About this file

This solicitation is for maintenance and new dredging services at Naval Station Norfolk in Virginia. The work involves dredging approximately 40,000 cubic yards of material at the Degaussing Station Range within the Entrance Reach Channel via clamshell/bucket dredging. Fiberglass tubes, concrete tubes, and cabling will also be removed. An additional 700,000 cubic yards will be dredged around existing piers at the Naval Station waterfront. As an option, up to 550,000 additional cubic yards can be dredged in specified areas. All dredged material will be barged to an ocean disposal site or land-based disposal site. The minimum production rate for dredging is 7,000 cubic yards per 24-hour period. The solicitation was issued by the Naval Facilities Engineering Command.

GEOTECHNICAL DATA REPORT

Underwater Electro-Magnetic Measurement System (UEMMS) Norfolk Harbor Entrance Reach Channel Norfolk, Virginia

Schnabel Reference 22330030 July 8, 2022

July 8, 2022

Mr. Woody Bottom Marine Solutions 225 Industry Parkway Nicholasville, KY 40356

Subject: Project 22330030, Geotechnical Data Report, Underwater Electro-Magnetic Measurement System (UEMMS), Norfolk Harbor Entrance Reach Channel, Norfolk, Virginia

Dear Mr. Bottom:

SCHNABEL ENGINEERING, LLC (Schnabel) is pleased to submit our geotechnical engineering report for this project. This study was performed in accordance with our Subcontract Agreement dated March 4, 2022.

SITE AND PROJECT DESCRIPTION

The site is in the Norfolk Harbor Entrance Reach Channel, about 10,300 f t north of Naval Station Norfolk and about 5,000 f t west of the south island of the Hampton Roads Bridge Tunnel. The site is in the center of the channel, with the existing mudline at about El -60. A Site Vicinity Map is included as Figure 1.

The U.S. Army Corps of Engineers (USACE) is widening and deepening the Port of Virginia, making it one of the deepest ports on the East Coast. USACE will deepen the Norfolk Channel f rom 60 to 62 f t below Mean Lower-Low Water (MLLW) level. This will directly af fect the Naval Station Norfolk Degaussing Range and will require complete demolition of the existing array within the channel boundaries, and the construction of a new array at a dif ferent location within the channel. The existing UEMMS, also located in the Norfolk Harbor Entrance Reach Channel, currently provides ranging services to U.S. Navy ships homeported at or visiting Naval Station Norfolk, VA. The range consists of 27 sensors and is centered on the navigation channel at approximately 60 feet below MLLW.

The array is used to acquire and analyze the magnetic and electric f ield signatures of surface combatants and submarines. With this information, on-board degaussing systems can be evaluated, and calibrated if necessary, to reduce the vessel’s susceptibility to electro-magnetic threat systems (i.e. seaborne magnetic mines or magnetic anomaly detection systems).

We obtained the site and project information f rom the Scope of Architect-Engineer Services document dated May 2021, and communication with your of fice.

SUBSURFACE EXPLORATION AND TESTING PROGRAM

We performed a subsurface exploration and f ield testing program to identify the subsurface stratigraphy underlying the site and to evaluate the geotechnical properties of the materials encountered. This program included test borings and soil laboratory testing. Exploration methods used are discussed below. The appendices contain the results of our exploration.

Subsurface Exploration Methods

Test Borings

Our subcontractor, Fishburne Drilling, Inc., drilled three test borings under our observation on June 14 and 15, 2022. The Standard Penetration Test (SPT) was performed at selected depths in the borings.

Appendix A includes specif ic observations, remarks, and logs for the borings; classif ication criteria; drilling methods; and sampling protocols. Figure 2 is included at the end of this report and indicates the approximate test boring locations. We will retain soil samples up to 45 days beyond the issuance of this report, unless you request other disposition.

The SPT samples were obtained using a hydraulically driven automatic trip hammer (ATH). Most correlations with SPT data are based on N-values collected with a safety hammer. The energy applied to the split-spoon sampler using the ATH is about 33 percent greater than that applied using the safety hammer, resulting in lower N-values. The hammer blows shown on the boring logs are uncorrected for the higher energy.

Soil Laboratory Testing

Our laboratory performed tests on selected samples collected during the subsurface exploration. The testing aided in the classif ication of materials encountered in the subsurface exploration. The results of the laboratory tests are included in Appendix B and are summarized for each stratum in the Site Geology and Subsurface Conditions section of this report. Selected test results are also shown on the boring logs in Appendix A.

SITE GEOLOGY AND SUBSURFACE CONDITIONS

Site Geology

We reviewed existing geologic data and information in our f iles. Based on this review, the soils on this site consist of recent alluvium f rom the Holocene era underlain by the soils of the Tabb Formation. At the depths explored, only the recent alluvium was encountered in the borings.

Generalized Subsurface Stratigraphy

We observed water depths of 60 to 62 f t at the boring locations at the time of drilling. Borings B-01 and B-03 were started at low tide and boring B-02 was started at high tide. We characterized the following generalized subsurface stratigraphy below the mudline, based on the exploration and laboratory test data included in the appendices.

