RESPONSES
39 3/31/2020 RFP - Page 19 2 N/A Will the Navy allow electronic submission of the Small Business Plan with the Price Proposal?
Yes. This Amendment authorizes both price and non-price proposals may be submitted electronically and in accordance with the instructions provided herein.
40 3/31/2020 Crane Rail and Tunnel Drawings
N/A N/A Will temporary support of excavation such as Rock Socketed Soldier Pile be permitted to stay in place if cut off below finished grade?
We will need to evaluate if the temporary supports can be cut off and remain in place based on the location and extent of area affected on a case by case basis.
41 3/31/2020 Crane Rail and Tunnel Drawings
N/A N/A Due to the close proximity of excavations to existing Railroad Rail to remain please confirm that the existing Railroad Rail will not be in use throughout the project.
The railroad will not be in use during construction however any affected areas will need to be fully restored at the end of each project phase.
42 3/31/2020 Crane Rail and Tunnel Drawings
N/A N/A What are the expectations for the temporary support of the existing Railroad Rail and permissible movement during construction?
Requirements for protection of existing features to remain are outlined in spec 02 41 00 DEMOLITION and the general notes sheets of the contract drawings. Also note that sections of the adjacent railroad on the east side of dry dock 2 will be demolished and installed under the Railcar Holding Area Project completed by a separate contract.
Railroad reconstruction limits and construction timelines associated with this adjacent contract are identified on the amended project phasing plans DD2-19-1450 and DD2-19-1451 issued in amendment 0002.
43 4/1/2020 Crane Rail Drawings N/A V-104 There appears to be an existing building located less than 5 feet from the center of the proposed crane rail foundation in the vicinity of Station 14+79. Please confirm details of this item.
The hatched area approximately 5’ from the center of the proposed crane rail foundation at approximate STA 14+79 as shown on V-104 indicates an area that was obstructed by equipment during the time of the survey. This area has been cleared and is now accessible.
This area does not represent a building.
44 4/1/2020 Crane Rail Drawings N/A S-502 Detail B1
Request clarification of PPI #2, The East Crane Rail: The borings indicate that rock is 5 feet below finished grade, however in the response to PPI number 2 it is stated that a minimum of a 3 ft footing will be required in addition to the 2 feet-8 inch beam and 6 inch mud slab for a total foundation height of 6 feet
– 2 inches.
This depth would leave just enough room for a 1:1 slope and the excavation would daylight at the edge of
Alternate details will be considered where the contractor identifies competent rock at shallower depth than the typical rail foundation details. Geotechnical borings can only represent conditions found at the exact location of the boring, area between borings is unknown and conditions may vary. For railroad protection please see answer to
PPI#41.
the timber ties on the existing Railroad Rail.
Will the existing Railroad Rail need to be temporarily supported during construction in this area.
45 4/3/2020 Tunnel Drawings N/A N/A Is the intent of the communication investigation limited to the fiber cables, phone cables and fire alarm cables that require temporary service during construction?
Please clarify.
The intent of the investigation is to identify all cables: phone, alarm cables and any other type within the ductbank needed for the contractor to develop and perform a temporary rerouting plan before removal of the tunnel and a reconnection plan after replacement of the tunnel and nearby manholes.
46 4/3/2020 Tunnel Drawings N/A N/A In regards to
CLIN 0002AA,
there is uncertainty regarding the quantity of fiber splices that need to be completed in order to restore the temporary service for the cables that are being rerouted.
For instance, Appendix C – Utility Investigation, page 26 of 73, is the cable list for Manhole
DC – 2907A.
Five of the fiber optic cables list the strand quantity, but the remaining fibers are listed as “Fiber”. The
For the basis of the bid, assume all fiber not identified is 48 strand Multimode Cable.
uncertainty is with these cables, as the unknown strand count could change the labor and material cost drastically.
Please consider handling this as an allowance. If not, could you please provide more information regarding strand counts for the fiber optic cables that do not have the strand count listed on Appendix C – Utility Investigation.
47 4/3/2020 Tunnel Drawings N/A T-102 On drawing T- 102 of the tunnel drawing package, the manhole investigation shows cables listed as “Phone”. Could you please provide more information regarding pair counts for the cables listed as “Phone”?
