CONTINUATION SHEET

1. Question: Can the bid date be extended to give us more time to generate RFI’s and responses in hopes to obtain enough information to be able to develop an accurate proposal for this work?

Answer: New time and date for proposals is 1400 EST on 08 August 2024.

2. 280 days is a very aggressive schedule for the totality of this work. There is 179,591LF (34 miles) of piping to be cleaned. If we were able to clean 1,000 Lf/ day; 179 days would be required. The 280-calendar day duration converts to 200 working days (not including holidays) leaving only 21 days for installation of hundreds of tees, valves, pig launches, cleanup, and sodding. Each tee, valve, and pig launch installation could require several days to install depending on conditions. I understand that additional crews could obviously improve this scenario however, it is our opinion that the overall duration is simply not realistic. Will the government consider additional time be added to this contract to account for the administrative upfront requirements, submittal process, material procurement, installation of the work, and project close out that is also required as part of this contract?

Answer: Please refer to the revised schedule:

Revised Schedule:

I. Phase 1: 240 days.

II. II. Phase 2: 120 days III. III. C.C.T.V.: 60 days

3. There are approximately 30 wells indicated on the provided maps between the Hadnot Point system and the Holcomb Blvd. system. The specifications require a 21-day notice prior to outages resulting in 630 days of notice time, which we understand could be staggered as work progresses. However, this will still be a substantial impact on construction progress given the overall 280 calendar day duration. Will the government consider reducing this to a 7-day notice?

Answer: It is acceptable to reduce the 21-calendar day notice of service interruptions to 14-calendar days.

4. After talking with our supplier we have concern about the procurement of materials in the quantity needed. Initial feed back shows that 30” valves and tees are roughly 8 weeks lead time, however that’s only in a small quantity. As this project would require a large quantity of oversize tees and valves there may be a large impact on projected lead times. Will the government consider extending the overall project duration taking this into consideration?

Answer: Please see Revised Schedule above.

5. There is no indication in the documents of the depths of any of the lines to be cleaned. At each location the existing pipe will have to be excavated to install valves, tees, and pig launches and retrievals. To produce and accurate estimate, we need information of the depths of the existing lines where pig launches are to be installed. Can the government provide as built documents of the existing piping profiles for the lines required to be cleaned?

Answer: This information is not available for bidding purposes. Locations of tees, valves, and fittings in support of this contract is currently unknown (means/methods). However, once locations are identified by the contractor, line depths can be provided, subject to available records.

6. The documents indicate that there are no interruptions allowed at any time to the building 20 location or building 670 locations. As we see it, sections of lines will need to be valved off to install pig launches and retrievals and isolating sections of lines during the cleaning process. This will create periodic interruptions unless sections of lines are by-passed. Please indicate if by passing lines is allowed and please indicate desirable methods of bypassing these lines.

Answer: Line bypasses are allowed. However, bypass methods shall be up to the contractor.

7. The documents do not indicate desired locations or frequency of pig launches and retrievals (ie every 1,000 LF?, every 2,000LF? Etc. etc. ) making it difficult for us to determine quantity required for each corresponding size of line to be cleaned. Can the government indicate desired locations of pig launches and retrievals so that we can determine an accurate quantity for each size of pipe? As it stands, right now its up to the contractor to put it could very easily cause conflict with the governments desires and or requirements.

Answer: Contractor is responsible for determining pig launch and retrieval locations. While water plant operations of bldg. 20 and bldg. 670 cannot be interrupted, we understand that raw water well interruptions are anticipated.

8. The documents indicate that the existing line operates as 20 psi and that supplementary potable water can be used from nearby fire hydrants at 60psi. This may be sufficient for smaller lines like the 8” or 10” lines but may not be sufficient pressure for the larger diameter lines like the 24 “or 30”. These larger lines (and possibly some of the smaller lines) will likely require the use of a hydrostatic pump to generate enough pressure to push the pig through the line without it getting stuck. We have no indication of the conditions of the existing lines, and are concerned that the added pressure in order to push through the existing lines could create the possibility of leaks or damage existing valves. Does the government have any recent camera footage or photos of the representative condition of the existing lines to be cleaned?

Answer: No camera footage or photos are available.

9. Can the government please provide details of how they desire the pig launch and retrievals to be constructed?

Answer: Construction methods of pig launch and retrievals shall be up to the contractor.

10. The contract calls for these pipes to be “cleaned”. What is the definition of clean as it applies to this contract. Due to the age of some of these lines there is a good chance that excessive calcification is present in some of these lines. A pig launch will clean the loose debris from the line but will not remove excessive calcification. Is the intent to ONLY remove loose dirt and debris where present or, is the intent of this contract to remove both dirt and debris along with any excessive calcification that may be present in the lines?

Answer: The intent of line cleaning is to remove sediment, loose dirt, and debris. However, removal of “excessive calcification” is not required.

11. To help achieve this project, Can the schedule be changed to 90 days up front for submittals and procurement, 280 days for Phase 1, 120 days Phase 2, 60 days Phase 3, & 100 days final Cleanup and Sod?

Answer: Please see Revised Schedule above.
