1. GENERAL
1.1 GENERAL OVERVIEW OF PROCUREMENT PROCESS
1.1.1 This solicitation is being issued as a dual set-aside for HUBZone and SDVOSB concerns.
1.1.2 This solicitation is formatted as a Request for Proposal (RFP) in accordance with the requirements designated by sections of FAR 15.203. This method permits evaluation of proposal based on price competition, technical merit, and other factors; permits impartial and comprehensive evaluation of offerors’ proposals; permits discussions if necessary, and ensures selection of the source whose performance provides the best value to the Government.
1.1.3 The Government reserves the right to reject any or all proposals at any time prior to award; to negotiate with any or all offerors; to award the contracts to other than the offeror submitting the lowest total price; to award to other than the offeror submitting the highest technically rated proposal; and to award to the offeror submitting the proposal determined by the Government to be the most advantageous (best value) to the Government. OFFERORS
ARE ADVISED THAT AWARD MAY BE MADE WITHOUT DISCUSSION OR ANY CONTACT
CONCERNING THE PROPOSALS RECEIVED. Therefore, proposals should be submitted initially on the most favorable price and technical terms. Offerors should not assume that they will be contacted or afforded an opportunity to qualify, discuss, or revise their proposals. However, the Government reserves the right to clarify certain aspects of proposals or conduct discussions providing an opportunity for the offeror to revise its proposal.
1.2 GENERAL OVERVIEW OF CONTRACT
1.2.1 This acquisition will result in the award of approximately five (5) Firm-Fixed Price (FFP) Indefinite Delivery/Indefinite Quantity (IDIQ) Design-Build/Design-Bid-Build (DB/DBB) Multiple Award Construction Contracts (MACCs) for Roof Repairs and Replacements at NAVFAC MIDLANT Great Lakes Area of Responsibility (AOR).
1.2.2 This contract(s) will require the ability to manage multiple task orders concurrently. Work includes, but is not limited to, a diverse range of projects for demolition, repair, replacement, modification, and new installation of various Roof Repairs & Replacement systems including incidental work such as general construction, specialty trades, and removal of hazardous materials (asbestos, Polychlorinated Biphenyls (PCBs) and lead contaminated materials). Projects shall be in conformance with all applicable referenced criteria per the construction standards, laws and regulations, including applicable building, fire life safety codes, and environmental regulations. Types of buildings and facilities include administrative, industrial, warehouses, maintenance, communications, schools, training, education, personnel support, recreational, food services, training areas/ranges, roads, etc. The selected contractor(s) will be responsible for all labor, supervision, engineering, design, materials, equipment, tools, parts, supplies, and transportation to perform all of the services described in the drawings and specifications provided for each individual project.
1.2.3 The total 60 months (base and four options) aggregate contraction cost for all contracts will not exceed $15,000,000 for the life of the contract. Projects awarded on this MACC will have an estimated construction cost of approximately $25,000.00 to $3,000,000.00; however, smaller and larger dollar value project may be considered, if deemed to be in the Government’s best interest and approved by the Contracting Officer. The Government guarantees an award amount of $5,000.00 to each successful offeror over the full term of the contract, including option years.
1.2.4 After award of the initial contracts and “seed” project, the successful IDIQ contractors will compete for task orders based on best value, using the tradeoff process or lowest price technically acceptable (to include lowest price). Only the successful IDIQ contractors will compete for task orders. Should an IDIQ contractor with a guaranteed minimum be unable to competitively secure a task order to meet the $5,000 minimum guarantee, the Government reserves the right to negotiate a task order directly with that contractor.
1.2.5 The intent of this contract is that all IDIQ Contractors participate in pre-proposal conferences and site-visits and submit proposals on each task order. Contract awardees will be expected to submit a proposal for all Task Order Requests for Proposal (RFP) received from the Government. However, in the event a MACC awardee is unable to submit a proposal on a particular RFP, the contractor is required to notify, in writing, the Contracting Officer who issued the RFP and the ACO for the basic contract within five (5) working days from receipt of the RFP. A MACC awardee can only elect to withdraw from submitting a proposal on three (3) task order RFPs during the course of each year of the contract (base plus four options). Additional withdrawal requests, in excess of three per year, may result in the Government choosing not to exercise remaining option terms.
