This is NOT a request for a quote, proposal, or invitation for bid. The intent of this Pre- Solicitation synopsis is to notify potential offerors of the upcoming solicitation for the Forestry Services at Marine Corps Base Camp Lejeune, and Marine Corps Air Station-New River, Jacksonville, North Carolina.

The contractor shall provide all labor, supervision, management, tools, materials, equipment, transportation, incidental engineering, and other items necessary to provide general services necessary to keep location and forestry areas maintained per the specifications. The proposed contractor shall comply with all applicable licenses, certifications and permits required by Federal, State, and Local Regulations.

The work includes, but is not limited to, chemical and mechanical site preparation to be performed, as needed, on recently harvested forest stands to facilitate hand planting 520 improved NC Forest Service containerized longleaf pine seedlings per acre. A maximum of 2000 acres will be site prepped and planted per year. A maximum of 1,040,000 seedlings will be supplied per year. Chemical treatment for Red-Cockaded Woodpecker (RCW) Habitat improvement will be performed, as needed, on a maximum of 250 acres per year. Wildlife Clearing/Food Plot Management and Turtle Nesting Aerial Survey, and Aquatic Plant & Weed Control. The Contractor shall provide personnel with the training, qualifications, technical knowledge, experience and skills required for efficient operations within the environmental function. All work requires appropriate licensing and will follow guidelines located in the NC Forestry Best Management Practices Manual, revised in 2021

The required North American Industry Classification System (NAICS) code for this requirement is 115310, Support Activities for Forestry Services with a size standard of $8,000,000.00 and will be verified. This procurement will be set-aside for a Small Disadvantaged Businesses.

The applicable Service Contract Act (SCA) Wage Determination is 2001-0233 Revision No. 45, Date of Revision: 03/15/2022. A complete copy of the wage determination can be found at http://www.wdol.gov/.

This is a Small Disadvantaged Businesses set-aside; therefore, due to the set-aside nature of this solicitation, and to ensure qualified offerors have the best opportunity to compete, joint ventures and teaming arrangements will not be allowed to compete.

The Government anticipates awarding an Indefinite Delivery/Indefinite Quantity (IDIQ) type contract with a base period of one (1) year plus four (4) twelve-month option periods, to be exercised at the discretion of the Government. The total term of the contract, if all options are exercised, will be for 60 months. The Contractor may be required to continue performance for an additional period not to exceed six (6) months under FAR clause 52.217-8, “Option to Extend Services”. In either case, the Government will not synopsize the options when exercised.

The Government intends to use FAR 15.101-2 Lowest Price Technically Acceptable (LPTA) and FAR 15.305(a) (2) Proposal evaluation procedures. The policies of FAR 3.6 – Contracts with Government Employees or Organizations Owned or Controlled by Them applies to all solicitation. The solicitation will utilize source selection procedures, which require offerors to submit information such as corporate experience, technical capability, price, (or cost), and past performance data in their proposal for evaluation by the Government.

The resultant contract will replace an IDIQ contract for services awarded 01 August 2017 that stood for a base period of (1) year and four (4) option periods. The present contract final period will expire 31 July 2022. The total estimated cost of the present contract is $6,205,132.25. This does not include the estimate cost for the following Scope of Work to this requirement: Turtle Nesting Aerial Survey estimated cost $77,646.00, Aquatic Plant & Weed Control estimated cost $15,000.00, Stocking Fish Ponds estimated cost $43,586.00 and Sea Oats estimated cost $93,750.00. The incumbent contractor is DDC Construction, Inc.

The solicitation will be available on or about 23 May 2022. The estimated date for receipt of proposals is 30 days after the solicitation issue date. The Government has the sole rights to cancel this announcement at any given time. This solicitation will be available in electronic format only. Qualified Contractors must be registered in the System for Award Management (SAM), which now maintains CCR, accounts at https://www.sam.gov. Please note the NAICS is 115310 and must be registered in SAM as SDB type.
