Amendment 0003 N4008525B2506 Construct Range Operation Facility P196U

RFI Responses:

1. On sheet CS100 the fire main that drawn that serves the New Operations Facility appears to be drawn off an existing sewer manhole, please advise.

Response:

Submit proposals in accordance with RFP, Specifications, Drawings and all amendments.

NOTE: See Sheet CU101 for utility construction.

2. On sheet CD101 there are 3 locations that number 7 appears (#7 is tree and stump removal) however it appears that that the #7 that’s located above the 36” cedar tree is drawn to something else, please advise.

Response: Revised NAVFAC Drawing No. 12883063.

NOTE: Remove exercise bar as indicated.

3. On Sheet CD101 on the bottom left where the existing gravel entry from S Range Road and Line

Rd intersect. The Drawings indicate that we are to remove an existing storm drain that crosses Line Rd. are we to only demolish what crosses the access drive? I don’t see any clear indication of the demolition parameters and I only see what appears to be a diversion ditch between the two check dams. There is also another location with a number 6 notation just above where we are to demolish the concrete on the Ex. Concrete Walk that doesn’t clarify the parameters of the demo I do however faintly see a possible six inch pvc line. If you could please clarify dimensions of removal.

Response: Submit proposals in accordance with RFP, Specifications, Drawings and all amendments.

NOTE: Entire length must be removed at Work Item #6. See Sheet CG101 for new pipe installation.

4. We have some questions on the tile that are on Finish schedule that’s located on drawing I-602.

ACT-1 the fine fissured square edge tile they do not have that will fit in the 9/16 they want. Act- 2 Calla square edge tile they also do not make to fit 9/16 grid. I can only get those tiles that fit 9/16 grid and meet specs in Reveled edge

Response: Concur. ACT-1 has been updated to reflect a beveled tegular (reveal) edge to coordinate with the 9/16 grid. ACT-2 has been updated to reflect a tegular edge (reveal) to coordinate with the 9/16 grid. The edge profile in spec 09 51 00 has also been updated.

5. Locker Specification 10 51 13 para. 2.1.1 describes a double-tier locker 12” wide, 15” deep, and 32” high attached to a 4” closed base. Detail A1 on Dwg I-201 indicates a full-length of wall run of 21 each lockers at 15” wide. It would require 26 of the 12” wide lockers to run the full length of the wall. Please clarify the locker requirements.

Response:

Spec 10 51 13 has been revised to reflect a 15”W x 18”D unit.

6. Drawing CD702 Demo Note #2: Could the government have the existing composting vault pumped by their contractor prior to demolition? If not can the government provide the contact information for the contractor they use to regularly pump this composting vault?

Response:

The govt uses Craven Agriculture Services. Submit proposals in accordance with RFP, Specifications, Drawings and all amendments.

7. Drawing CD702 Demo Note #2: Could the government have the existing composting vault pumped by their contractor prior to demolition? If not can the government provide the contact information for the contractor they use to regularly pump this composting vault?

Response:

See response for RFI 6. Submit proposals in accordance with RFP, Specifications, Drawings and all amendments.

8. In regards to the FF&E option, RFI question number 2 that was just issued in the addendum that was asked the answer given was refer to the spec sections, typically the providers or manufacturers are listed on most standard Furniture Schedules on the drawings in this case we only have the type and quantities listed; I have read the entirety of the spec section associated ( 12 00 01.00 20 ) and there are no manufacturers or providers indicated anywhere drawings or in the spec pages. Please Advise.

Response:

Specific brands/manufacturers will be determined during the Best Value Determination (BVD) process described in spec section 12 00 01.00 20. The govt estimated price is to provide Offerors with the projected magnitude of effort and includes the actual estimated cost of the FF&E including freight, installation, and other applicable vendor charges. Submit proposals in accordance with RFP, Specifications, Drawings and all amendments.

9. Spec Section 01 20 00, Paragraph 1.3 indicates that an Earned Value Report and Cost-Loaded

Schedule is required for this project. However, Spec Section 01 32 16.00 (SMALL PROJECT CONSTRUCTION PROGRESS SCHEDULES) only requires for the contractor to provide a Non-Cost

Loaded, Network Analysis schedule submitted in Primavera P6 format. Please be aware that building and updating Cost-Loaded Schedule during the contract performance period will add thousands of dollars of unnecessary cost to the project. Can the reference to a contractor-provided Cost-Loaded Schedule be deleted by Amendment?

Response:

Section is remaining as is. Submit proposals in accordance with RFP, Specifications, Drawings and all amendments.