1.2.6 Each task order will contain project specific evaluation factors that will vary depending on the unique requirements for each task order. Additionally, each task order will cite a specific completion date and associated liquidated damages.
1.2.7 Contractor Performance Information: Contractor’s performance will be evaluated using the respective contractor performance evaluation report entry system located on the website http://www.cpars.gov/. Prior to commencement of work the contractor is required to provide the government with the name, phone number and email address of the “Contractor’s Representative” that will be responsible for receipt and review of draft performance evaluations prepared by the government in the appropriate system. It is the contractor’s responsibility to keep this contact information current.
2. GENERAL OVERVIEW OF THE SEED PROJECT
2.1 The initial project (“seed project”) that will be awarded is B7260 Roof Repair Job and B328 Roof Replacement Job.
*General Requirements for the Seed Project are listed in Solicitation Section 00800.
2.2 The magnitude of construction for the seed project in accordance with FAR 36.204(c) is between $100,000 and $250,000.
2.3 Pursuant to FAR 52.232-18, Availability of Funds, the Government's obligation under this solicitation, or any task order or contract that might result from the solicitation is entirely subject to, and contingent upon, the availability of appropriated funds. Should the Government be unable to award the seed project, the Government guarantees an award in the amount of $5,000.00 to each successful offeror upon award of the Multiple Award Construction Contracts. This minimum guarantee is over the full term of the contract, including option years. No legal liability on the part of the Government shall arise until funds are made available to the Contracting Officer and a task order or contract is awarded by the Contracting Officer. Any offeror proposing on this solicitation does so at its own cost and with the full knowledge that a task order for the seed project, might not result from this solicitation.
3. BASIS FOR AWARD
3.1 The Government reserves the right to eliminate from consideration for award any or all offers at any time prior to award of the contracts to negotiate with offerors in the competitive range; and to award the contracts to the offerors submitting the proposals determined to represent the best value—the proposals most advantageous to the Government, price and other factors considered.
3.2 As stated in the solicitation, the Government intends to evaluate proposals and award a contract without discussions with offerors (except clarifications as described in FAR 15.306(a)). The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. In addition, if the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals.
3.3 The tradeoff process is selected as appropriate for this acquisition. The Government considers it to be in its best interest to allow consideration of award to other than the lowest priced offeror or other than the highest technically rated offeror.
3.4 As stated in the solicitation, the relative order of importance of the non-cost/price evaluation factors is the technical factors (Factors 1, 2, and 3) are of equal importance to each other and, when combined are equal in importance to the past performance evaluation/performance confidence assessment factor (Factor 4). When the proposal is evaluated as a whole, the technical factors and past performance/performance confidence assessment factor combined (i.e., the non-price evaluation factors) are approximately equal to price.
3.5 Any proposal found to have a deficiency in meeting the stated solicitation requirements or performance objectives will be considered ineligible for award, unless the Deficiency is corrected through discussions. Proposals may be found to have either a Significant Weakness or multiple Weaknesses that impact either the individual factor rating or the overall rating for the proposal. The evaluation report must document the evaluation board’s assessment of the identified Weakness(s) and the associated risk to successful contract performance resulting from the Weakness(s). This assessment must provide the rationale for proceeding to award without discussions.
4. EVALUATION FACTORS FOR AWARD
4.1The solicitation requires the evaluation of price and the following non-cost/price factors:
Factor 1 – Experience Factor 2 – Safety Factor 3 – Project Management Factor 4 – Past Performance
The distinction between experience and past performance is that experience pertains to the volume of work completed by a contractor that are comparable to the types of work described under the definition of recent, relevant projects, in terms of size, scope, and complexity. Past performance pertains to both the relevance of recent efforts and how well a contractor has performed on the contracts.
