Nine pre-proposal questions are answered, providing clarification such as confirming the exhaust vent and fuel tank material requirements. Two technical changes are made to specify that new feeders and circuit breakers will be installed for an electrical panel. The receipt of proposals due date remains unchanged at September 8, 2023 at 2:00PM EDT. The solicitation is being conducted by the Department of the Navy, Naval Facilities Engineering Command for work at Naval Air Station Oceana.

PRE-PROPOSAL INQUIRIES
PPI#1
QUESTION: Reference Dwg# G: Can the government provide the design team with any record/as-built drawings and CAD files?
RESPONSE: CAD files and record/as-builts drawings are not available.
PPI#2
QUESTION: Reference Dwg# E: In the RFP, it states that the exhaust vent stack for the generator must be extended 4ft above the highest part of the roof or per referenced codes if greater. The intent is to keep the exhaust from the generator going into the HVAC air intakes of the building. If it is determined that there are no intakes in the vicinity of where the generator is to be located and the potential is low, is it acceptable to exhaust out of the top of the pre-packaged generator?
RESPONSE: Exhaust vent stack is to be installed as stated in the RFP.
PPI#3
QUESTION: Reference Dwg# E: If it is determined that there isn't enough working clearance space in the server room to house the ATS because the RFP calls out for it to be bypass isolation which increases the footprint, is it acceptable to install it exterior to the building?
RESPONSE: If the ATS cannot be installed in the Server Room, the preference is that the ATS be installed inside the building.
PPI#4
QUESTION: Reference Dwg# E: It mentions that the fuel tank for the generator needs to be stainless steel but doesn't say that the generator enclosure needs to be. It just needs to have a factory coating applied suitable for the severe corrosive environment present at the building. Please confirm if the generator enclosure can be a standard steel or aluminum, sound attenuated, weatherproof enclosure with a factory corrosive resistant coating applied to it.
RESPONSE: The enclosure is to be steel. See Technical Changes below.
PPI#5
QUESTION: Reference Dwg# E: In the RFP, it calls out that the generator sub-base tank has to be stainless steel (SS). In this region, it is very uncommon that generators are provided with SS sub-base diesel fuel tanks. Tanks of this nature are common further south in areas such as the panhandle and around the Gulf of Mexico. Usually here, it's the enclosure for the generator that is SS and the tank is painted and coated with a corrosive resistant coating. Is it acceptable to provide a standard steel tank that is factory painted and coated with a corrosive resistant coating to withstand the elements for this area in-lieu of having a stainless steel fuel tank?
RESPONSE: As stated in the RFP, the tank is to be stainless steel.

PPI#6
QUESTION: Reference Dwg# E: The RFP did not speak on whether or not if the electrical feeders supplying power to Panel NTP are to be replaced back to its source or spliced and extended to the ATS. These feeders will connect on the Utility/Normal side of the ATS and Panel NTP will connect on the Load side. Please confirm if the existing feeders for Panel NTP are to be replaced back to its source or should the feeders be spliced and rerouted to the location of the ATS?
RESPONSE: New electrical feeders to Panel NTP are to be installed. See Technical Changes below.
PPI#7
QUESTION: Reference Dwg# E: While on site, it was observed that there is natural gas available to the building.
Would the Government be open to a natural gas generator in lieu of a diesel driven one?
RESPONSE: As stated in the RFP, the generator is to be diesel driven.
PPI#8
QUESTION: What is the rating of the exterior wall in the NMCI Server Room of the building?
RESPONSE: The rating is unknown.
PPI#9
QUESTION: Please confirm there are no sustainability requirements and/or requirements for an LCCA for this project.
RESPONSE: There are not sustainability requirements and/or LCCA requirements for this project.
