About this file

This document is Amendment 0003 to Solicitation N40085-24-R-2733 for the Raw Water Line Cleaning & Restoration project.

The amendment addresses several requests for information regarding the project, including details on the design and intervals of pig launches and retrievals, requirements for chlorination and bacteriological testing, maintaining plant operations during the work, interaction with asbestos-cement pipe, and the total length of pipe to be cleaned. The government provides responses to each of these questions, clarifying the contractor's responsibilities and the overall project scope. The amendment also extends the proposal due date to August 16, 2024 and states that failure to acknowledge the amendment may result in proposal rejection. The underlying solicitation is for a project to clean and restore the raw water distribution systems at Camp Lejeune, with a total estimated length of approximately 37.9 miles of pipe. Only Mechanical MACC Contractors listed on the General Requirements cover page are eligible to submit proposals.

CONTINUATION SHEET

1. Need to get more information on the design and intervals of pig launches and retrievals.

The government should provide detail with necessary valving arrangements for each station. How do the launchers and retrievals need to be built? How many linear feet do you want to have between each one?

Answer: These are design aspects that need to be provided by the contractor.

2. Is Chlorination and Bacteriological Testing of the lines going to be required?

Answer: Yes.

3. Are there multiple influent lines coming into buildings 20 & 670? What influent pipes must be always maintained into each of these plants? Can a detailed plan to keep these plants online be provided to avoid disruptions? Is it possible to maintain the required flow to the influent lines without bypassing to keep the plants online? A detailed plan to keep these plants operational needs to be provided by the government.

Answer: No, there are not multiple influent lines entering buildings 20 & 670. However, the contractor shall coordinate planned work with base utilities to minimize any disruptions and to keep the plants online to the maximum extent practicable. Once a design and action plan are provided, the contractor can discuss with base utilities how to best to keep the plants operational.

4. ELIN 0004 states “Price includes completing all work associated with Bid Option/Item, Connection to AC Pipe in accordance with the provided drawings and specifications, but excluding work described in ELIN 0001, 0002, and 0003. The price for this line item should include all applicable costs, overhead and profit for this work.” The drawings and specs provided do not accurately show at what points we may interact with AC pipes.

Without further specific scope provided by the government this should be an allowance.

The information provided is not quantifiable.

Answer: Please refer to Map Number V titled “Camp Lejeune Holcomb Blvd. & Hadnot Pt. Asbestos Lines” depicting potential AC pipe segments in the raw water distribution systems. This map was included in the original set of bid documents.

5. The quantities in the Table provided on the plans total approximately 180,000 LF of pipe to be cleaned. The advertisement specifies approximately 200,000 LF (37.9 miles). This is almost 4 miles of pipe, is there a line missing or are the table quantities incorrect?

Answer: For basis of bid, total lengths of lines to be cleaned in raw water distribution systems are approximately 27.5 miles for Hadnot Pt. and 10.4 miles for Holcomb Blvd.

6. What procedure would the government like us to take if a pig got stuck? In the event of an unpassable line, how is the contractor to locate and retrieve the pig? How will payment be made in the event of a stuck pig (I.e., Digging up and replacing line?) and how many attempts would be expected before the government deems a line unpiggable?

Answer: The contractor shall provide their own contingency plan for stuck pig retrieval attempts and repair.