4.2 The relative order of importance of the non-cost/price evaluation factors is the technical factors (Factors 1, 2, and 3) are of equal importance to each other and, when combined are equal in importance to the past performance evaluation/performance confidence assessment factor (Factor 4). When the proposal is evaluated as a whole, the technical factors and past performance/performance confidence assessment factor combined (i.e., the non-cost/price evaluation factors) are approximately equal to price.
The importance of price will increase if the Offerors’ non-cost/price proposals are considered essentially equal in terms of overall quality, or if price is so high as to significantly diminish the value of a non-cost/price proposal’s superiority to the Government. Award will be made to the responsible Offeror(s) whose offer conforms to the solicitation and represents the best value to the Government, price and non-price factors considered.
4.3 Basis of Evaluation and Submittal Requirements for Each Factor.
(a) Price:
(1) Solicitation Submittal Requirements:
Price binder: Price shall be submitted on the Price Proposal Form included in the solicitation. The offeror shall submit one (1) original, marked “Original”, and one (1) copy, marked “Copy”, each in a separate three ring binder with the following:
- Cover page with solicitation number, solicitation title, offeror name, address, phone number, fax number, DUNS, CAGE code, Point of Contact (POC), POC phone number, and POC email address;
- Completed SF 1442 signed with all amendments acknowledged;
- Price Proposal Form;
- Copy of Representation and Certifications and proof of registration in System for Award
Management (SAM);
- Confirmation of filing of Veterans’ Employment and Training (VETS) 4212 for the 2019 filing cycle;
- Bid Guarantee in accordance with FAR Clause 52.228-1, Bid Guarantee. Amount shall be at least 20 percent of the proposed price, but shall not exceed $3 million; and
- Responsibility Determination Information (see below).
In the event of a discrepancy between the original and copies, the original version of the proposal will govern.
The offeror is required to submit a complete Price Proposal Form that includes completion of all contract line items numbers (CLINs).
ADDITIONAL INFORMATION TO BE SUBMITTED WITH PRICE PROPOSAL PACKAGE:
RESPONSIBILTY DETERMINATION INFORMATION – In order to be eligible for award, the offeror must be determined responsible in accordance with FAR Part 9, specifically FAR 9.104-1, General Standards. In a separate tab, the offeror shall provide the following information in the price proposal package:
1. One (1) signed bank reference demonstrating adequate financial resources. If offeror’s firm has a line of credit – provide information on how many figures offeror can borrow against the line of credit (i.e. medium 6 figures – exact line of credit is not required).
2. The offeror shall provide the latest three complete fiscal year financial statements for the prime contractor, certified by an independent accounting firm, if practicable, or signed by an authorized officer of the organization. Submit evidence of availability of working/operating capital, which will be used for the performance of the resultant contract. For Joint Venture arrangements, submit the latest three complete fiscal year financial statements for each company in the Joint Venture and discuss the financial responsibilities among the companies. The Government may also utilize Dun & Bradstreet reports to evaluate the financial capacity of the offeror.
3. Description of offeror’s facilities and equipment.
4. Other offeror’s work presently under contract.
Although required to be submitted with offeror’s price proposal, this information will not be evaluated as part of the price proposal. This information forms the basis of the firm’s responsibility determination should the firm be considered for award. Proposal packages from unsuccessful offerors will not be returned to the offeror, but shall be destroyed by the Contracting Officer. No certificate of destruction will be issued.
(2) Basis of Evaluation: The Government will evaluate price based on the total price. Total price consists of the basic requirements and all option items (see Section B of the solicitation). The Government intends to evaluate all options and has included the provision FAR 52.217-5, Evaluation of Options (JUL 1990) in Section M of the solicitation. In accordance with FAR 52.217-5, evaluation of options will not obligate the Government to exercise the option(s). Analysis will be performed by one or more of the following techniques to ensure a fair and reasonable price:
(i) Comparison of proposed prices received in response to the RFP.
(ii) Comparison of proposed prices with the IGCE.
(iii) Comparison of proposed prices with available historical information.
(iv) Comparison of market survey results.