All information available was provided.
Contractor shall field verify as part of the utility study.
48 4/3/2020 Tunnel Specifications N/A N/A Please provide a specification for the self-consolidating concrete?
The self-consolidation concrete shall be as per localaly available mixes that meet Maine or New Hampshire DOT standards with a minimum f'c of 3,000 psi.
49 4/3/2020 Tunnel Drawings N/A N/A Does the stainless steel floor and stair treads in the tunnel require an anti-skid coating or other coating?
No anti-skid coating is required. Stair treads and risers are raised pattern and floor is flat plate as identified in the drawings.
50 4/3/2020 Tunnel Drawings N/A N/A Are the stainless liner panel shop fabrications required to be passivated?
Will field weld passivation be required?
Passivation is required for both shop and field welds.
51 4/6/2020 Tunnel Drawings N/A S-501 Is the design intent to limit all floor, wall and ceiling SS plates to the 2’ width of the WT spacing?
This was answered in PPI #10 it is expected that the liner is prefabricated and installed in sections and that multiple WT be installed per section contractor will need to determine section sizes based on shop capabilities, transportation, and lifting options.
52 4/6/2020 Tunnel Drawings N/A S-501 Can the tunnel liner be prefabricate in sections of floor and wall and place them in the main tunnel hallway prior to pouring the ‘roof’ concrete.
Yes.
53 4/6/2020 Tunnel Drawings N/A S-503 Does the ‘roof’ slab have to be in place prior to the installation of the SS ceiling panels?
Also, the space between the panels and the concrete roof would be inaccessible for the 2” of ‘self-consolidating concrete’.
The cast in place concrete roof may be constructed post installation of the SS liner.
The roof may be cast with the liner in place and braced/shored to act as the form for the roof with CIP structural concrete directly against the SS Liner
54 4/6/2020 Tunnel Drawings N/A S-504 If prefabrication of liner is acceptable, we propose to change the WT’s on the ceiling SS liner from the trimmed WT4x6.5 called out on D2/S- 504 to an untrimmed
The WT's on the ceiling are WT3x7.5 from detail D1 S-504 and should not be trimmed, Detail D2 is only at the stairwell see ammended drawings provided previously
WT4x6.5 and delete the proposed ‘self-consolidating concrete’ layer above – instead, increase the structural concrete depth.
55 4/6/2020 Crane Rail Drawings N/A S-401 Please confirm that the callout detail located near the top of detail A3 on sheet S-401 should be C1/S- 502 and not B2/S-501.
This call out should refer to C1/S-502
56 4/6/2020 Tunnel Drawings N/A S-101 Please confirm that the callouts on this sheet that reference sheet S-505 (total of 4) should refer to sheet S-506
Confirmed. Callouts on sheet S-101 that reference sheet S-505 a total of 4 should refer to sheet S-506
57 4/6/2020 Tunnel Drawings N/A S-101 Near the east stairs, there is a detail callout for ‘C3/S-101’ which does not exist. Please clarify the intent of this note.
This section mark should be deleted
58 4/6/2020 Tunnel Drawings N/A S-101 For the utility trench to the west of the tunnel, which CLIN does the structural concrete (for example the work shown on detail B1/S-
508) go in; the
0002AC
Exterior Utilities or 0002AB Rail and Pavement?
The utility trench construction to the west of the tunnel, including concrete should be included in CLIN 0002AC Exterior Utilities.
59 4/6/2020 Tunnel Drawings N/A S-504 Where is detail D2/S-504 used?
It can not be found on the tagged S-500 drawing. Is this trimmed WT wall type to be used on the ceilings and the East and West walls of both staircases and would the maximum width of panels be 24” in all areas as the detail infers?
Can detail D1/S-503 be updated to show the transition?
The WT's on the ceiling are WT3x7.5 from detail D1 S-504 , Detail D2 is only at the stairwell see ammended drawings provided previously. The joint/splice detail is only shown to provide a detail for joining sections and not intended to limit panel widths to each individual scantling.
60 4/6/2020 Tunnel Drawings N/A S-500 Section B1/S- 502 shows the Stainless Steel Plate Stiffener WT’s on the floor, walls and ceiling to end with abutting bevels at the corners. Do these WT connections need to be welded together? If so, the walls and floor would have to be prefabricated prior to setting in place due to the inaccessibility of the WT connections after the panels are in place.
