The purpose of this amendment is to provide the following:
1. Revised Pre-Proposal Inquiry (PPI) Responses
Question # Question Government Response
Drawing No.: G-003 / Note No.: 4. States:
"CONTRACTOR MUST CLEAN HAUL
VEHICLES AND TIRES OF SEDIMENT
PRIOR TO EXITING THE PROJECT SITE.
ANY SEDIMENT DEPOSITED ON PUBLIC
ROADWAYS MUST BE REMOVED
IMMEDIATELY AND RETURNED TO THE
CONSTRUCTION SITE. WASHING THE
ROADWAY OR SWEEPING DEPOSITS INTO
ROADWAY DRAINAGE COURSES IS
PROHIBITED". Can the contractor power wash tires on the inside of building before exiting the
South Overhead Door? Will a DEP Soil Erosion
Control Permit be required with the State of PA.?
Can contractor use a street sweeper for exterior to capture any residual sediment stuck on trucks?
NSWCPD Input: Soil shall be treated as regulated waste unless proven to be clean soil free of contaminants - as such, water used to clean construction vehicle tires must be collected and treated as regulated waste if the soil has not been tested and proven to be clean soil free of contaminants. In lieu of or in combination with water cleaning, mechanical cleaning of tires (e.g., brushing tires) may be considered. Given work is located inside Building 77H, a permit for this particular inquiry is not required. Street sweepers may be used as a reaction to soil that is left on the streets by vehicles but not as a primary control. If streets are soiled after other controls are used, a street sweeper is one option for cleaning up residual soil on the streets. Contractor is not allowed to store motor vehicles such as dump trucks, pick-up trucks, cars, etc. in B77H.
The area of work can be used for storage of materials, dumpsters, cranes, aerial work platforms, etc. Contractor must implement exhaust controls for motorized vehicles operated inside B77H. Use of electric or propane powered machinery is encouraged. As indicated in the specifications, doors must remain closed until they need to be opened for equipment entering or leaving the building and must be constantly monitored by authorized individuals when open; doors may not be kept in the open position unless specifically opened to accommodate vehicle/material/equipment transport through the opening. Exhaust controls and mitigation measures must be included with the Contractors accident prevention plan and must be submitted for review and approval. Controls must be OSHA and EM 385-1-1 compliant. Examples of controls include:
1. Piping exhaust to a temporary opening(s) the B77H envelope. Exhaust and/or ventilation systems must maintain a secure building envelope at all times.
2. Providing muffler scrubbers on vehicles.
3. A program to monitor the atmosphere to ensure readings do not exceed permissible exposure limits.
4. Controls to prevent accumulation of hazardous gases.
The mechanical demolition drawings request removals of piping systems throughout the site, however there is no indication regarding what specifications need to be met for the capping requirements of these piping systems. The drawing only highlights general locations where the piping is to be severed. Please advise if there are any requirements for the piping systems after demolition activities.
There is no intent to extend any of the piping systems after demolition activities are completed. The piping indicated to be capped is to be fully terminated at the points indicated. Refer to Specification Section 02 41 00
'Demolition' for additional information about demolishing piping systems
(specifically paragraph 3.1.15).
Can NSWC provide a test schedule in order to better plan the sequencing and demolition schedule?
Refer to the response to Question 4 to understand how testing operations may impact demolition work activities. A schedule will not be shared at this point in time as it does not extend to the anticipated start date of this project. Schedule details for ongoing testing will be shared (to a limited extent) with the prime contractor routinely throughout the demolition project.
Are there any special requirements for vehicles that are needed to enter the construction zone with respect to security and vetting for both operators and vehicles?
All personnel must be badged as detailed in Specification Section 01 14 00.
Refer to the same specification section for vehicle inspection requirements.
