AMENDMENT 0002
Solicitation N40085-22-R-2509 Bullet Traps Operations, Maintenance, Repairs, and Lead Cleaning for Breach/Shooting Houses, and Indoor Ranges
This amendment should be acknowledged when your proposal is submitted. Failure to acknowledge may constitute grounds for rejection of your proposal.
1. Question: Will the Government only evaluate three (3) past performance examples or can the contractor submit up to five (5) total in consideration of technical capability to perform the service requirements? For example, a minimum of three (3) and a maximum of five (5).
Answer: The contractors are required to provided three (3) past performance, the three (3) past performance must match the reference for the technical experiences. If the contractor provides more than what is required, they are not following the instructions of the solicitation. This would be deem, non-compliant and a deficiency. A deficiency is rated not acceptable. A not acceptable rating is not considered for award.
2. Question: According to the pre-solicitation notice, proof of certification of the certified technician would be required in the proposal packet. However, on page 61 under Section F- Deliveries or Performances of the solicitation, we shall submit the certification, training, and licensing documents within 15 days of contract award. Please clarify.
Answer: The solicitation dictates the final requirements as stated in Section F.
3. Question: On page 93 under Section M- Evaluation Factors for Award, an item of the Price factor includes the completed proposed CLIN pricing and ELIN pricing. Is that to be completed in Section B - Supplies or Services and Prices provided on pages 4-11 in the solicitation and/or in Attachment # J-0200000-07 "Exhibit Line Item Numbers" provided on pages 41-65 of the attachments?
Answer: All pricing must be completed in Section B. pages 5 through 11 of the solicitation and all prices must be completed in Attachment J-0200000-07. (Revised Attachment J-0200000-07 provided)
4. Question: Are pages 56-65 in Attachment # J-0200000-07 "Exhibit Line Item Numbers" duplicates of the previous pages 41-55 for pricing?
Answer: Pages 56-65 in Attachment J-0200000-07 "Exhibit Line Item Numbers" are duplicates of the previous pages 41-55 for pricing. Page 41 through page 55 and page 56 – page 65 will be replaced with a revised Attachment J-0200000-07 in this amendment to correct another typo.
5. Question: If Attachment # J-0200000-07 "Exhibit Line Item Numbers" is the pricing sheet we use for submittal, where do we place the pricing for the possible 6-month extension?
Answer: A revision to the Attachment J-0200000-07 is provide. You are required to submit total sum pricing in Section B – Supplies or Services and Prices. The prices for the 6-month extension is at the end of the fourth option of Section B – Supplies or Services and Prices, which now has a revised format attached to this amendment. The Optional Extension of the fourth Option services will be less burdensome to both parties if the requirement is extended in increments of 1-month, 3-months, and 6-months.
6. Question: For ELINS A002AA-A002AD, B004AA - B004AD, C006AA - C006AD, D008AA - D008AD, E010AA - E010AD, is the $3,000,000 represented as a Not-To-Exceed (NTE) price? Also are ELINS B004AA
- B004AD, C006AA - C006AD, D008AA - D008AD, E010AA - E010AD supposed to be titled "Base Year" or should they be "Option Years"?
Answers:
Part 1. ELINS A002AA-A002AD, B004AA - B004AD, C006AA - C006AD, D008AA - D008AD, E010AA - E010AD, are Not-To-Exceed (NTE) prices and $3,000,000 represents the NTE amount per year.
Part 2. ELINS B004AA - B004AD, C006AA - C006AD, D008AA - D008AD, E010AA - E010AD are options years, see revised Attachment J-0200000-07 in this amendment.
7. Question: Page 10: Optional Extension of 4th Option Period - Please confirm if this pricing is required in the proposal submittal or if this is only there for future reference if necessary. Also, if it is part of this proposal -will it be factored into the overall price evaluations calculations?
Answer: The Option Extension of the 4th Option Period pricing is required in the proposal submittal, and will be factored into the overall price evaluation calculations.
8. Question: Please confirm if all on-site employees are required to have 40-hr HAZWOPER training since they will be most likely handling hazardous waste to fulfill the requirements of this contract.
Answer: Yes, the on-site employees handling hazardous waste are required to have 40-hr HAZWOPER training.
9. Question: We conservatively estimate that at least 500 miles per week must be driven in order to fulfill the inspection requirements based on the number of ranges, locations, and the overall size of the installation. Given the economic fluctuations in the cost of fuel, will the Government allow an equitable adjustment request should the cost of fuel significantly increase during the course of the contract?
Answer: This is a firm-fix price contract, no fluctuation for fuel cost will be considered for equitable adjustments.
10. Question: Please confirm if the contractor is responsible for the actual cost of disposal for all hazardous waste generated during this contract, to include the bullet trap, DCUs, and shooting houses locations. We understand this may include lead contaminated water, lead dust/debris, and other associated cleaning wastes.
Answer: The contractor shall dispose of all excess sample material, which includes lead contaminated water, lead dust/debris, and other associated cleaning wastes. Once a contract is awarded, it is the contractor’s responsibility for the removal and proper disposal of hazardous waste contaminates and must follow the instructions of Attachment J- 1502000-14, for the removal and transporting hazardous waste contaminates.
11. Question: Section 3.2.4 for the shooting houses indicates that the shooting houses are on a quarterly cleaning cycle, which conflicts with the ELIN pricing and cleaning frequency. Please confirm which is accurate.
Answer: Correction, “The Contractor shall perform Semi-annual lead cleaning of the (2000 sq. ft.) Brass Collection area at Landfill field testing and laboratory services to Building 978.
12. Question: Section 3.2.4 (pg. 55) - Please confirm the cleaning standard for this area.
Answer: Performed on a Semi-annual basis.
