About this file

This document provides an amendment to a solicitation for two graving dock caissons for the Portsmouth Naval Shipyard. The amendment extends the proposal due date to February 15, 2021, provides responses to 18 pre-proposal inquiries, and clarifies several specification requirements. Key details include: the scope of work involves fabrication and delivery of two steel caissons with mechanical and electrical systems for integration with a new dry dock; responses address questions on fire alarm wiring, access hatch drawings, engineering seal requirements, submittal needs, concrete installation, pump details, and check valve specifications; and the proposal due date is extended to allow additional time for responses.

Fire and flooding Alarm System

Please indicate the quantity and type of King Fisher transmitter zones

The operations deck of the caisson is considered one zone.

2 OE606 Fire and Flood Alarm Wiring Diagram

OE606 Wiring for the heat detectors, manual pull stations and duct smoke detectors is shown as LS2SWU-3 (18-6(3-Shielded Twisted Pairs)). This type of wiring is not compatible with the King-Fisher provider's equipment. We propose installing LSTSGU-4 (14-3). Is this acceptable?

Yes, LSTSGU-4 is acceptable in place of LS2SWU-3 for wiring to fire alarm devices.

Hatch size is provided in Note 1 on OS103.

What Navsea Drawing is required for the Ballast Tank Watertight Utility Hatch? 1) What size is required?

Hatch size is provided in Note 1 on OS103.

5 100a Engineering SWBS section 100a requires that the fabrication drawings be signed and sealed by a professional engineer registered in the state where the project is located. BSR’s PE’s

Current Professional Engineering License from any state will be accepted.

are registered in California, not VA or ME. Please confirm that California PE registration will again be acceptable. Note that our California PEs have extensive caisson design experience, including Charlestown-Boston and Kittery’s previous ones and were previously approved for those projects.

6 100 Engineering Please confirm that only one set of design and engineering deliverables will be required (not a set for each of 2 caissons). This includes production drawings, as-built drawings, launch plan, inclining plan, Transport/Towing Plan (assuming caissons are delivered separately, barge tie-downs/bracing/shoring and off-load lifting rig (again assuming caissons are delivered separately., Heavy weather-fire-flooding Protection Plan, hinged blind flange deflection calcs, reach rod calcs, and foundation calcs. We assume the weight reports, inclines, deadweight survey & incline reports will be produced for each caisson.

Confirmed, each caisson is required to have individualized testing reports, weight calculations, etc. Any submittal that is identical for both caisson does not need to be duplicated.

096b Weight Control, General;

097a Inclining Experiment, Execution

OA502:

Note 3, Note 5

096b states: Conduct a Deadweight Survey, after installation of the concrete and with the caisson afloat, and based on drafts (or freeboards) determine the actual displacement of the caisson. 097a states:

Ensure, at the time of the inclining experiment, the Caisson is substantially completed, and that all weight to complete, including all permanent ballast is properly documented in the in the Weight Control Report.

OA502, Note 3 states:

Install heavy weight concrete throughout the caisson hull to 7’- 6” above the baseline…Density should be varied to reach the target launch condition described in Item 4. OA502, Note 5 states: After launch, concrete shall be installed to a level of 9’-0” above the baseline forward of FR 3-1 and aft of FR 3-2.

Concrete density in these forward and aft bays shall be determined after a lightship incline survey is conducted to

The 7'-6" layer can be installed prior to launch, as noted in OA502. The 'finishing' layer to 9'-0" ABL, in specified areas, can be added after launch, as specified in OA502. The 9'-0" height may be adjusted slightly to correct for list/trim.

determine the actual as-built weight and center of gravity of the caisson structure.

Please clarify when all concrete is to be added.

(1) Factor 1, Corporate Experience

Factor 1 states:

“submit a minimum of two (2) to a maximum of five (5) relevant construction projects that best demonstrates your experience on projects that aresimilar in size, scope and complexity as detailed below”.

Factor 1 then continues:

“Subcontractor experience will not be considered.

Additionally, experience of the offeror while performing as a subcontractor will not be considered”.

Steel America has performed as subcontractor for W.F.

Magann on (3) Caissons, and for Cianbro on (1) Caisson.

Would you reconsider your position on not considering the experience of the offeror while performing as a subcontractor?

503 - Pumps OP301 –

OP304

Please provide reference elevations for the Superflood pumps and the Ballast pumps to determine overall lengths, suction, and discharge elevations. Please see below for more information: Please also provide sole plate elevations on the operating deck, the suction flange elevation on the superflood pumps, centerline discharge flange elevation for superflood pumps, and the suction screen elevation in the sump and centerline discharge flange elevations for the ballast pumps.

Details on Sheet OS516 show dimensions of Super Flood and Dewatering Pump foundations relative to the Operations Deck level. Sump dimensions for dewatering pumps are shown on Sheets OA502 and OP302. Contractor to confirm clearance dimension between sump floor and pump intake with pump manufacturer.

Centerline pipe elevations for pump discharge are shown on Sheet OP302.

Super Flood pump intake is connected to the 36"x30" tee connected to a 36" flood through pipe - pipe centerline elevation is shown on Sheet OP302.

Could the contract be structured in such a way that the Performance and Payment Bond requirement will be a separate bond for each Caisson, rather than a single bond that would run from award to completion (approx.

April 2025)?

PENDING RESPONSE

12 When/where will final acceptance happen if we are to store the first Caisson for 18 months?

Final acceptance and testing will occur at the Portsmouth Naval Shipyard.

13 If final acceptance is to happen upon delivery and seating of the Caisson, does the government understand that most of the hardware in the Caisson has a warranty of a year after installation? This would mean that upon delivery much of the hardware will be out of the warranty period.

The one year warranty period does not start until acceptance of the caisson regardless of storage timeframe awarded. '
