Responses to inquiries on Solicitation N40085‐20‐R‐0057

1. Question: 1502000 Facility Investment section 3.4 and 3.4.1. Please clarify that a DDC technician is required full time (i.e. 40 hrs per week, 52 weeks per year) at the NAVSTA DDC workstation to provide the support outlined in 3.4.1 AND also a full time position to support NHCNE. Or can one DDC technician support BOTH locations.

Response: This is a Performance Based Contract. The Government cannot instructed how the contractor performs its job, that said, if the Contractor believes it can perform both areas with one employee, then that’s fine. The intent of the contract is to ensure that the DDC Technician is not going out into the field (Assisting Contractor Techs (PM’s S/Cs) and PWD HVAC Personnel) and is dedicated to his/her task.

2. Question: 1502000 Facility Investment section 3.4 and 3.4.1. Please clarify that any repairs or adjustments that need to be made in the field as a result of the evaluation and testing described in this section, will need to be provided by an additional DDC technician and cannot be completed by the DDC technician described in item 1 above.

Response: Only for specific work related to DDC work. The DDC Technician will not be responsible for any mechanical repairs or aid any Technicians in the field etc… (See 3.4 Performance Objectives)

3. Question: 1502000 Facility Investment section 3.4, under the column titled “Related Information”. Please provide a description and frequency for the report, “per Section F, reviewing each building’s sequence of ops in detail”. This report could not be located in Section F.

Response: Please see “1501000 Facility Management Section “F” 3.4 DDC Trending Reports”

4. Question: Section B.23 Proposal Delivery – Submitting Your Proposal indicates the proposal can be submitted via email. Section L Instruction to Offerers describes a hard copy submission. If the proposal is submitted via email by the due date and time, does it also have to be submitted as a hard copy? If yes, does the hard copy have to arrive by the proposal due date of July 7 th , 2pm?

Response: See revisions to Section L, Price per Amendment 0002

5. Section L.5 Content of Proposal states:

Non-Cost/Price:

“…Offeror shall submit one electronic copy and one CD-ROM.”

“…A complete electronic copy of the non-price/cost proposal as a single .pdf file on a CD-ROM (include with the “Original” technical submission).

Question: Is the Non-Cost/Price Proposal due via electronic (email), CD-ROM, and one original hard copy?

Response: Per Section L, Content of Proposal the Non-Cost/Price Proposal is to be submitted via electronic (email) and CD-ROM

6. Section L.5 Content of Proposal states:

Price:

“…Offerors shall submit one electronic copy and one CD-ROM…”

“…In addition to providing hard copies of the price proposal (original and copy), offerors shall also provide one non-rewritable CD with pricing information using excel format.”

Question: Is the Price Proposal due via electronic (email), one CD-ROM, and 2 hard copies (original and copy)?

Response: See revisions to Section L, Price per Amendment 0002

7. Section M.2 Evaluation Factors for Award, (2) Factor 2. Recent/Relevant Experience of the Firm (i):

"If the Offeror is a Joint Venture (JV), relevant project experience shall be submitted for projects completed by the Joint Venture entity. If the joint Venture does not have shared experience, projects shall be submitted for each Joint Venture partner. An offeror proposing to perform as Prime Contractor for this solicitation may use experience from projects it performed as part of Joint Venture."

Question: In the case where the JV does not have shared experience, please clarify whether the JV must submit at least one project for each JV member, or if the JV offeror can utilize the project experience of one or some of its members. Per 13 CFR 125.8(e), the past performance of individual joint venture members must be considered by the Government. Accordingly, please confirm that this Factor does not require a JV offeror to submit at least one project for each member.

Response: Per Section M of the solicitation, “If the Offeror is a Joint Venture (JV), relevant project experience shall be submitted for projects completed by the Joint Venture entity. If the joint Venture does not have shared experience, projects shall be submitted for each Joint Venture partner. “

NOTE: The distinction between Recent / Relevant Experience and Past Performance is that experience pertains to the volume of work completed by a contractor that are comparable to the types of work described under the definition of recent, relevant projects, in terms of size, scope, and complexity. Past Performance pertains to both the relevance of recent efforts and how well a contractor has performed on the contracts.

Past performance will be evaluated on Recent, Relevant projects
