NOTE: Seventy-five (75%) percent of the barge material is pier piling that must be cut into pieces in order to fit into 40 CY containers. A 40 CY container filled with barge materials may weigh as much as 60,000 to 80,000 pounds. The Contractor shall respond to requests for services within seventy-two (72) hours of issuance of a task order. Orders shall be completed within five (5) working days; for each additional four (4) boxes ordered one (1) working day will be added to the completion time.
| A720 | Street Sweeping | The Contractor shall use a commercial vacuum sweeper that is an engine driven, self- propelled, pick-up type, for cleaning of streets, roads, paved parking lots and other stabilized areas. Sweeper shall effectively sweep dirt, debris and pickup up steel nails etc. from streets, roads, paved parking lots and other stabilized paved areas. The vacuum sweeper shall, in one pass, sweep and retain not less than 95% percent of the materials while traveling at the manufacturer’s recommended sweeping speed. Sweeper shall be capable of passing over metal obstructions, extending not less than two inches above pavement, while sweeping at the manufacturer’s recommended sweeping speed, without damage to any part of the sweeper. Identified areas inaccessible to mechanized sweeping shall be swept using brooms or other approved methods. The Contractor shall properly dispose of waste collected during street sweeping operations. | A721 | Policing of Areas | The Contractor shall clean identified areas including streets, waterfront piers, open lots, parking lots, grounds, including lawn and recreation areas, special event areas and areas around buildings. Cleaning includes but is not limited to the removal of items, (i.e., cigarette butts, paper, paper products, wood, metal, construction debris, cans, sandblast grit, grass cuttings, leaves and tree trimmings that do not weigh in excess of 40 pounds for each person handling the material). Material picked up while cleaning shall be placed in appropriate Contractor or Government furnished containers for proper disposal. | A723 | Filling and Storing Sand Bags | The Contractor shall furnish polypropylene sand bags meeting specifications MIL-B-52472C of 8 Sept. 87 that supersedes Mil-B-52472B(ME) dated 18 August 69. Fill and store sandbags, weighing 40 pounds each, using Contractor-furnished masonry sand and 16 gage stainless steel tie wires 12” long. Sandbags shall be filled off Government property. Deliver sandbags stacked in piles of 50 each and properly banded on Contractor-furnished pallets. Transport, cover with Contractor furnished 6 mil dark- colored polyethylene and store on Government property at a site as directed by the Contracting Officer. Polyethylene shall be securely fastened to prevent being torn or blown away by high winds. | A724 | Placing Sandbags | The Contractor shall transport the sandbags from storage and place them at various locations subject to flooding to establish barricades in accordance with NNSY Drawing No. 32018, “Plan of Waterfront and Protective Sandbagging”, or as directed by the Contracting Officer. This item is usually ordered in advance of a threatening hurricane or storm threat. The Contractor shall respond within one hour of notification and work until all work is completed. | 20,000 | EA |
| A725 | Remove and Dispose of Sandbags | The Contractor shall remove previously placed sandbags within five working days upon request from the Contracting Officer. The Contractor shall stack sandbags that are free of holes, tears, punctures or other defects that may affect serviceability, in piles of 50 each and properly band them on Contractor-furnished pallets. The Contractor shall cover the sandbags with Contractor furnished 6 mil green polyethylene which shall be securely fastened to prevent being torn or blown away by high winds. The Contractor shall deliver the sandbags to a storage location for reuse as directed by the Contracting Officer, and report the number of sandbags that were collected for reuse to the Contracting Officer. The Contractor shall dispose of unserviceable sandbags off of Government property according to Federal, state and local laws. | A726 | Disposal of Refrigerant Containing Appliances and Equipment | When notified the Contractor shall provide pickup and disposal of freon containing appliances. Prior to disposal the Contractor shall remove and store all remaining freon in the appliance. The Contractor shall dispose/recycle the freon as per Federal EPA, State and local requirements. Contractor personnel shall be certified to perform this procedure. The Contractor shall complete work within three working days after notification to proceed. | 2,000 | EA |
| A727 | Transport of Gas Cylinders, NNSY | When notified the Contractor shall transport full or empty gas cylinders in Government furnished containers from one location to another not to exceed 50 miles one way. NOTE: Gas cylinders contain acetylene, oxygen, nitrogen, and argon used in welding operations. The Contractor shall be required to pickup cylinders from Building 1567 and/or various locations, and stop at Building 276 to have cylinders weighed and manifest documentation prepared for off yard transportation. Once the cylinders are weighed, the Contractor shall transport the cylinders in accordance with Highway Transportation Code Regulations, Title 49 to the Norfolk Naval Base, Norfolk, Virginia. This line item includes delivery of full/empty gas cylinders from one location and returning with full/empty empty cylinders. Gas cylinders will be loaded and unloaded by Government personnel. The Contractor shall be required to transport gas cylinders only in Government owned modified refuse containers. | A728 | Preparation for Inclement Weather (NNSY Only) | When notified the Contractor shall empty approximately (190 ea.), 30-Gallon stone contaiers and approximately (200 ea.), 95 Gallon tote containers located inside the CIA. The Contractor shall remove the lids from the 30-gallon containers and store inside Bldg. 1460. The Contractor shall remove the 95-gallon totes from the CIA and store them instde Bldg. 1460. Approximately (83 ea.) small, 3 to 8 CY and (60 ea.) large, 10 to 40-CY containers, including frontload and roll-off, shall be removed from the controlled industrial area. The contractor shall contact SPSA and DRMO for their cooperation in extending the hours of operation to dump containers to minimize the possibility of scattered debris. Containers unable to be emptied shall be placed inside various buildings to include Buildings 163, 202, and 172. Containers may also be placed in the supply area around and between Buildings 463, 464, as well as Building 1460. Should these areas be unavailable, the contractor shall request staging containers around Building 1460, 260, and 1499 parking lot. | 3 | EA |
| The Contracting Officer shall notify Code 106 and request authorization to extend the permitted hours of operation at the tipping floor for segregation of materials. The Contractor shall respond within one hour of notification, request that SPSA remains open and work until all containers are emptied and relocated as directed. Upon notification by the Contracting Officer that the threat has passed, the Contractor shall return the totes and containers to their original location within twenty-four (24) hours. The Contractor shall reinstall lids and provide new bags in the 30 gallon stone and barrel containers. | ||||

Should these areas be unavailable, the contractor will be advised of alternate locations to ensure assets are protected during the event.