10. If the requirement for a providing a Cost-Loaded Schedule is deleted by Amendment, can the requirement for providing an Earned Value Report be changed to providing a Schedule of Prices by Amendment?

11. Spec Section 01 33 29 states that Sustainability Reporting is required for this project. However, on January 20, 2025, President Trump signed the Executive Order titled: INITIAL RESCISSIONS OF HARMFUL EXECUTIVE ORDERS AND ACTIONS. This order directs Federal Agencies to remove all environmental mandates from their agency-specific guidelines that were imposed by the previous Presidential Administration. Spec Section 01 33 29 (SUSTAINABILITY REPORTING) has added significant unnecessary costs to DOD projects from 2021-2024. Can Spec Section 01 33 29 (SUSTAINABILITY REPORTING) removed by Amendment?

12. Spec Section 01 35 26 (GOVERNMENTAL SAFETY REQUIREMENTS), Paragraph 1.7.1.1.1 indicates that the SSHO may not serve as the Quality Control Manager or as the Superintendent. In addition, Spec Section 01 45 00 (QUALITY CONTROL), Paragraph 1.5.1.1 states that the only duties and responsibilities of the QC Manager are to manage and implement the QC program on this Contract. This would require the Contractor to have a minimum of (3) Full Time management positions on the Project Site while work is being performed. Since most of the required work on the project is only a moderate safety risk, can the required on-site management positions be reduced from (3) to (2) consisting of a Stand-Alone Site Safety Officer and a Superintendent / QC Manager by Amendment?

Response:

Please note there is only two ways to properly answer RFI: Either provide a revised NAVFAC Drawing No. 12798688 with revision date in footer, or Submit proposals in accordance with RFP, Specifications, Drawings and all amendments. Also a continuation sheet must be provided.

13. Spec Section 01 45 35 (SPECIAL INSPECTIONS) requires the Contractor to perform Special Inspections in accordance with the Statement of Special Inspections and Schedule of Special Inspections for the project. This works appears to only be required for the structural steel and cold formed metal framing definable features of work. Since this project has already been engineered by a A/E Firm licensed in the State of North Carolina, can Spec Section 01 45 35 be deleted by Amendment?

Response:

14. Spec Section 01 50 00, Paragraph 3.5.2 indicate that the contractor construct a temporary 6 foot high chain link fence around trailers and materials and to include plastic strip inserts so that visibility through the fence is obstructed. Since, this type of temporary fencing is quite expensive to construct and that the project site is located at an isolated location aboard the installation, can Spec Section 01 50 00, Paragraph 3.5.2 be removed by Amendment?

15. Spec Section 01 58 00 (PROJECT IDENTIFICATION) requires the contractor to provide one project identification sign at the location designated. These signs typically cost a few thousand dollars fabricate and install. Can Spec Section 01 58 00 be removed by Amendment?

Response:

16. Spec Section 01 74 19 (CONSTRUCTION WASTE MANAGEMENT AND DISPOSAL), Paragraph 1.3 states that the contractor shall divert a minimum of 60 percent by weight of the project construction waste and demolition debris/waste from the landfill or incinerator. Furthermore, Paragraph 1.10.1 indicates that the contractor separate waste products and materials that are recyclable from trash and sort as described below into appropriately marked separate containers and then transport to the respective recycling facility for further processing. This will result significant unnecessary construction waste disposal costs that would have to be added to this project. Can Spec Section 01 74 19 be removed from the project by Amendment and can all non-hazardous construction waste be disposed of off the installation at a Subtitle D Landfill (40 CFR 258) in accordance with Spec Section 01 57 19 ( TEMPORARY ENVIRONMENTAL CONTROLS ), Paragraph 3.7.2.2?

Response:

17. Spec Section 01 33 29, Paragraph 1.6.1 states the contractor develop and incorporate Commissioning requirements into the documents, in accordance with Section 01 91 00.15 20 TOTAL BUILDING COMMISSIONING. However, 01 91 00.15 20, Paragraph 1.9 indicates that the Commissioning Provider (CxC) is employed by Government under separate contract and for the contractor to incorporate key milestones of the Commissioning process into the Project Schedule identified in this Section. Can Spec Section 01 91 00.15 20 be deleted by amendment since the required commissioning for the project is provided by the Government via a separate contract?

18. Drawing CD702 Demo Note #6. Is a gravel control entrance needed for this project?

Response: A gravel control entrance is required. Submit proposals in accordance with RFP, Specifications, Drawings and all amendments
