RFI RESPONSES

RFI 17: 3.1 Service Orders Can you clarify how this is going to work? The ELINS & addendum 1 indicate that service orders are “each” so we are estimating an average cost per service call to fill that out. This seems to be in conflict with the language in the IFB which states that emergency calls are not to exceed $500, Urgent & Routine are not to exceed $2,500. The “not to exceed” language implies that we are not billing at an “each” amount, but rather on a time and materials basis (page 87-89) Answer: the “Each” refers to the number of calls expected in a given Option Year. The dollar amounts associated with, are liability limits. I.e. the $2,500 amount is the amount a contractor is responsible for completing Urgent/Routine. The contractor will not exceed those limits, if the call is perceived to go over or is understood cannot be remedied at the $2,500.00 limit, the Contractor will contact the KO/PAR and inform them of the scope of work, at that point, the work may change into a Task Order.

RFI 18: 3.3 Inspections and Testing Program: Is the contractor responsible for paying the NAVFAC elevator inspector, any third party, or any other fees in addition to our labor costs?

Answer: No the Contractor is not responsible to pay any government employee, and should not be asked to. If the Contractor calls in a “sub- contractor”, the contractor will be responsible to pay the sub or any other non-government company associated will the work at hand.

RFI 19: Under the Freedom of Information Act, are you able to provide a copy of the 2016 bid results and current contract?

Answer:

HOW TO SUBMIT A FOIA REQUEST

SEND TO PROSPECTIVE REQUESTER – UPDATED 1-8-2020

"The Freedom of Information Act (FOIA) provides people with the ability to obtain access to federal agency records, except to the extent that such records (or portions of them) are protected from public disclosure by one of the nine exemptions or by one of three special law enforcement record exclusions." Paraphrased from the Department of Justice, Guide to the Freedom of Information Act.

RFI 20: 3.2 Preventative maintenance program – are there any frequency requirements for preventative maintenance

ie. Monthly or quarterly?

Answer: All frequencies of PM should be according to the OEM/Manufacture for that piece of equipment.

The Government cannot dictate any frequencies of inspection.

RFI 21: In previous iterations (prior years) the ELINS spreadsheet was broken out by quantity (unit count) and monthly (12) as Unit of Issue, are we able to edit each and submit pricing by this method as historically has been acceptable?

Answer: No. All unit of issue on these ELINS are correct (Each).

RFI 22: As was the case upon initial release of the Solicitation/RFP the quantities of elevators remain incorrect, will you be updating with the correct quantities and rereleasing?

Answer: Inventory attached to the Solicitation is correct and based on customer’s request. IF any customer decided to add or delete inventory they will request a mod after award.

RFI 23: RFI 4: 2.7.1.3 The SSHO or an equally-qualified Designated Representative/alternate shall be on-site at all times when work is being performed to implement and administer the Contractor's safety program and government-accepted Accident Prevention Plan – is it acceptable that a licensed technician may be also the safety officer (e.g. a licensed technician who also has met section 2.7.1.3 definition and requirements of being an SSHO)?

Answer: No. Per contract SSHO Spec “The Contractor shall provide a SSHO whose primary duty and responsibility is to prepare and enforce the Contractor’s safety program on this contract. The SSHO shall have fulfilled the following pre-requisite training and experiences before being hired as the SSHO under this contract…”