(b) Non-cost/price Factors:
Non-cost/price binder: The offeror shall submit one (1) original, marked “Original”, and four (4) copies, marked “Copy”, each in a separate three ring binder with the following:
- Cover page with Solicitation Number, Solicitation Title, Prime Contractor Name, Address, Phone Number, Fax Number, DUNS, CAGE Code, Point of Contact, Phone Number, and Email Address;
- 8 ½ x 11 paper, 12-point font;
- Refer to individual factors for page limitations. Pages that exceed indicated page limitations shall not be evaluated;
- Additionally, include an electronic version of the price and non-price proposal on one CD-
ROM.
As with the price proposal, in the event of a discrepancy between the original and copies (or CD-ROM), the original version of the proposal will govern. Furthermore, any price information within the technical proposal (non-cost/price proposal) will not be considered. Likewise, any technical/non-cost/price information within the price proposal will not be considered.
Electronic submission of proposals will not be accepted (aside from the requirement to submit one (1) CD- ROM with the price and non-price proposal), with the exception of the Price Proposal Form. If an offeror chooses to submit the Price Proposal via e-mail, then such offeror does not need to include these attachments with the hard copy (or CD-ROM copy) of the full price and non-price proposals to be mailed or hand delivered. Pricing information is not required to be submitted under Section 00010 – Solicitation Contract Form in SF 1442. All required proposal documents shall be submitted in accordance with FAR 15.208.
(1) Factor 1, Experience:
(i) Solicitation Submittal Requirements:
The offeror shall submit the following information:
Construction Experience
Submit a minimum of three (3) and a maximum of five (5) relevant construction projects for the offeror that best demonstrate your experience on projects that are similar in size, scope and complexity to the projects proposed for this MACC. For the purposes of this evaluation, a relevant project is further defined as:
Size: A final construction cost of $100,000 or greater. At least one (1) project must have a final construction cost of $1,000,000 or greater.
Scope/Complexity: A relevant project is further defined as demonstrating the capability to repair and replace roofs such as flat roofs, metal roofs, and built-up roofs.
Experience of proposed subcontractors will not be considered. Furthermore, the offeror’s experience as a subcontractor will not be considered.
Projects submitted for the offeror shall be completed within the past five (5) years of the date of issuance of the RFP. Projects not completed within this timeframe will not be considered by the SSEB and will not be evaluated for size and scope/complexity or elements listed under Basis of Evaluation as available for more favorable consideration.
Ensure that the project description clearly identifies whether or not the project is new construction, provide the final construction cost, and address how the project meets the scope/complexity.
A project is defined as a construction project performed under a single task order or contract. For multiple award and indefinite delivery/indefinite quantity type contracts, the contract as a whole shall not be submitted as a project and will not be considered, rather, offerors shall submit the work performed under a task order as a project.
The attached Construction & Design Experience Project Data Sheet (Attachment C) is MANDATORY and SHALL be used to submit project information. If the same project is being used to demonstrate Construction and Design Experience, submit separate Project Data Sheets for construction and design. Except as specifically requested, the Government will not consider information submitted in addition to this form. Individual blocks on this form may be expanded; however, total length for each project data sheet shall not exceed one (1) double-sided page (or two (2) single-sided pages).
For all submitted projects, the description of the project shall clearly describe the scope of work performed and the relevancy to the project requirements of this RFP (i.e.: unique features, area, construction methods) using the criteria identified above.
If the Offeror is a Joint Venture (JV), relevant project experience shall be submitted for projects completed by the Joint Venture entity. If the Joint Venture does not have shared experience, projects shall be submitted for each Joint Venture entity. Offerors who fail to submit experience for all Joint Venture members may be rated lower. Offerors are still limited to a total of five (5) projects combined. For a JV, the offeror shall submit the signed JV agreement.
For 8(a) Mentor-Protégé Joint Ventures, the offeror shall submit the signed and U.S. Small Business Administration (SBA) approved Mentor-Protégé agreement.
If an Offeror is utilizing experience information of affiliates/subsidiaries/parent/LLC/LTD member companies (name is not exactly as stated on the SF1442), the proposal shall clearly demonstrate that the affiliate/subsidiary/parent firm will have meaningful involvement in the performance of the contract.
