About this file
This document is an Amendment to a Solicitation for the FY24 MCAS New River Mat Repairs project. The amendment addresses questions and answers related to the project scope, including the requirement to dispose of concrete at a RCRA Subtitle D landfill due to potential PFAS impacts, and the mix design specifications for the "flexural portland cement concrete" that must conform to UFGS 32 13 13.43. The amendment indicates the time and date for receipt of proposals remains unchanged at 1400, 05 September 2024. Offerors must acknowledge receipt of this amendment when submitting their proposals. The solicitation is issued by the Department of the Navy Naval Facilities Engineering Command for the ROICC Camp Lejeune area of responsibility, and only Civil/Paving MACC Contractors listed on the General Requirements cover page may submit proposals.

CONTINUATION SHEET
1. Question: We were trying to figure out why they had in the Scope of Work, the requirement that the concrete had to be removed to a RCRA Subtitle D Landfill? The concrete is a recyclable material and from what we had found when researching this, if it was a recyclable material it wasn't required to be taken to a RCRA Subtitle D Landfill.
Can this requirement be waived if the removed concrete is being taken to a concrete recycler?
Answer: Due to potential PFAS impacts, we cannot recycle the concrete. It must be removed to a subtitle D landfill.
2. Question: Also, in Scope of work item #3, it calls for "flexural portland cement concrete that conforms to UFGS32 13 13.43 high temperature concrete paving for airfields using lightweight and trap rock aggregates." The specification section noted was not included with the plans, therefore no particulars were given for the mix design strength, slump, or air entrainment. We've never seen a combination mix design that contained both lightweight shale and trap rock aggregates. Usually it either requires use of a lightweight shale aggregate or the trap rock aggregate. It also says that this is a "flexural portland cement concrete". If the trap rock aggregate is to be used, the beam breaks can be used for flexural testing. If the mix design is to contain the expanded lightweight shale aggregate, compressive breaks will need to be used in lieu of the flexural beam breaks for the concrete testing, as past history shows that the expanded shale lightweight aggregate does not test well with flexural beam breaks.
Answer: I’ll attach the mix design that is currently being used on the airfield for reference.
