Amendment 0006 N4008525B2506 Construct Range Operations Facility P196U

RFI Responses:

1. Spec Section 13 34 19, Paragraph 2.3.1 states for the contractor to provide 1 shop coat of primer to an average dry film thickness of 1 mil according to SSPC SP 2 on the Pre-Engineered Metal Frames for the Training Shelter. Balance of painting and coating procedures must conform to SSPC Paint 15 and SSPC Painting Manual. However, Drawing A-203 indicates that the required Pre-Engineered Metal Frames for the Training Shelter are to be Galvanized. It appears that the note requiring the Pre-Engineered Metal Frames for the Training Shelter to be Galvanized is in contradiction with the project specifications and that the intention is to paint these frames during the PEB Erection process. If so, can the Coating Specifications for the Pre-Engineered Metal Framing be provided by Amendment?

If not, can the Specification guidance for having the Pre-Engineered Metal Frames galvanized after fabrication be provided by Amendment?

Response: Reference revised Section 13 34 19, Metal Building Systems.

2. Looking through the Specifications I do not see any specification that describes the (P-8) shower valves. What type of shower valve shall be required?

Response: Submit proposals in accordance with RFP, Specifications, Drawings and all amendments.

3. Looking through the specifications I do not see a listing for the (P-8) shower wall enclosure or shower basin. What type of shower walls and shower basin will be required for the (P-8) Shower?

4. Looking through the Plumbing specifications I do not see a specification listed for the (P-4) Urinal Trough. What are we to provide for this fixture? May we get this fixture added to the specifications?

5. Looking through the Plumbing specifications I do not see a specification listed for the (P-6) Lavatory Trough. What are we to provide for this fixture? May we get this fixture added to the specifications?

6. The Air Compressor Schedule on drawing P-601 Tag Id# AC-2 Air Compressor says to include a dryer. What kind of dryer is needed? Desiccant or refrigeration? What is the required dew point? To quote a dryer, I will need to know the ambient temperature of the location of the installation. Please provide.

Response:

See sheet(s) Drawing No. 12883136. Submit proposals in accordance with RFP, Specifications, Drawings and all amendments.

7. The Air Compressor Schedule on drawing P-601 Tag Id# AC-2 asks for a 200 gallon tank. I assume it needs to be rated to hold at least 3000 psig. Would a bank of (18) 11-gallon ASME vessels all manifolded together be acceptable? I would put the compressor, dryer, and tanks on a single skid. Is this acceptable? It wouldn’t be a single tank with everything mounted on top.

Response:

8. AD-1 and AD-2 Air Compressors call for refrigeration dryers. What flow should they be rated for, and what is the temperature of the inlet air?

Response:

9. The Air Receiver Tank Schedule on drawing P-601 Tag Id# ST-1 asks for 55 gallons of storage. Would a bank of (5) 11 gallons ASME cylinders manifolded together on a skid be acceptable to use in order to achieve 55 gallons of storage?

10 . Reference Wood Shop Room 104 (M101)

a) There are two louvers, L-5 and L-8. L-8 is outside air intake, L-5 is exhaust.

b) Plan Note 8 is applied to L-8 but is NOT applied to L-5.

c) Plan Note 8 reads in part “Provide louver with Class 1A motorized damper”.

d) There is no mention of motorized dampers in the louver schedule.

e) On M101 the motorized dampers associated with L-5 and L-8 appear to be in field installed duct, near the louver, but not integral to the louver.

Item 9, Question #1: Should Plan Note 8 be applied to L-5?

Item 9, Question #2: Should Plan Note 8 also be applied to L-1, L-2, L-3 (Bid Option 1),and L-4 all of which are also on M101?

Item 9, Question #3: Are motorized dampers to be factory installed integral to louvers as required by Plan Note 8, or are they to be field installed in ducts?

If the dampers are factory installed in louvers, are damper actuators also factory installed?

Note this question is intended to apply to all louvers on M101.

Note the dampers are required to provide position feedback to the ddc system. Since the dampers are all 2-position (i.e. either fully open or fully closed, not modulating) this feedback would take the form of end switches on the actuator or possibly damper blade switches. If you determine the dampers are factory installed, please clarify the position indication is included as part of the factory installation.

Response:

See sheet(s) Drawing No. 12883141 and 12883147. Submit proposals in accordance with RFP, Specifications, Drawings and all amendments.

11. Reference Wood Shop Room 104 (M101)

a. An equipment schedule note says EF-13 is controlled by a “wall switch installed by electrical contractor”. There is no mention in the equipment schedule of interlocking associated motorized EA and OA dampers with EF-13 operation. Also neither the wall switch nor damper interlocks are shown on the electrical plans (E102).

b. C2/M703 says in part “all fans must operate when the building is occupied and must be controlled by ddc”.

c. C2/M703 says (paraphrased) “upon activation of ATFP ESS the fan will shut down and dampers will close”.

d. EF-13 appears to be for human comfort and ventilation only, i.e. it is not associated with a dust exhaust hood.

Item 11, Question 1: Items 3a and 3b above are mutually exclusive. Which is correct? We recommend EF-13 be controlled by ddc, not a manual switch. That would allow coordination of EF-13 with the EUHs that serve the same space. One room temperature sensor could be used to control the two EUHs and EF-13. That would allow for logical coordination of heating and ventilation/cooling functions including a dead band between heating and cooling set points, and consideration of outside air temperature in operation of the systems. That ddc solution would also take care of the ATFP ESS shutdown requirement.