Design Experience
Design-build projects may be contemplated under this MACC. Therefore, the offeror is required to address the design firm to be proposed on future projects.
Offerors shall clearly state the Architect-Engineer firm that is proposed to be utilized as the Designer of Record (DOR) for future task orders under this MACC. Provide the full name of the firm, address, DUNS number, and CAGE code. The designated firm will be required to be utilized as the DOR on future design-build task orders under the resulting MACC, unless a substitution is approved by the Contracting Officer for the proposed task order.
Submit a minimum of three (3) and a maximum of five (5) relevant projects from the proposed architecture and engineering firm that best demonstrate its experience in design tasks similar in size, scope and complexity to the projects proposed for this MACC.
Additionally, submitted relevant projects shall demonstrate:
- Experience with design of both new construction (at least one (1) project) and renovation (at least one (1) project).
- Experience with design-build (at least one (1) project).
- Experience as the designer of record on all submitted projects.
For design-build projects, the design portion of the contract shall have been completed within the past five (5) years of the date of issuance of this RFP. The design completion date shall be clearly stated on the Construction & Design Experience Project Data sheet under Block 4 next to “Design Completion Date.”
Ensure that the project description clearly identifies whether or not the project is new construction, provide the final construction cost, and address how the project meets the scope/complexity.
A project is defined as a complete design effort performed under a single task order or contract.
The Offeror may utilize experience of a design subcontractor to demonstrate design experience under this evaluation factor. The Offer must provide a supporting joint venture agreement, partnership agreement, teaming agreement, or letter of commitment and an explanation of the meaningful involvement for the design subcontractor. Offerors proposing multiple design firms should submit relevant project experience for all design firms. Failure to do so may result in a lower rating. Offerors are still limited to a total of five (5) projects combined.
(ii) Basis of Evaluation:
The basis of evaluation will include the Offeror’s demonstrated experience and depth of experience in performing relevant construction and design projects as defined in the solicitation submittal requirements. The assessment of the Offerors relevant experience will be used as a means of evaluating the capability of the Offeror to successfully meet the requirements of the RFP. The Government will determine the relevancy of projects submitted using the criteria outlined above. The Government will only review five (5) projects for construction and five (5) for design.
Any projects submitted in excess of the five (5) for Construction Experience and five (5) for Design Experience will not be considered and the Government will review only the first five (5) projects submitted for each. Furthermore, a proposal with less than three (3) relevant projects will be considered to have a Deficiency and will not be eligible for award.
Relevant projects where the Offeror and the proposed design firm(s) have previously worked together may be considered more favorably than those that have not worked together.
Relevant projects that demonstrate experience with execution of project simultaneously may be considered more favorably. In order to demonstrate this experience, the Offeror has to show at least two (2) relevant projects with overlapping start and completion dates.
Relevant projects that demonstrate experience with three (3) or more roof types may be considered more favorably than those that do not have experience with three (3) or more roof types.
Relevant projects that demonstrate design-build experience may be considered more favorably than those that do not have design-build experience.
Relevant projects that demonstrate experience with sustainable features may be considered more favorably than those that do not demonstrate experience with sustainable features.
(2) Factor 2, Safety:
The offeror shall submit the following information: (For a partnership or joint venture, the following submittal requirements are required for each contractor who is part of the partnership or joint venture; however, only one safety narrative is required. EMR, DART and TRC Rates shall not be submitted for subcontractors.)
(1) Experience Modification Rate (EMR): Include three previous complete calendar years’ worth of data (2017, 2018, and 2019). This rate compares company’s annual losses in insurance claims against its policy premiums. The offeror may submit an insurance company-provided equivalent rate if no EMR exists. If the offeror has no EMR or premium, for any year, affirmatively state so and explain why. Any extenuating circumstances that affect the EMR and negative trends should be addressed as part of the factor submission.
(2) OSHA Days Away from Work, Restricted Duty, or Job Transfer (DART) Rate: Submit three previous complete calendar years’ worth of data (2017, 2018, and 2019). If an offeror cannot submit an OSHA DART rate, for any year, affirmatively state so and an explanation must be provided. Any extenuating circumstances that affected the OSHA DART rate data negatively must be addressed as part of this factor submission.
