The purpose of this amendment is to provide the following:

1. Pre-Proposal Inquiry (PPI) Responses

Question

Reference Question Government Response

Page Section Paragraph

The contract duration states 280 calendar days.

This equates to 40 weeks or 200 working days, not including no work holidays. This is a very aggressive duration which will require extra shifts and overtime. Is the government willing to extend the duration to help keep cost down? This would also impact general conditions cost for field management team.

The Government is unable to extend the duration of the contract

Can the government provide the name of the current Vibration Monitoring Consultant being used for the current ongoing Demolition project?

There is currently no vibration monitoring being performed by the demolition contractor(s) actively working in Building 77H within the project work site. The scope of the demolition work that is ongoing is significantly different than the scope in this solicitation.

Can the government confirm the Maximum

Decibel Range Allowed for noise and the

Maximum Seismic Vibration Range Allowed? This is critical to what type of demolition means and methods can be utilized without disruption to

NSWC current testing operations.

[NOISE]: The maximum noise levels permitted are as provided in OSHA standards and regulations (refer to Parts 1910 and 1926) and the United States

Army Corps of Engineers

(USACE) Safety and Health

Requirements Manual (EM 385-

1-1). Note that noise thresholds vary based on continuous sources or impulse/impact sources.

[VIBRATION]: There is no historic data available to understand what level of vibrations will impact ongoing testing and the associated data collection. The Government will perform mock testing during the initial demolition work to understand how demolition work translates into testing data collection and will determine if specific actions are required to mitigate impacts to testing operations. Refer to the response to Question 4 for additional details on work site restrictions.

Restrictions / Page No.: 06 / Paragraph No.: 1.5.4

Occupied and Existing Buildings. States: "The

Navy will be conducting tests and performing around Building 77 High during the construction period. Contractor must coordinate with other contracts in and coordinate their work with the

Navy's operations, equipment testing schedule, and other contractors. Navy's activities or testing

The contractor shall assume a maximum of thirty minutes each work week (in total) will require work activities generating significant levels of vibration to be paused for the duration that data is being collected for testing within the shock and vibration laboratory; examples of activities schedule will make areas of the building and doors unavailable to the Contractor for certain periods of time". Can NAVFAC / NSWC confirm the testing days we CAN NOT work due to the above items so we can factor into the already aggressive 200 working day schedule.

that would require work to be paused include but are not limited to jackhammering& ripout of concrete floor, sawcutting of concrete foundations, soil excavation or grading, or operation of heavy equipment within 50 feet of the shock and vibration laboratory. Each data collection period lasts approximately five minutes or less and may occur up to four times in a day. Activities requiring limited vibration will be coordinated with the

Contractor(s) at reoccurring meetings and with each lookahead schedule to ensure work is coordinated to minimize interuptions to both Contractor work and Government testing. It is not anticipated nor should it be bid that testing will require a contractor to shut down completely for an entire work day but the aforementioned restrictions still apply.

Identification Badges. It reads after approval of

5512 Base Pass contractor's employees or representatives will report to Security Building

No.: 29 with a completed I-9 form. Are I-9's now part of the base pass process?

I-9 forms are not required to be submitted with 5512s and photo identification for badging but may be requested in some cases to verify employment eligibility.

Drawing No.: G-003 / Note No.: 4. States:

"CONTRACTOR MUST CLEAN HAUL

VEHICLES AND TIRES OF SEDIMENT PRIOR

TO EXITING THE PROJECT SITE. ANY

SEDIMENT DEPOSITED ON PUBLIC

ROADWAYS MUST BE REMOVED

IMMEDIATELY AND RETURNED TO THE

CONSTRUCTION SITE. WASHING THE

ROADWAY OR SWEEPING DEPOSITS INTO

ROADWAY DRAINAGE COURSES IS

PROHIBITED". Can the contractor power wash tires on the inside of building before exiting the

South Overhead Door? Will a DEP Soil Erosion

Control Permit be required with the State of PA.?

Can contractor use a street sweeper for exterior to capture any residual sediment stuck on trucks?

NSWCPD Input: Soil shall be treated as regulated waste unless proven to be clean soil free of contaminants - as such, water used to clean construction vehicle tires must be collected and treated as regulated waste if the soil has not been tested and proven to be clean soil free of contaminants. In lieu of or in combination with water cleaning, mechanical cleaning of tires (e.g., brushing tires) may be considered. Given work is located inside Building

77H, a permit for this particular inquiry is not required. Street sweepers may be used as a reaction to soil that is left on the streets by vehicles but not as a primary control. If streets are soiled after other controls are used, a street sweeper is one option for cleaning up residual soil on the streets.

Can the weights of the doors Diesel Test Facility be confirmed for bidding purposes to confirm equipment needed to remove?

Weights of doors are unknown.

Please refer to Reference

Drawings, specifically NAVFAC

Dwg No. 2163653 and No.

2163654 for door construction description. Doors appear to be 4" thick with steel plates and acoustical material between the plates.

Can a second site visit be scheduled for sub-contractors and vendors who could not attend 1st one?

Per the RFP, only one

Government sponsored site visit will be held.

Description of work: partial demolition of existing components and systems in Building 77H

- Preconstruction survey: Submit a preconstruction survey plan and perform the survey at structures and property within 200 ft of construction activity plus 2 additional locations as specified by the

Government.

- Initial Tests: Run initial tests for construction activity to determine typical and maximum vibration levels

- Develop a Vibration Monitoring Plan (that includes monitoring locations and maximum PPV criteria)

Locations of interest: the Specs specifically lists 5 locations of interest (below). Other monitoring locations may be recommended by the vibration monitoring consultant. It also asks for 2 additional instruments, locations of which will be determined by the Government (so a min of 7 required).

"The Contractor's attention is directed to the following specific locations for consideration, which are located in the project vicinity."

1. Shock and Vibration Lab: to remain operational during construction (I think since this lab will remain operational during construction, it needs a seismograph.)

2. DDG-51 Test Site. (to be demolished)

3. Volumetric Flow Calibration Lab:

demolish building components and systems (to be demolished)

4. Generator Protection Lab: couldn't find it on plans. Might be good to ask about its location.

5. Building 77H Roof.

- Postconstruction survey: Submit a postconstruction survey plan and perform the survey at affected structures and utilities plus 2 additional locations as specified by the

Government.

For reference, DDG-51 is not being demolished. Volumetic flow lab is not being demolished or modified (not directly at least).

Generator protection lab is not relevant to this work. Building

77H roof is applicable.

Can NAVFAC provide weights for the roof exhaust stacks and silencer weights for required rigging permits and plans?

Weights are unknown for exhaust roof stacks or silencers.

Information known at this time has been incldued in the RFP package.

The mechanical demolition drawings request removals of piping systems throughout the site, however there is no indication regarding what specifications need to be met for the capping requirements of these piping systems. The drawing only highlights general locations where the piping is to be severed. Please advise if there are any requirements for the piping systems after demolition activities.

"There is no intent to extend any of the piping systems after demolition activities are completed. The piping indicated to be capped is to be fully terminated at the points indicated.

Can NSWC provide a test schedule in order to better plan the sequencing and demolition schedule?

Are there any special requirements for vehicles that are needed to enter the construction zone with respect to security and vetting for both operators and vehicles?

Refer to Specification Section 02

41 00 'Demolition' for additional information about demolishing piping systems (specifically paragraph 3.1.15). "