See sheet(s) Drawing No. 12883141, 12883147 and 12883150. Submit proposals in accordance with RFP, Specifications, Drawings and all amendments.

12. Reference A3/M701, DDC System Architecture. The architecture shows a Cisco Catalyst 3560-CX switch located inside the building seemingly as the “field point of connection”. On or about May, 2023, there was an “end of life” and “end of sale” announcement by Cisco for most models of the 3560-CX series switch.

Item 12, Question 1: What switch needs to be installed now that the 3560-CX is not available?

Item 12, Question 2: Who is responsible for providing the switch, the government or the ddc contractor?

See revised sheet Drawing No. 12883149. Submit proposals in accordance with RFP,

13. Duct-Free Split Systems

a. Reference A1/M701 control drawing, points list, and sequence.

b. A1/M701 indicates each system has a BACnet interface. There is no mention of a BACnet interface on the equipment schedule.

c. Equipment schedule note says “Provide unit with wired wall mounted thermostat.”

Item 13, Question 1: Should a split system equipment schedule note be added to insure a BACnet interface is provided on each system?

Item 13, Question 2: It is our interpretation of A1/M701that:

The room temperature sensor shown is the same sensor as the “wired wall mounted thermostat” required by the equipment schedule note to be provided with the split system.

Assuming the split system has a BACnet interface, the temperature reading of the thermostat-sensor provided with the split system is acquired by the ddc via the BACnet interface.

P-196U Construct Range Operations Facility-RFI List Therefore a separate ddc system sensor is NOT required to provide the zone temperature, high zone temperature alarm, or the zone setpoint adjust in the points list because those actions can be done via BACnet interface.

Is our interpretation of the documents as described in the bullets above correct? If not, please clarify. Our interpretation seems to be confirmed by the sequence which says “DDC shall monitor space temperature through the BACnet connection.”

Item 13, Question 3: The sequence in A1/M701 requires ATFP ESS activation to shut down the split system fan which must consequentially disable the split system entirely. None of the split systems involve transfer of air between indoors and outdoors, or between rooms. Also, it seems many of the split systems serve mission critical functions and would therefore normally be exempt from ATFP shutdown even if they did transfer air between indoors and outdoors. Should this ATFP shutdown paragraph be removed?

Item 13, Question 4: The sequence in A1/M701 requires general fire alarm activation to shut down the split system fan which must consequentially disable the split system entirely. For the same reasons covered in Item 5/Question 3 above, should this paragraph be removed from the sequence?

Item 13, Question 5: The sequence in A1/M701 refers to occupied and unoccupied modes. The rooms served by these systems are not normally occupied by people even during building occupied hours. Also, the equipment in the rooms served often need to function all day, every day, regardless of whether the building is occupied. Should this “Override Modes” paragraph be deleted from the sequence?

See sheet(s) Drawing No. 12883148 and 12883149. Submit proposals in accordance with RFP,

14. VAV Box Controls

a. A2/M703 (points list, control drawing, sequence) shows an AO signal from the ddc to the electric heat.

b. The vav box equipment schedule indicates heat control is staged, i.e. it is controlled onoff instead of being modulated.

Item 14, Question 1: Through no fault of the ddc controls, it is difficult to provide precise temperature control with staged electric heat. That is due to the “warmup” time for the element to reach full temperature when turned on, and the residual heat that continues to warm after the element is turned off. Would you consider requiring SCR heat controls on the boxes instead of staged?

Item 14, Question 2: If staged electric heat is retained, then the ddc signal in A2/M703 needs to be changed from AO to BO. If SCR heat is provided then the AO signal is appropriate. Please adjust based on your response to Item 6/Question 1.

See sheet(s) Drawing No. 12883148 and 12883149. Submit proposals in accordance with RFP,

15. AHU Damper Controls

a. M702 shows a motorized RA damper internal to the AHU. M101 shows a duct mounted RA damper inside the building. Thus there are two RA dampers in series.

b. M101 shows a motorized SA damper inside the building.

c. There is no sequence for the SA and RA dampers inside the building.

Item 15, Question 1: Please confirm the SA and RA dampers inside the building are 2-position isolation dampers, controlled by the building ddc, that are to open immediately before the AHU is enabled, and close immediately after the AHU is disabled. Correct?

See sheet(s) Drawing No. 12883141. Submit proposals in accordance with RFP, Specifications,

16. M702 shows room temperature and room RH sensors wired to AHU factory controls. Quantities are not indicated, and we do not find these sensors on MH101.

Item 16, Question 1: Are these T/RH sensors provided loose with the AHU? If yes, how many, and where are they located?

Item 16: Question 2: If the T/RH sensors are in fact the T/RH sensors provided for each vav box, shouldn’t M702

See sheet(s) Drawing No. 12883149 and 12883150. Submit proposals in accordance with RFP,

17. I wanted to bring to your attention that I found an issue with the compressed air. I am looking at two compressed air systems one is rated at 3,000 PSI (linked to AC-2) and one is rated at 250 PSI (linked to AC-1) both systems show two each ST-1 (55-gallon storage tanks rated at 5,000 PSI ) AC-1 should not require a 5,000 PSI rated tank, it should only require between 500-600 PSI max.

The 5,000 PSI tanks are very expensive and will drive up the cost quite considerably when it doesn’t need to be. Reference Plumbing Schedule on drawing P-601 and Detail A2 on drawing P-

703. Please let us know how you would like us to proceed.