(3) Total Recordable Case (TRC) Rate: Submit three previous complete calendar years’ worth of data (2017, 2018, and 2019). If an offeror cannot submit TRC rates, for any year, affirmatively state so and an explanation must be provided. Any extenuating circumstances that affected the TRC rate data negatively must be addressed as part of this factor submission.
(4) Technical Approach for Safety: The technical approach to safety narrative shall be limited to one (1) double-sided page (or two (2) single-sided pages), and must address all items below.
1. The offeror shall describe the plan for safety that will be implemented to evaluate safety performance of potential subcontractors as part of the selection process for all levels of subcontractors.
2. The offeror shall fully describe the safety management system that they will use to oversee the safety compliance and performance of self-performed and subcontractor performed work.
3. The offeror shall describe any innovative methods that will be employed to ensure and monitor safe work practices at self-performed and/or all subcontractor levels.
4. The offeror shall describe their methodology to execute an effective program that facilitates sound mishap prevention techniques and processes, employee reporting of unsafe conditions, unsafe activities, and near-miss mishaps.
The Government is seeking to determine that the offeror has consistently demonstrated a commitment to safety and that the offeror plans to properly manage and implement safety procedures for itself and its subcontractors. The Government will evaluate the offeror’s overall safety record, the offeror’s plan to select and monitor subcontractors, and any innovative safety methods that the offeror plans to implement for this procurement. The Government’s sources of information for evaluating safety may include, but are not limited to, OSHA, NAVFAC’s eSAMS database, and other related databases. While the Government may elect to consider data from other sources, the burden of providing detailed, current, accurate, and complete safety information regarding these submittal requirements rests with the offeror. The evaluation will collectively consider the following:
- Experience Modification Rate (EMR)
- OSHA Days Away from Work, Restricted Duty, or Job Transfer (DART) Rate
- Total Recordable Case (TRC) Rate
- Offeror Technical Approach to Safety
- Other sources of information available to the Government
(1) Experience Modification Rate (EMR): For the three previous complete calendar years the offeror will submit EMR. If no EMR exists, the offeror may submit an insurance company-provided equivalent rate explaining why not. If an insurance company-provided equivalent rate is provided, it will be treated the same as an EMR. Any extenuating circumstances that affected the EMR and negative trends should be addressed as part of this selection factor. The board will evaluate the EMR to determine if the Offeror has demonstrated a history of safe work practices taking into account any negative trends and extenuating circumstances that impact the rating.
(2) OSHA Days Away from Work, Restricted Duty, or Job Transfer (DART) Rates: For the three previous complete calendar years, the offeror will submit their OSHA DART, as defined by the U.S. Department of Labor, Occupational Safety and Health Administration. If unable to submit OSHA DART rates, affirmatively state so, and an explanation must be provided. Any extenuating circumstances that affected the OSHA DART rate data and negative trends should be addressed as part of this element. The board will evaluate the OSHA DART rates to determine if the Offeror has demonstrated a history of safe work practices taking into account any upward trends and extenuating circumstances that impact rates.
(3) Total Recordable Case (TRC) Rates: For the three previous complete calendar years, the offeror will submit their TRC, as defined by the U.S. Department of Labor, Occupational Safety and Health Administration. If unable to submit TRC rates, affirmatively state so, and an explanation must be provided. Any extenuating circumstances that affected the TRC rate data and negative trends should be addressed as part of this element. The board will evaluate the TRC rates to determine if the offeror has demonstrated a history of safe work practices taking into account any upward trends and extenuating circumstances that impact rates.
(4) Technical Approach to Safety: The offeror will describe its plan to evaluate its safety performance and that of potential subcontractors. Also, describe any innovative methods that the offeror will employ to ensure and monitor safe work practices at all subcontractor levels. The Safety Narrative shall be limited to two pages. The board will evaluate the narrative to determine the degree to which subcontractor safety performance will be considered in the selection of all levels of subcontractors on the upcoming project. The board will evaluate the narrative to determine the degree to which innovations are being proposed that may enhance safety on this procurement and validate the contractor has addressed methodology to be used in the execution of an effective program that facilitates sound mishap prevention techniques/processes, employee reporting of unsafe conditions, unsafe activities, and near-miss mishaps. Those offerors whose plan demonstrates a commitment to hire subcontractors with a culture of safety and who propose innovative methods to enhance a safe working environment may be given greater weight in the evaluation.
