RFI RESPONSES
RFI 1: When can we view the elevator equipment listed in this IFB in person?
A. No Site Visit will be conducted
RFI 2: Section 2.3.1 on page 15 references having 4 meetings per week. Is this meetings between the Otis staff and the Navy? Is this for the entirety of the contract?
A. Meetings between the Contractor and Government's representative start out monthly during the first 3 months of the contract. Once both Government and Contractor believe there are not issues or concerns the meetings can be rescheduled to Quarterly, semi-annual or annual.
RFI 3: What is the requirement to use Maximo for this contract for work order and maintenance completion? Is this just to provide a file, or are we expected to use the system directly?
A. Maximo sends work orders (Emergency, Urgent, Routine) to the contractor. Contractor will be responsible to submit flat files for inventory to be uploaded in Maximo (flat file if the contactor does not have Maximo)
RFI 4: 2.7.1.3 The SSHO or an equally‐qualified Designated Representative/alternate shall be on‐site at all times when work is being performed to implement and administer the Contractor's safety program and government‐accepted Accident Prevention Plan. Are our licensed mechanics able to be on‐site without an additional safety officer present?
A. The SSHO requirements noted under the Key Personnel should be strictly adhered to.
Either the SSHO or the Alternate SSHO will be on site at all time when work is being performed….
RFI 5: Page 77 – are all service calls billable at our listed rates on the ELINS document?
A. Recurring ELINS for Service Calls are covered under the funded award. ELINS. Non‐recurring ELINS will be ordered under a Task Order or GPC.
RFI 6: ELINS‐Are the quantities listed for service calls meant to be hours and we are listing hourly rate? Or is that intended to be the number of service calls and we are filling in the total estimated price per service call?
A. Please Note the Unit of Issue. Service calls are Each. See Spec Item 3.1 for performance objective of description detailed requirements for service calls.
RFI 7: ELINS ‐For non‐recurring work (A700‐A709) is the quantity intended to be the quantity of hours? Or the total for a job? For example A700 Hoist Ropes – quantity 40 – is that intended to be the total cost of a hoist rope replacement x 40, or cost of the labor per hour for a hoist rope replacement x 40 hours?
A. Please see Unit of Issue. A700‐A7009 are EA.
RFI 8: ELINS‐Pricing spreadsheet shows 71 elevators, spec lists 74‐ how many elevators are in total?
A. Please clarify the Spec List you are referring too.
RFI 9: ELINS‐Are the emergency service calls line items on the ELINS spreadsheet intended to be our overtime rate?
A. Not all Emergencies are after hours.
RFI 10: ELINS‐If the quantity of service calls listed on the ELINS recurring costs is exceeded, is that covered under the IDIQ non‐recurring and billed as additional?
A. If the quantity for the current year is depleted customers will be required to order from the IDIQ/Non‐Recurring ELINS.
RFI 11: Do we need to fill out and submit pricing on pages 179‐183 of the IFB document or just on the spreadsheet?
A. Both pages 179‐183 and on the spreadsheet
RFI 12: ELINS‐ A709‐ Can you clarify what you are looking for us to fill in for cell F19? Is cell D19 intended to be a material budget for the year? If that’s the case, what would we be completing in cell F19?
A. The Government cannot determine all material that may be needed. This ELIN will cover material not covered under the Non‐Recurring/IDIQ ELINS.
RFI 13: The attachment contains 246 pages. Shall the offeror submit all of these pages of the attached back to you along with the pricing information? Or shall the offeror only need to submit items 1, 2, and 3 as stated on page 6?
A. Please submit all required fill in clause information if contractor is directed to fill out. Pages 2, 3, and 6, as well as the ELINS filled out are essential for bid opening documentation.
RFI 14: Please confirm the referenced “CLINS” (Contract Line Items) that need to be priced are what is on pages 179 – 183 of 246, or if there is another attachment that offerors need to obtain from you.
A. Pages 179‐183 (CLINS) shall be completed with solicitation as well as ELINS provided as attachment in SAM.gov RFI 15: Page 3 of 246 Section 9 Titled “Contract Line Items” sub‐section a. references that the ELINS schedule is attached as a spreadsheet titled “Bid Schedule Elevator Services”, Can you please provide this spreadsheet or let us know where to obtain it as there is not one attached. When reviewing the document, I can see that age 64 of 246 is blank without a spreadsheet attachment provided.
A. Please see updated ELIN Schedule provided with this amendment dated 5/28/2021 RFI 16: Page 191 of 246 section d, for which I have copied below, references annual representations and certifications that must apply to this solicitation. My question regarding this is if KONE is required to do this annual representation and certification again for this Newport bid, or if what we have from our Groton submittal suffices as we are the same organization.
A. If you have completed Reps and Certs before, please provide correspondence to them. New London information will be satisfactory.