July 8, 2022 Page 3 Schnabel Engineering, LLC

Stratum A1: Fine-Grained Alluvium

At the mudline and interlayered with the coarse-grained soils of Stratum A2, the borings encountered f ine-grained alluvial soils consisting of fat clay (CH) and lean clay (CL) with varying amounts of sand, mica, and shell f ragments to depths of about 27 to 32 f t below the mudline, about EL -88.9 to -93. These high plasticity soils have liquid limits of 39 to 85 and plasticity indices of 22 to 57. The natural moisture contents measured were about 46 to 79 percent. Based on the Standard Penetration Tests performed, this stratum is very sof t: N ≤ 2.

Stratum A2: Coarse-Grained Alluvium

Below the mudline and interlayered with the f ine-grained soils of Stratum A1, the borings encountered coarse-grained alluvial soils consisting of clayey sand (SC), silty clayey sand (SC-SM), silty sand (SM), and poorly graded sand with silt (SP-SM) to the maximum depth of exploration, about 40 f t below the mudline (approximately EL -102.3). Atterberg limit testing performed on samples representing Stratum A2 indicate the f ines f raction of these soils are low to moderate plasticity having liquid limits of 23 to 43 and plasticity indices of 2 to 25. The natural moisture contents measured were about 24 to 51 percent.

Based on the Standard Penetration Tests performed, this stratum is very loose to medium dense: N ≤ 16.

SUBSURFACE EXPLORATION DATA

Subsurface Exploration Procedures General Notes for Subsurface Exploration Logs Identif ication of Soil Boring Logs, B-01 through B-03

SUBSURFACE EXPLORATION PROCEDURES

Test Borings – Mud Rotary

Drillers advanced the borings using mud rotary drilling techniques. The boring is advanced with a drill string consisting of a 3⅞-inch diameter tri-cone roller bit attached to A-sized drilled rods. Bentonite drilling f luid is pumped through the drill rods to f lush cuttings to the surface. The borehole remains full of drilling f luid to maintain the sides of the borehole. At the designated depth, the drillers removed the drill string and performed the Standard Penetration Test (SPT).

Standard Penetration Test Results

The numbers in the Sampling Data column of the boring logs represent Standard Penetration Test (SPT) results. Each number represents the blows needed to drive a 2-inch O.D., 1⅜-inch I.D. split-spoon sampler 6 inches, using a 140-pound hammer falling 30 inches. The sampler is typically driven a total of 24 inches. The f irst 6 inches are considered a seating interval. The total of the number of blows for the second and third 6-inch intervals is the SPT “N value.” The SPT is performed according to ASTM D1586.

Soil Classification Criteria

The group symbols on the logs represent the Unif ied Soil Classif ication System Group Symbols (ASTM D2487) based on visual observation and limited laboratory testing of the samples. Criteria for visual identif ication of soil samples are included in this appendix. Some variation can be expected between samples visually classif ied and samples classif ied in the laboratory.

Pocket Penetrometer Results

The values following “PP=” in the sampling data column of the logs represent pocket penetrometer readings. Pocket penetrometer readings provide an estimate of the unconf ined compressive strength of f ine-grained soils.

Boring Locations and Elevations

Borings locations were located using sub-centimeter GPS equipment. Approximate boring locations are shown on Figure 2. Water surface elevations at the boring locations were obtained f rom the GPS and are indicated on the boring logs. Locations and elevations should be considered no more accurate than the methods used to determine them.

GENERAL NOTES FOR

SUBSURFACE EXPLORATION LOGS

1. Numbers in sampling data column next to Standard Penetration Test (SPT) symbols indicate blows required to drive a 2-inch O.D., 1⅜-inch I.D. sampling spoon 6 inches using a 140 pound hammer falling 30 inches. The Standard Penetration Test (SPT) N value is the number of blows required to drive the sampler 12 inches, af ter a 6 inch seating interval. The Standard Penetration Test is performed in general accordance with ASTM D1586.

2. Visual classif ication of soil is in accordance with terminology set forth in “Identif ication of Soil.”

The ASTM D2487 group symbols (e.g., CL) shown in the classif ication column are based on visual observations.

3. Estimated water levels indicated on the logs are only estimates f rom available data and may vary with precipitation, porosity of the soil, site topography, and other factors.

4. Refusal at the surface of rock, boulder, or other obstruction is def ined as an SPT resistance of 50 blows for 1 inch or less of penetration.

5. The logs and related information depict subsurface conditions only at the specif ic locations and at the particular time when drilled or excavated. Soil conditions at other locations may dif fer f rom conditions occurring at these locations. Also, the passage of time may result in a change in the subsurface soil and water level conditions at the subsurface exploration location.

6. The stratif ication lines represent the approximate boundary between soil and rock types as obtained f rom the subsurface exploration. Some variation may also be expected vertically between samples taken. The soil prof ile, water level observations and penetration resistances presented on these logs have been made with reasonable care and accuracy and must be considered only an approximate representation of subsurface conditions to be encountered at the particular location.