(5) Other Sources of Information Available to the Government: Other sources for safety may include but are not limited to OSHA data, NAVFAC’s Contractor Incident Reporting System (CIRS) in Enterprise Safety Applications
Management System (ESAMS), Contractor Performance Assessment Reporting System (CPARS) and other related databases.
(3) Factor 3, Project Management:
Offeror shall submit a two-part detailed narrative that includes a general Project Management Plan and a specific Technical Solution pertaining to the RFP.
Part 1: Project Management Plan
Offeror shall submit a detailed narrative Project Management Plan describing how the offeror intends to successfully complete the work provided by this contract vehicle. The narrative plan shall not exceed sic (6) double-sided pages or twelve (12) single-sided pages (pages beyond this limit will not be considered) and, at a minimum, address the following:
For the contract –
- Offeror’s strategy for successful execution of the work, managing multiple concurrent projects and managing the geographic coverage of the contract requirements.
- Offeror’s plan for accomplishing the varied scope of work (Design-Build and Design-Bid-Build (fully designed)) for mechanical construction projects.
- The Offeror shall provide the role, responsibilities, and contractual relationships between the various firms they will perform with under this contract. (See FAR Subpart 9.6). The narrative shall also include a simple organizational chart that clearly identifies the lines of authority between the entities. Provide design team members (by title, not name), the organization they work for and hierarchy. Provide all required design disciplines, support contractors, and DQC authority.
- Offeror’s plan for responding to proposed task orders that may have short response times or are solicited simultaneously.
- Offeror’s capability statement that demonstrates the company owns and employs the appropriate equipment and labor to execute the workload
- Offeror’s list of current employees able to serve as a Project Superintendent, Quality Control Manager and/or Sight Safety and Health Officer (SSHO) with qualifications
Part 2: Technical Solution
For the seed project –
The contractor shall develop a narrative describing their technical solution for the B7260 Roof Repair Job and B328 Roof Replacement Job in compliance with the RFP. The narrative shall address, at a minimum, each of the sub-factors listed below. The contractors shall put the information in the same order that it is presented in this list.
1. PRE-CONSTRUCTION ACTIVITIES - Submittal procedures, material delivery and staging and other items.
This shall include: An overall general scope of the work to be accomplished.
2. CONSTRUCTION NARRATIVE – The Contractor shall provide an overall narrative describing the major construction activities, applicable interdependences and sequencing.
a. Narrative shall include the Offeror’s methods of limiting facility down time and working around its occupants.
Methods may include, but are not limited to, utility cross over, planned utility outages outside of normal operating hours (must be coordinated in advance with Contracting Officer), cutting/grinding/welding curtains or barriers, and delaying the start of construction until all materials are on site.
b. The narrative shall include major milestones and all applicable NAVFAC redzone activities as defined in the checklist, included in this RFP
c. How will you ensure on-time completion and turn-over of the project.
d. The narrative shall include HVAC, testing, adjusting and balancing, commissioning, and closeout documentation.
3. SCHEDULE: Include a schedule in a Gantt chart form showing all major construction activities and the relationships between those activities. This schedule will be incorporated into the contract. The schedule shall clearly indicate, but not be limited to, the following:
a. Anticipated award (set at 60 calendar days after proposal due date)
b. Material submittal processing (include minimum government review time as defined in the specs)
c. Material procurement (start and finish)
d. Field installation (start and finish)
e. Testing, adjusting, balancing, commissioning
f. Punch list completion
g. Beneficial Occupancy Date (BOD)
h. Contract Completion Date (CCD)
The Gantt chart schedule is not included in the overall page count.
The offeror will be evaluated to determine the level of understanding of the requirements of the solicitation.
