About this file
This document is a Decision Memorandum that provides information about a categorical exclusion under the National Environmental Policy Act (NEPA) for the proposed "Air Station MAT Repairs" project at Marine Corps Air Station New River.
The project scope includes removing and replacing damaged concrete, installing moisture barriers, replacing expansion trays and seals, repainting lines, replacing a catch basin, and repairing any disturbed navigation lights. The proposed action qualifies for a categorical exclusion under routine repair and maintenance activities. The Decision Memorandum documents the environmental review for the project and provides guidance on changes to the proposed action or the need for further environmental impact review. The related federal contract opportunity is a solicitation for FY24 MCAS New River MAT Repairs, which is limited to civil/paving MACC contractors under the Naval Facilities Engineering Command.

AST/UST (Land use Restrictions):
1. This site is located within a Land Use Restriction (LUR) for groundwater. Any encountered groundwater within this LUR boundary must be containerized and properly disposed of, or sampled prior to dewatering activities.

IR Program, 910-451-9641/9610 AST/UST Program,910-451-5878
AST/UST/IR/MRP (Soil):
1. If contaminants are suspected through odors or visual observation during construction activities, immediately stop work, call 911, and contact EQB at 910-451-9641 for further instructions.
2. Existing monitoring wells are present in this area and should be protected. If they are damaged or will need to be demolished, the wells should be properly abandoned in accordance with State regulations (NCAC 15A 2C) by a State-licensed well driller.
Replacement wells will need to be installed in accordance with State regulations (NCAC 15A 2C) by a State-licensed well driller. If an unmarked well is discovered and inadvertently damaged, immediately contact EQB at 910-451-9641 for further instructions.
3. 3R UXO Safety Awareness Training is recommended for all construction workers as a precaution given that Camp Lejeune has been an active military base since the 1940s. 3R Safety Awareness Training is available online at the following link:
http://www.lejeune.marines.mil/Offices-Staff/Environmental-Mgmt/Training-Video/. Should a munitions-related item be found during construction, follow appropriate notifications as detailed in the 3R training. Any munitions related item found during project construction should additionally be reported to EMD within 10 days (T.Richard, 910-451-9641) to determine if additional evaluation and precautions are necessary (Explosives Safety Submission, UXO Tech Support, etc). Additional UXO safety resources available at: Construction - DENIX (osd.mil) https://www.denix.osd.mil/uxo/for-work-crews/construction/index.html
4. This project is partially within the Aquifer Use Control Boundary associated with IR sites 86 and 54, Operable Units (OU) 15 and 6, as well as active UST Rapid Refueler remediation site and UST site AS845 Notice of Residual Petroleum. All work conducted in an identified EPA NPL OU or RCRA SWMU must adhere to the provisions detailed in 29 CF R
1910.120 Occupational Safety and Health Standards, Hazardous Materials, Hazardous waste operations and emergency response.
***5. There is known shallow groundwater contamination (volatile organic compounds) in the vicinity of the project area associated with Installation Restoration (IR) Site 86.
Any construction activities that require digging into the groundwater will require additional safety precautions (such as 40 hour HAZWOPER training) and waste management for groundwater and saturated soils in accordance with the most current Waste Management Plan.
Enclosure (3)
***6. The project site is impacted by PFAS (per- and polyfluoroalkyl substances) in groundwater. The contractor is responsible for worker safety and education for working within areas impacted by PFAS and eliminating migration/spread of PFAS from leaving the site to the greatest extent practicable. Due to potential AFFF usage in the Airfield vicinity, all concrete must be reused on-site or disposed of at a RCRA D landfill. It is recommended that soil be left in place or at a minimum on site. Any soils removed from the site must be tested and manifested to a permitted Subtitle C or D landfill. Any dewatering activities should either assume PFAS impacts and associated proper containment and disposal, or testing to confirm presence/absence of PFAS above screening criteria. Groundwater extracted below 70ppt PFOA/PFOS combined or separate per DON 201 7, and 2020 update, Interim PFAS Guidance does not require special handling, treatment or disposal.?Groundwater extracted above the DON Guidance policy level of 70ppt PFOA/PFOS must be handled, treated and disposed per DON policy. Equipment, such as borings augers or sheet piling that comes in contact with potentially contaminated soil and groundwater should be decontaminated to prevent the spread of contamination offsite. See EMD's PFAS construction guidance for more information.
***7. There is known soil contamination (petroleum) in the vicinity of the project area associated with Installation Restoration (IR) Site 54. Any construction activities will require additional safety precautions (such as 40 hour HAZWOPER training) and waste management for soils in accordance with the most current Waste Management Plan. In addition, notification to the State and U.S. EPA is required a minimum 60 days prior to start of construction to ensure compliance with existing land use restrictions. The notification shall be done by the Installation's Environmental Management Division and coordinated via the construction contractor.