Yes, the WT's need to be welded. Correct they will need to be prefabricated.
61 4/6/2020 Tunnel Drawings N/A S-401 The Tunnel Floor Plan detail A1/S-401 shows a clearance of 4’- 4” at the beveled corner near the East stairs, however the actual dimension seems to be just under 4’-3” if the main tunnel walls are drawn 4’-wide (not 4’- 6” wide as scaled on the drawing. Is this reduced dimension acceptable?
Just under 4'-3" is correct the dimension and acceptable. 4'-4" will be removed from the Tunnel Floor Plan Detail A1 on S-401.
Construction should be based on the corner detail B1 on S-500
62 4/6/2020 Crane Rail Drawings N/A SD- 501 & S-502
Section B3 on SD-501 shows a height of approximately 7.25vf of concrete demolition. For the rebuild, Section B1 on S-502 shows a minimum height of 5.67vf of new concrete foundation with the bottom block being a minimum height of 3vf.
Please confirm based on the height of existing foundation being demolished that the minimum height of the new bottom foundation block will be 4.08vf?
Both sections indicate that the verticle height of structure varies B1 on S-502 requires depth of foundation to reach bedrock, geotechnical borings have been provided bidders must make assumptions based on the provided data.
63 4/6/2020 Crane Rail Drawings N/A G-105 G-105 issued in amendment 2.
Phase 1 dates are listed to be Aug 1, 2020 to April 30, 2021.
In the Phase 1 milestone notes it indicates all phase 1 work to be complete by March 1, 2021.
Please confirm the end date is April 30, 2021
The end date of phase 1 indicated as April 30th, 2021 is accurate. The milestone note provides information on a required temporary demobilization for planned operations by others.
64 4/6/2020 Crane Rail Drawings N/A CD- 101 &
SD-
Sheet CD-101 note 22 demotes existing capstan to be demolished.
Sheet SD-104 does not show it being demolished.
Sheet S-104 does not show it existing any longer after re-build. Please confirm this capstan & foundation is to be demolished as part of this project?
The abandoned capstan foundation is removed.
65 4/6/2020 Crane Rail Drawings N/A CU-
Note 26 & 40 is included in the plan view but not in the utility keynotes section. Please provide utility keynotes for these 2 items?
Note 26 should read" Provide Catch Basin, See SD 10 and 10B on Sheet CU 202.
Keynote 40 should be ignored, This corresponds with Keynote 11 on the Dry Dock 2 Tunnel Repairs, drawing E101.
66 4/6/2020 Crane Rail Drawings N/A CU-
Drainpipe run 34 is listed to be 11lf long in the drainage pipe table. It scales 43lf long on the plan view. Please confirm the drain run is 43lf
Drain pipe run 34 is appoximately 43 feet.

long?
67 4/6/2020 N/A N/A Due to the pending PPI responses and the ongoing delays associated with industry-wide remote worker correspondence, we would like to request an additional 1 week bid extension, if possible.
Proposal due date will be revised to April 24, 2020.
68 4/7/2020 Tunnel and Crane Rail Specifications

23.16 Structural
Welding Spec, paragraph 1.3.1 requests the
AISC
certification of ‘BU’ for buildings.
Would an AISC Certified Simple Bridge Fabricator (SBR) be an acceptable equivalent to meet the intention of this project?
Yes.
69 4/7/2020 Tunnel Drawings N/A S-504 In Amendment #2, question/answer #6 states that detail D2/S-504 is for the west stair wall against the existing utility tunnel wall.
Please confirm that this detail is for the east and west walls for both the east and west stairs since the 2” dimension is
Confirmed.
needed for clearance to be 4’.
70 4/8/2020 Crane Rail Drawings N/A N/A CLIN 0004 Option 02 Additional Crane Rail Replacement includes all work associated with furnishing and installing 500 linear feet of crane rail.
Please clarify if the 500 linear feet of crane rail is track feet or linear footage of rail?
Is this item for 500 linear feet of crane rail or 1,000 linear feet of crane rail?
The bid option quantity of 500 linear feet is a measurement of rail length, not track length.