13. Question: Please confirm if the entire Safety, Factor 3 is limited to 2 pages in the proposal.
Answer: Factor 3, Safety submittal requirements is as follows: The Technical Approach to Safety narrative shall be limited to two (2) single-sided pages or one (1) double-sided page. (Confirmed)
14. Question: Please confirm if past performance will be evaluated and accepted for contracts that were performed under a Joint Venture structure.
Answer: Factor 4, Past Performance does not address the use of a Joint Venture structure; however, Factor 2, Corporate Experience states, “The Government will not evaluate projects performed by parent, affiliate, subsidiary, sister or any other company with a similar relationship to the offeror. Teaming arrangements and joint ventures are excluded from this competition.” Contractors have the instructions of Factor 2 to base their decision on the PPQ references to provide with their proposal.
15. Question: Please describe the terrain and access to move materials and waste drums so that the appropriate size/type of skid steer may be considered.
Answer: There are various terrains throughout the base, some may be gravel, paved roads, or grass areas.
16. Question: Please confirm if there are any unique requirements for the eleven (11) ISO containers (A001AN) on the ELIN schedule. Since these will be used for the storage of hazardous waste, we assume these containers must comply with requirements for hazardous waste storage/accumulation containment.
Answer: The containers should be leak proof and seal tight. The contractor is required to provide inspection sheets on all (11) ISO containers to the Base Environmental Management Division (EMD) on a weekly basis. Specifics can be addressed with EMD after award.
17. Question: Please confirm whether a full time Quality Control Inspector must be present on site at all times per the Key Personnel section 2.7.
Answer: No, a full time Quality Control Inspector is not required to be present on site at all times.
18. Question: Please confirm if any confined space entry is required for the performance of this contract.
Answer: There are no confined space entry requirements.
19. Question: It appears that there are several new requirements that have been added to the contract as compared to the previous contract requirement. In particular, there are 2 more bullet trap systems to inspect, more frequency of inspection services, the entire brass collection service requirements appear to be new to the contract, as well as many other requirements. Can you confirm if the overall new contract value is expected to increase based on the addition of these requirements to the consolidated contract structure?
Answer: It is highly probable that the contract value could increase.
20. Question: Amendment 1 posted contract values for the incumbent contracts. Please confirm that although these contracts have been consolidated, there appears to be new service requirements that have been added to the PWS compared to the previous contract. These include additional inspection frequencies, number of ranges (new locations), and brass room cleaning (to name a few).
Answer: Although the requirements for this performance work statement are the consolidation of two pervious services, new work was added to accommodate the customers’ needs in support of the Marines training.
21. Question: The ELIN listed under G-3/5, RTAM appears to have A001AX (Y?) in duplicate. Please confirm.
Answer: The ELIN listed under G-3/5, RTAM “AX” has a duplication error throughout the Attachment J-0200000- 07 and will be corrected with a revised Attachment J-0200000-07 with this amendment.
22. Question: Please confirm whether the semi-annual landfill cleaning requirements and quarterly lead cleaning are a new requirement for the consolidated shooting houses cleaning contract. These cleaning requirements include the collection areas at the landfill field testing and lab services to building 978 and for the contractor to ensure the facilities are in normal working order and function properly.
Answer: Building 978 Brass Collection at the Landfill is a new semi-annual service for this requirement.
23. Question: Can you provide the size of each range that is being cleaned and or decontaminated (length, Width, Height)? Without this information we cannot determine time and materials needed in those areas.
Answer: There are 13 bullets traps and 12 shooting houses and they all vary in size. Walls are rearranged for training exercises in the shooting houses. There is no available data to provide the length, width, or height for these areas. You can see most of the variations for the facilities at the site visit.
24. Question: PWS does not mention walls and ceilings included in decontamination, is this a requirement?
Answer: All indoor surface areas such as walls and floor surfaces must be cleaned.
25. Question: Concerning ranges with rubber backstop, will the facility be providing additional material (Rubber), or will this be supplied by contractor?
Answer: When repairs are required a non-reoccurring task order will be issued, which will require a request for quote (RFP); that should include cost for all needed materials.
26. Question: What is the size and dimensions of rubber range?
Answer: The actual size and dimensions of each complete berm rubber trap is not available, however most of the ranges have at least six (6) lanes.
27. Question: Is the facility or the contractor responsible for supplying filters for the ventilation and
DCU?
Answer: Air Filtration Filter Exchange is listed as a firm-fixed price item for this requirement.
28. Question: If contractor supplies filters what is the part numbers and supplier of filters?
Answer: The HEPA filters and Pleated filters sizes are in Attachment J-0200000-07. Once awarded the awardee can gather that information from each unit. There is no database with this information readily available.
29. Question: Who will supply drums for bullets monthly? The facility or contractor?
Answer: When repairs are required a non-reoccurring task order will be issued, which will require a request for quote (RFP); that should include cost for all needed materials.
30. Question: Who is responsible for disposal of Hazardous Waste? The facility or contractor?
Answer: The contractor is responsible for disposal of Hazardous Waste.
31. Question: Is there a contractor area where a Site Office, Conex for storage equipment, Port-A-
John, and work truck?
Answer: Some contractors have site offices aboard base; this contract has never required a lay-area for equipment or a site office. Contractor can use conex for storage of equipment.
32. Question: Is there somewhere we can stow a fuel tank?
Answer: Some contractors use conex containers to stow items at site locations with secured locks.
33. Question: Will contractor have internet access?
Answer: This requirement never required a need for internet access and no office space is provided.
34. Question: Is there any way to arrange a site visit to see all of the ranges prior to us bidding this work?
Answer: There will be a one-time only Site Visit scheduled on Thursday, 13 January 2022, at 8:00 AM.
