion Report. Waste Manifests can be documented in an appendix, and the CCR should contain all of the typical information about project actions completed similar to the previous CCR

6 14 NEDD Submittal 2 What level of Data Validation is needed for the pre-and-post-injection groundwater monitoring? Stage 2B is acceptable.