Proposals providing greater detail and demonstrating a greater understanding of the requirements, as outlined above, may be considered more favorably. Failure to address ALL elements set out above will result in a rating of UNACCEPTABLE for this factor.
For the seed project, the proposed schedule must AT LEAST comply with the Time for Completion indicated in the General Requirements (Section 00800). A schedule that proposes a realistic contract duration shorter than the required duration indicated in the solicitation may be considered more favorably. A schedule that proposes a contract duration longer than indicated in the solicitation will be rated UNACCEPTABLE.
Proposals providing greater detail and demonstrating a greater understanding of the requirements, as outlined above, may be rated higher.
NOTE: If a realistic duration shorter than specified in the solicitation is proposed, the proposed duration will be incorporated into the resultant contract.
(4) Factor 4, Past Performance:
The offeror shall submit the following information:
IF A COMPLETED CPARS EVALUATION IS AVAILABLE, IT SHALL BE SUBMITTED WITH THE
PROPOSAL. IF THERE IS NOT A COMPLETED CPARS EVALUATION, the Past Performance Questionnaire (PPQ) included in the solicitation is provided for the offeror or its team members to submit to the client for each project the offeror includes in its proposal for Factor 1, Experience. AN OFFEROR SHALL NOT SUBMIT A PPQ
WHEN A COMPLETED CPARS IS AVAILABLE.
IF A CPARS EVALUATION IS NOT AVAILABLE, ensure correct phone numbers and email addresses are provided for the client point of contact. Completed PPQs should be submitted with your proposal. If the offeror is unable to obtain a completed PPQ from a client for a project(s) before proposal closing date, the offeror should complete and submit with the proposal the first page of the PPQ (Attachment D), which will provide contract and client information for the respective project(s). Offerors should follow-up with clients/references to ensure timely submittal of questionnaires. If the client requests, questionnaires may be submitted directly to the Government's point of contact, Rachel Honecker, via email at rachel.honecker@navy.mil prior to proposal closing date. Offerors shall not incorporate by reference into their proposal PPQs or CPARS previously submitted for other RFPs.
However, this does not preclude the Government from utilizing previously submitted PPQ information in the past performance evaluation.
If there is not a completed CCASS or CPARS evaluation, then the offeror must submit Past Performance Questionnaires (Attachment D) for each project included in Factor 1 – Experience. The offeror should provide completed Past Performance Questionnaires (PPQ) with the proposal. Offerors shall not incorporate by reference into their proposal PPQs previously submitted for other RFPs. Offerors may include copies of previously completed PPQs instead of requiring clients to fill out PPQs for the same project again. However, this does not preclude the Government from utilizing previously submitted PPQ information in the past performance evaluation. If the offeror is unable to obtain a completed PPQ from a client for a project(s) before proposal closing date, the offeror should complete and submit with the proposal the first page of the PPQ, which will provide contract and client information for the respective project(s). The Government may make reasonable attempts to contact the client noted for that project(s) to obtain the PPQ information. However, offerors should follow-up with clients/references to help ensure timely submittal of questionnaires. If the client requests, questionnaires may be submitted directly to the Government’s point of contact, Rachel Honecker at rachel.honecker@navy.mil.
In addition to the above, the Government may review any other sources of information for evaluating past performance. Other sources may include, but are not limited to, past performance information retrieved through the Past Performance Information Retrieval System (PPIRS) using all CAGE/DUNS numbers of team members (partnership, joint venture, teaming arrangement, or parent company/subsidiary/affiliate) identified in the offeror’s proposal, inquiries of owner representative(s), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), and any other known sources not provided by the offeror.
While the Government may elect to consider data from other sources, the burden of providing detailed, current, accurate and complete past performance information rests with the offeror.
IMPORTANT: It is the responsibility of the offeror to provide accurate points of contact for each identified contract and current telephone numbers and/or email addresses. Failure to provide requested data, accessible points of contact, or valid phone numbers could result in a firm being considered less qualified.
The Government reserves the right to contact references for verification or additional information. The Government’s inability to contact any of the offeror’s references or the references’ unwillingness to provide the information requested…
