About this file
This document is a Questions and Answers (Q&A) file for a Request for Proposal (RFP) related to a remediation project, likely involving environmental injection events. The Q&A addresses five specific questions about the project, including:
- Contractor presence requirements (no 24-hour on-site monitoring needed)
- Carbon amendment specifications (similar amendments to WILCLEAR PLUS® are acceptable)
- Request for the 2016 Remedial Design document (indicated as previously provided)
- Electrical power availability for Area C injection (backup power possible through existing systems)
- Injection volume tracking (contractors should attempt even amendment distribution, noting previous challenges with totilizer malfunctions)
The responses suggest the project involves environmental remediation, potentially groundwater or sediment treatment, with injection events planned during standard working hours. The Navy is the contracting agency, and the work will involve coordination with Newport Public Works Department (PWD) for power access.

Page Section Para.
Attachment 3, Pg.6 2.4 1 Is a 24-hour presence of the Contractor required on site to monitor the progress of the injection events?
No, for the purposes of this RFP, please assume that injection events will take place during the day during typical working hours.
Attachment 6, Pg. 16 6.2.2 1
Does the proposed amendment need to be WILCLEAR PLUS® or can it be any soluble carbon amendment with similar characteristics?
For the purposes of this RFP, the contractor may make the assumption that a similar carbon amendment may be utilized, as long as it generally matches the information provided in the remedial design on selection of amendments.
Attachment 6, Pg. 7 1 2
Can the Navy please share the 2016 Remedial Design that formed the basis of the injections documented in the provided Construction Completion Report?
This should have been provided as a response to the previous set of questions. The 2016 RD includes both a sediment and groundwater remedial design.
Attachment 6, Pg. 11 6.5 1
Electrical power was used as a backup supply of electricity for the Area C injection. Is this source of power available for the Area C injection event described in the PWS?
As of this time of writing, it should still be possible to tie into existing electrical systems to provide a backup source of power. This will need to be co-ordinated with Newport
PWD.
Attachment 6, Pg. 16 6.2.2 1
The previous injection events were unable to accurately record injection volumes into each of the injection wells. Is the quantity injected into each injection well similarly not required for the injection events described in the PWS?
The contractor should attempt to ensure that the amendment is evenly distributed. The CCR mentions "several totilizer malfunctions and other operational issues due to freezing temperatures" which may not be an issue during the proposed injection event.
